Statement of Work Maintenance of the Access Control Systems with Closed Circuit Television (CCTV) at JBER

1. DESCRIPTION OF SERVICES

This requirement is for Maintenance and Service (M&S) on the Monitor Dynamics (MDI) Access Control System (ACS) and Genetec Closed Circuit Television System (CCTV) System at USARAK HQ on JBER and shall include 24/7 phone support. The contractor shall be a Genetec and MDI certified dealer and be able to troubleshoot, repair, and/or replace all defective components. Maintain and ensure operability of all equipment associated with the Access Control System in use at JBER. This M&S period of performance will be for one base year plus one additional option year.

The scope of this effort will cover the following areas:

· Maintain and ensure operability of all equipment associated with the ACS in use at USARAK HQ on JBER. Perform preventive maintenance and testing on a 3-month recurring basis for all equipment associated with the ACS.

· Maintain and ensure operability of all equipment associated with the CCTV in use at USARAK HQ. Perform preventive maintenance and testing on a 3-month recurring basis for all equipment associated with the CCTV system.

USARAK HQ has a MDI access control system with associated Genetec video subsystems that require regular maintenance, troubleshooting, and repair.

Access Control System (ACS) consists of:

· Monitor Dynamics SAFEnet Ver. 6.2.1.6 sp3

· Windows Server 2003 operating system

· Structured Query Language (SQL) 2003

· Associated Pre-Processor Unit

· Fileservers

· 24 key pads

· Monitors

· Push to exit buttons

Subsystems:

ACS also integrates and controls portions of the intercom and video subsystems.

Intercom subsystem consists of:

· Aiphone master

· 2 sub masters stations with monitors

Video subsystem consists of:

· GENETEC server Ver.5.3SR2

· GENETEC terminal monitoring station Ver.5.3SR2

· Windows 7 Professional

· Windows SQL 2008 SR

· 1 monitor

· 10 fixed cameras

· 6 Pan/Tilt/Zoom cameras

2.0 MAINTENANCE, TRAINING, AND EQUIPMENT

The contractor shall be a Genetec and MDI certified dealer and be able to troubleshoot, repair, and/or replace all defective components comprising these systems. The contractor shall have on staff a minimum of:

· Manufacturer Certified Technicians on the SAFENet System as an Administrator

· Technicians must be IAT 1 certified to include below certification requirements:

· CompTIA A+

OR

· Windows 7 Comp TIA Network+

· Technicians performing work on systems are required to be cleared at the SECRET level (see 3.0 Security for more detail).

2.1 Maintenance of ACS System

Maintain and ensure operability of all equipment associated with the Access Control System in use at JBER (2.1.1.a through 2.1.1.f) as identified below: The contractor shall perform preventive maintenance and testing on a three-month recurring basis for items (2.1.1.a through 2.1.1.f).

2.1.1 Description

The electronic Access Control System (ACS), and all related subsystems require maintenance and repair to remain in a continuous operational status. These subsystems include the server, communications and distribution equipment, video subsystem, intercom subsystem, local control units, and local devices/wiring. Troubleshooting, repair, and replacement of all defective components comprising these systems are required.

2.1.1.a ACS Server The ACS server is a SQL based server running MDI SAFEnet 6.2.1.6 service pack 3 control software. This server requires standard SQL operating system maintenance, and indicates the current operating status of the primary components of the system. The servers shall be checked for indications of problems with itself and other components on a regular basis, sufficient that acceptable quality levels of all equipment can be met.

· ACS Critical Components. Critical Components are those components that, without which, the system cannot function and operate as designed

· ACS Non-Critical Components. Non-Critical Components are those components that cause local site malfunctions, but still allow the System to operate as designed.

2.1.1.b ACS Communications and Distribution Equipment This equipment primarily transmits, receives and interfaces for equipment that communicates via government-owned or rented fiber, telephone lines, and intranet (TCP/IP protocol). Problems with communications are generally indicated during the ACS Server checks referenced in 2.1.1.a, or daily reports generated by the security force monitoring personnel.

