Sole Source Justification (Simplified Acquisition)

Section A: General Contract Information

Section B: Description of the Supplies/Services Required

The 673 ABW is requesting to continue the existing maintenance contract for services from Unify, Inc. (formerly Siemens Enterprise

Communications, Inc.) on the equipment currently installed. The equipment installed by Unify and their proprietorship of said equipment, states that equipment must be handled by certified Unify professionals.

Section C: Justification for Sole Source

Unify, Inc. (formerly Siemens Enterprise Communications, Inc.) is the only authorized company who can provide services on Unify equipment installed in the Primary and Alternate Command Post. To utilize any other contractor would void the current warranty and be a breach of the existing maintenance contract on the equipment.

Unify installs command post communications command and control equipment worldwide at Air Force installations. It is imperative the 673 ABW renews their maintenance contract to cover their core system.

Unify is the sole writer of software patches and software upgrades for the system.

Section D: Efforts to Obtain Competition

After market research and coordinating with the MAJCOM Functional Manager it has been found that Unify is the only authorized company that can service Unify equipment without voiding the existing warranty or maintenance contract.

Section E: Steps to Preclude Future Single Source Awards

In order to remove barriers to competition, the current communication console system would need to be uninstalled and a bid for a new console communication system would need to be accepted and purchased that would still meet the mission requirements of the 673 ABW Command Post. Attempts to foster competition would more appropriately be addressed by headquarters when subject contract for maintainer services of this system for all bases with this active system comes up for renewal.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106‐1(b)(1), that the circumstances of this contract action deem a sole source procurement is reasonable.
