Prep and Paint Bldg 974 2 Aug 2018

Project Site: Bldg. 974, JBER, Alaska

STATEMENT OF OBJECTIVES

1. Background:

Building 974 is a large warehouse on the Richardson side of JBER and requires painting. Painting was tested for lead and came up negative, but contractor shall verify the lead base paint tests and shall cease work and ask for Government direction if testing comes back positive in any manner.

1. Testing for lead paint required prior to commencement of work.

2. Scrape all wood on the exterior of the building. Siding, window trim, door frames, eves and soffit.

3. Power wash all exterior surfaces of the building. Let dry of three days prior to paint preparation.

4. Mask all windows and hardware prior to priming surfaces.

5. Surfaces with gaps are to be repaired with the correct filler and sanded smooth.

6. Surface repairs are to be inspected by the Government prior to commencement of work.

7. Prime all surfaces with exterior primer.

8. Paint all surfaces with colors to match existing colors. One coat..

9. Clean off any over spray that might of accord during the priming/painting process.

10. Pick up and hall away any materials used to perform the tasks listed above.

2. Objective:

a. Contractor is to furnish all labor, materials, and equipment to accomplish the following work.

b. Prepare and paint the exterior of Building 974 on JBER. The contractor shall be responsible for providing and installing all items necessary for a complete and operable installation in compliance with all applicable codes and regulations.

c. Clean up work area and remove any extra material and debris that is remaining from construction

d. All work will be accomplished in accordance with all applicable building and fire codes in effect at the time of award of contract.

e. During the job, the contractor is responsible for compliance with all OSHA/AFOSH Standards.

3. Constraints:

a. The contractor’s job site is to remain clean at all times. Debris will be collected and disposed of daily. All items removed will be disposed of properly by the contractor.

b. During the performance of this project the contractor is responsible for repairing any damage incurred to existing Real Property/Grounds due to poor workmanship at no cost to the government, repair any damage caused by construction operations, and take all precautions necessary to safely protect the building and its occupants during the construction period.

c. Use of premises is limited to the indicated work area. Do not disturb adjacent areas beyond the work site. Only the Government right to work may limit the Contractor’s use of the premises.

d. The Government will occupy adjacent facility during the entire construction period. Coordinate with the Government during construction operations to minimize conflicts and facilitate

Government usage.

e. Contractor is allowed to perform work during normal business hours.

f. Keep driveways and entrances serving the premises clear and available to the Government’s employee’s customers and emergency vehicles at all time. Do not use these areas for parking or storage of materials.

SITE VISIT: It is required that the Contractor visit the work site to verify location and thoroughly familiarize himself with existing conditions prior to submission of bid.

APPLICABLE CODES:

All work in this contract shall be done in accordance with National Fire Protection Association (NFPA), Uniform Building Code (UBC), OSHA‐Occupational Safety and Health Act, EM 385‐1‐1, US Army Corps of

Engineers Safety and Health Requirements Manual, ANSI B 20.1 1992, 40 CFR EPA, Environmental

Protection Agency, and all local safety, fire and security regulations. This job requires that all personnel have appropriate, applicable and current Certificate of Fitness cards from Alaska Department of Labor.

All codes listed here shall be the latest version and most recent or up‐to‐date publications in print.

CONTRACTING AUTHORITY: Only the Contracting Officer is authorized to make changes or additions to the contract.

COORDINATION OF WORK: Once the contractors’ proposals have been received and reviewed, Contracting will notify the contractor awarded the contract.