· Video Subsystem This subsystem is controlled by the Genetec Server. The security force monitoring personnel generate a daily log of each camera status, which will provide the basis for detailing required repair. The discrepancy will be forwarded for repair if the discrepancy is within the scope of this contract.

· Intercom subsystem The intercom subsystem integrates with the video system through outputs from the MDI ACS server, and utilizes an Aiphone P-9600 Master station, and three substations. The Physical Security Office receives discrepancy reports from the security force monitoring station when an apparent problem arises with a portion of the ACS. Applicable discrepancies will be forwarded for repair by the Physical Security Point of Contact (POC) when it requires repair under this contract. A Critical part of the contract performance shall include this testing with the Semi-Annual testing of the ACS.

· Local Devices/Wiring This equipment is the detection, activation, and monitoring devices connected to the systems described in 2.1.1.a-b, and all wiring that locally connects these devices to the systems. Samples are: coax from the camera to a fiber interface device; coax cable from a device to an intranet router; twisted pair from an intercom station to a sub master. Operational discrepancies may be initiated from ACS server checks or reports from the monitoring personnel, or user complaints. The discrepancy will be forwarded for repair if it is within the scope of this contract.

2.1.2 Acceptable Quality Level.

For discrepancies that do not require parts, components will be operational within two working days. When replacement parts are necessary, components will be operational within two working days of receipt of parts. An acceptable quality level of all component repairs within these time frames is 95%. The ACS server (and distribution components affecting more than 25% of the system) is considered system critical, as well as components affecting proper operation of perimeter access points and will require a one-hour call back for phone support. If the online/phone support is not able to remedy the situation the contractor has 24 hours to be on site for support. These system critical components must be repaired within one day, (including after hours and weekends) with an acceptable quality level of 100% of the time. Where parts are required, repair is to be accomplished within one day upon of receipt of parts.

2.1.3 Method of Surveillance

Reported problems are generated from various daily reports, and will continue to be reported until repaired. The Physical Security POC will compile the reported problems, forward pertinent items to the contractor, and track completion of repair.

2.2 Parts and Material

Replacements parts and Emergency Services.

Emergency Services are response(s)/service(s) provided during non-business hours deemed to be Critical Components IAW paragraph 2.1.1.a.(A) by government personnel.

2.2.1 New Parts

The ACS system integrates parts manufactured by Monitor Dynamics with equipment and parts available from a variety of security supply sources. The Government is responsible for procurement of all required replacement parts, equipment, and software.

2.2.2 Spare Parts

In support of the response and repair time requirements, within 15 days of the initial award of the contract, and on a recurring schedule as necessary to maintain sufficient ready spare parts in the inventory, the contractor shall advise the Government of the types/quantities of spare parts that are required to be on-hand at all times. The Government will procure the equipment/components from the maintenance contractor.

2.3 Data

The contractor shall provide a monthly status report in accordance with (IAW) Contract Data Requirement List (CDRL) A001.

3.0 Security

SECRET Facility Clearance. The Contractor shall possess a facility clearance at the classification level of SECRET. The Contractor shall follow the Facility Clearance procedures outlined in the DD254. Personnel Security Clearances. All Contractor personnel performing services under this contract shall possess/obtain a minimum-security clearance of SECRET, granted in accordance with AR 380-67, paragraph 3-400. All Contractor personnel shall comply with procedures outlined in the DD254 Form. Personnel performing classified work or requiring access to classified material or spaces order shall possess both a DoD security clearance at the appropriate level and the need to know. Request for visit authorization shall be submitted in accordance with DoD 5220.22M (Industrial Security Manual for Safeguarding Classified Information), utilization of JPAS is acceptable, not later than one (1) week prior to visit.

4.0 Place of Performance

Performance shall be within USARAK HQ (Building 1) at JBER located in Anchorage Alaska.
