Salient Characteristics
*All items are on an “Or Equal” basis
SCOPE OF WORK.
1. The installed system shall be located on a closed network (provided by the JBER Fire Department) without connection to the internet or cloud based services as no internet connection will be provided for remote maintenance or repair access. Contractor shall be capable of providing on-site service calls within 4 hours of notification for repairs/maintenance during normal business hours. Contractor technicians shall meet IA security requirements IAW DoDi 8570 and IAT2. The installed system will connect to existing HD displays located at each location. The existing input connectivity for existing components shall remain unchanged. The contractor shall provide labor to remove and replace the legacy Lifesize videoconferencing system.
2. The system will connect 8 geographically separated location within Joint Base Elmendorf Richardson at the following facilities:
• Building 11415 Rm. 105 (673 CES Fire Department, Station 1), 11415 Fighter Drive, JBER, Alaska.
• Building 5126 Rm. 206 (673 CES Fire Department, Station 2), 5126 Arctic Warrior Drive, JBER, Alaska.
• Building 3786 Rm. 118(673 CES Fire Department, Station 3), 3786 Provider Drive, JBER Alaska
• Building 654 Rm. 127 (673 CES Fire Department, Station 4), 654 6th Street, JBER Alaska.
• Building 48010 Rm. 104 (673 CES Fire Department, Station 5), 48010 Randall Road. JBER, Alaska.
• Building 16673 Rm. 101 (673 CES Fire Department, Station 6), 16673 Vandenberg Road, JBER Alaska.
• Building 730 Rm. 104 (673 CES Conf Room) 730 Quartermaster Road, JBER Alaska.
• Building 724 Rm. 212 (673 CES Fire Prevention Conf Room), 724 Quartermaster Road, JBER Alaska.
3. At buildings 5126, 3786, 48010, 16673, 730 and 724: The Contractor shall provide & install one (1) high definition videoconference codec (IP only). The system shall be capable of delivering videoconferencing in high definition at 1080p at 30 fps and support h.323 standards. The Contractor shall provide and wall-mount one (1) high definition pan/tilt/zoom camera in a Government specified location above. This camera shall serve as the main camera and it shall provide a traditional conference room view. The Contractor shall provide & install one (1) table microphone array. This microphone shall provide voice pickup for videoconferences. The Contractor shall provide and wall-mount one (1) Controller and it shall provide the following defined features and functionality:
a. LCD on/off
b. Source selection
c. Volume control
4. The Contractor shall provide input connectivity for the following AV sources:
a. Shelf location below existing LCD
b. One (1) HDMI Male – Room Computer (Government provided)
c. One (1) HDMI Male – Videoconference codec
d. One (1) HDMI Male – Cable TV Receiver (Government provided)
5. The existing signaling system consists of a HDMI switch and additional signaling components. The Contractor shall provide the necessary parts and labor to remove the existing video switch, signaling components, and associated cabling.
6. The Contractor shall provide and install one (1) new 4-input HDMI video switch. The video switch shall provide for the core video and audio signal distribution and routing.
7. The Contractor shall provide for the adjustment, alignment, and functional testing of the system.
8. The Contractor shall provide all necessary mounting hardware, cabling, and adapters.
9. At buildings 11415 and 654: The existing videoconference systems consist of one (1) Lifesize videoconference codec and two (2) Lifesize high definition cameras. The Contractor shall provide the labor and materials necessary to remove the existing videoconference system in these locations. The Contractor shall provide and rack-mount one (1) high definition videoconference codec (IP only). The system shall be capable of delivering videoconferencing in high definition at 1080p at 30 fps. The Contractor shall provide and wall-mount two (2) high definition pan/tilt/zoom cameras in a Government specified location at the front and rear of each room.
10. The Contractor shall provide the labor and materials necessary to install a high-impedance distributed audio system which will provide even audio coverage for all multimedia playback. The Contractor provided system shall consist of a power amplifier/mixer and an appropriate number of ceiling-mounted speakers and two (2) wall-mounted speakers.
11. The Contractor shall provide adequate surge protection equipment to protect all equipment in the Government Furnished Equipment (GFE) rack
12. The Contractor shall install the newly provided equipment and the following equipment in the Government’s existing equipment rack:
a. Barco Clickshare (Government provided)
b. A.D.M.S. computer (Government provided)
c. Room computer (Government provided)
d. Cable TV Receiver (Government provided)
13. The contractor shall provide and install three or four multi-element microphones. Two digital signal processors are required to integrate this number of microphones. The digital signal processors shall provide gain control and echo cancellation for the videoconferencing application and have VoIP interface capability
14. Audio conference volume control and microphone mute capability shall be provided by a tabletop dialer.
15. The contractor shall provide and install a room control system that provides a single point of control for features and functions of the audiovisual system. The system shall streamline functions for use cases for the room such as local presentations, training, and collaboration with other fire stations. A tabletop touch panel shall provide users with a simplified graphical user interface to streamline the functions of the system. Off/On, video source selection, and all features of the VTC codecs are to be made available on the touch panel so that individual remotes are not required for control. The room control system with provide source selection for the existing item listed in para. 12.
16. The contractor shall provide labor and materials necessary to de-install the existing media recording and streaming system.
17. The contractor shall provide and rack mount a media recording and streaming system (Mediasite Enterprise Video Platform OR EQUAL) to replace the current End of Life system. The system shall be rack mountable with a minimum of 120 GB on-appliance solid state content storage. The system shall have a minimum of two (2) HDMI inputs supporting HD resolutions of 1080p, 1080i, 720p, SD resolutions of 576p, 576i, 480p 480i and VESA resolutions. The system shall be capable of video cataloging, library management, presentation editing and publishing and delivery of content. The system shall be capable of capturing streaming and storing video content from up to two (2) simultaneous HD video/content sources. It shall record at multiple bit-rates and allow for on demand playback and include the ability for optical character recognition of typed or scanned text in presentations. The system shall be installed so that it will record presentations, video conferences at any of the fire stations. The system shall be capable of streaming pre-recorded presentations, video conferences and other media at any of the fire stations. The system shall be integrated into the overall multimedia system control system.
18. The government will provide a media storage server that the contractor will install media management software on. This server will serve as the storage location for all recordings and videos.
19. The contractor shall configure all capable devices for Simple Network Management Protocol (SNMP) v3 and add the government provided IP and SNMP configuration and test configuration to ensure the governments monitoring software is able to monitor the system.
20. Contractor will configure the existing GFE network switches to connect the systems at each location.
21. The Contractor shall provide and install surface-mounted floor AV Track to provide a cable pathway for AV cabling from the equipment rack to the conference table.
22. The Contractor shall provide as-built wiring diagrams noting all wire numbers as deliverables for this project.
