Project Title: Install Tile/Replace Carpet Date: 12 July 2018
Project Site: Bldgs. 1102 and 1106, JBER, Alaska
STATEMENT OF OBJECTIVES
1. Background:
Buildings 1102 and 1106 are barracks rooms for Soldiers attending the Basic Leadership Course. The contract is to replace all barracks rooms carpet to tile.
2. Objective:
a. Contractor is to furnish all labor, materials, and equipment to accomplish the following work.
b. Contractor shall remove existing [carpet, flooring, etc.] Building 1102 in rooms 1ST Floor 101A, 101B, 102A, 102B, 103A,103B,104A,104B,105A,105B,106A,106B,107A,107B,108A,108B,109A, 109B, 2nd Floor
201A, 201B, 202A, 202B, 203A, 203B, 204A, 204B, 205A, 205B, 206A, 206B, 207A,207B, 208A, 208B, 209A, 209B,210A, 210B. Building 1106 rooms 1st Floor102A,102B,103A,103B,104A,104B,105A,105B, 106A,106B,107A,107B,108A,108B,109A,110A,110B 2nd Floor 201A, 201B, 202A, 202B, 203A, 203B, 204A, 204B, 205A, 205B, 206A, 206B, 207A,207B, 208A, 208B, 209A, 209B,210A, 210B
c. Contractor shall install approved tile and base in Building 1102 in rooms 1ST Floor 101A, 101B, 102A, 102B, 103A,103B,104A,104B,105A,105B,106A,106B,107A,107B,108A,108B,109A, 109B, 2nd Floor 201A, 201B, 202A, 202B, 203A, 203B, 204A, 204B, 205A, 205B, 206A, 206B, 207A,207B, 208A, 208B, 209A, 209B,210A, 210B. d. Contractor will provide standard warranty for work performed.
e. All work will be accomplished in accordance with all applicable building and fire codes in effect at the time of award of contract.
f. During the job, the contractor is responsible for compliance with all OSHA/AFOSH Standards.
g. Provide a smooth, true, level plane for surface preparation.
h. A joint acceptance inspection shall be conducted prior to the government resuming use of the completed rooms.
3. Constraints:
a. The contractor’s job site is to remain clean at all times. Debris will be collected and disposed of daily. All old carpet, carpet pad, existing adhesive reside and other items removed will be disposed of properly by the contractor.
b. During the performance of this project the contractor is responsible for repairing any damage incurred to existing Real Property/Grounds due to poor workmanship at no cost to the government, repair any damage caused by construction operations, and take all precautions necessary to safely protect the building and its occupants during the construction period.
c. Use of premises is limited to the indicated work area. Do not disturb adjacent areas beyond the work site.
d. The Government will occupy adjacent facility during the entire construction period. Coordinate with the
Government during construction operations to minimize conflicts.
e. Contractor is authorized to access facilities from 0700 to 1900 possibly longer with prior notification. The facilities can be accessed with prior notification on the weekends. This is to exclude any non‐business hours. The buildings have to be worked separately. Each building will have to be worked one half at a time. The left side of the floor first then the right side for both floors. The other half of the building will be storing furniture from current rooms being replaced with tile. Within 48‐72hrs of the joint acceptance inspection the unit will move the furnishings to the left side of the building so the contractor can start work on the right side of the building.
f. Keep driveways and entrances serving the premises clear and available to the Government’s employee’s customers and emergency vehicles at all time. Do not use these areas for parking or storage of materials.
SITE VISIT: It is required that the Contractor visit the work site to verify location and thoroughly familiarize himself with existing conditions prior to submission of bid.
APPLICABLE CODES:
All work in this contract shall be done in accordance with National Fire Protection Association (NFPA), Uniform Building Code (UBC), OSHA‐Occupational Safety and Health Act, EM 385‐1‐1, US Army Corps of
Engineers Safety and Health Requirements Manual, ANSI B 20.1 1992, 40 CFR EPA, Environmental
Protection Agency, and all local safety, fire and security regulations. This job requires that all personnel have appropriate, applicable and current Certificate of Fitness cards from Alaska Department of Labor.
All codes listed here shall be the latest version and most recent or up‐to‐date publications in print.
CONTRACTING AUTHORITY: Only the Contracting Officer is authorized to make changes or additions to the contract.
COORDINATION OF WORK: Once the contractors’ proposals have been received and reviewed, Contracting will notify the contractor awarded the contract.
