Section C: Justification for Soliciting from a Single Source
The 3MXS Aircraft Metals Technology Section requires a true 5-axis Computer Numerical Controlled (CNC) Milling machine to support four mission design series aircraft, providing full simultaneous true 5-axis motion for contouring and complex machining which is required in the manufacturing of aircraft parts. The section already uses other Haas machinery and has invested approximately $4M into Haas machines, software and tooling. Additionally, all personnel in the Metals Technology career field Air Force wide are exclusively trained using Haas machines.
If outsourced with the purchase of a machine other than a Haas brand, the unit would need to fund more in-depth training for personnel and purchase additional tooling and software specific to other brands. Additionally, only one service provider will be required to provide maintenance on all Haas machines currently assigned to the section. 3 MXS currently has one other brand machine which causes several obstacles. Based on emails from Gregory Kirchner and Roy Adkins the lifespan on one of these machines is 15 to 20 years. It is estimated that it would cost an additional $20-30K in startup training and tooling, and could save $5-10K annually in training and tooling to use any other brand. Over the course of it's lifetime buying another brand machine would cost $95,000 to $230,000 more in expenses, not including the purchase price of another brand machine, than it would to purchase a Haas Brand machine. The Government would not expect to recover the cost by increasing competition to other Brands.
A letter from Haas stating Phillips Corporation as the exclusive dealer for Haas CNC machines and tooling leaves this requirement with only one source.
Section D: Efforts to Obtain Competition
Internet searches were completed and the result was that this particular brand can only be purchased by authorized distributors which are designated per region. Phillips Corporation, who has a GSA Contract # GS-21F-052BA, is the federal distributor and is the only company authorized to sell this machine to the Government.
Section E: Steps to Preclude Future Single Source Awards
In future requirements, the 673 Contracting Squadron will continue to see if any other vendors are authorized by Haas to do business with the U.S. Government in an effort to avoid a sole source environment. No other steps to preclude single source awards can be completed at this time. Continual comparisons of benefits to acquisition of machines using other brands can be completed until it is more beneficial to the government to open up competition to other brands.
