Section B: Description of the Supplies/Services Required

This requirement is to provide 773 CES with 95 metric tons/super sacks of brand name Cryotech Sodium Acetate (NaAc) Solid Deicer for the runways and taxiways at the Joint Base Elmendorf-Richardson (JBER), Alaska.

Section C: Justification for Soliciting from a Single Source or Brand Name

According to AFI 32-1002 para 2.4.5, "Before using any airfield anti-icing/deicing products, the installation will obtain approval for their primary aircraft authorization (PAA) from the appropriate PM(s), coordinated through AFCEC/COO". Therefore, it is mandated to "use only installation-approved products on the airfied for anti-icing/deicing" IAW AFI 32-1002 para 4.3.1.

On 19 April 2018, Daniel Steffens, the PAA for the F-22 aircraft, and Mr. David Johnson, Operations Officer off 3 MXS/MXM, confirmed that the only AMS 1431 Sodium Acetate Deicer that has been tested and approved for use on the F-22 is Cryotech NaAc. It was also confirmed that the F-22 Program Office has not conducted testing on any new deicer materials this past year.

The repercussions of not using one of the approved/tested materials is the unknown performance impacts they may have on the F-22 Low Observable coatings.

IAW FAR 13.106-1(b)(1), "For purchases not exceeding the simplified acquisition threshold, (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. brand-name)". JBER uses and maintains the F-22 aircraft and the PAA has only approved Cryotech NaAc for use on the F-22, therefore Cryotech NaAc is the only Sodium Acetate deicer that will fulfill JBER's need.

Section D: Efforts to Obtain Competition

FAR 5.203(b) requires the contracting officer to establish a solicitation response time that will afford potential offerors a reasonable opportunity to respond to each proposed contract action.

The requirement will be posted in FBO.gov for the maximum time practicable in order to generate more competition. FBO.gov will be used in order to maximize potential competition since any Cryotech NaAc distributor who accesses FBO.gov will be able to quote on the solicitation. Since Cryotech has multiple distributors, it may be possible to receive multiple quotes on FBO.gov.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Any vendor interested in having their products tested for F-22 airframe deicing approval can contact the PAA, Daniel Steffens at daniel.steffens.1.ctr@us.af.mil.
