1. Q: Please advise on the following clarifications requested by the manufacturer.

1. IDS system (make/model)

2. Wall mounted TV (make/model of TV and mount)

3. Server rack (make/model)

4. Fold out shelving above desks – length and width?

A: There are no preferences on any of these items. The requirement is to have a large monitor/TV for that is suitable for the size of the SCIF and a wall mount that supports.

There is no preference on IDS system make or model as long as it meets requirements in ICD/ICS 705. Server rack size should be approx. 72” tall by 21” deep, interior standard 19” wide. There are no size specifications for the desk expect that it has to support six (6) analyst workstations.

2. Q: Please be advised that we are not authorized to purchase STE phone systems as they are a controlled item.

A: STE’s will be provided by ALCOM. No requirement to purchase.

3. Q: Can you please confirm the maximum dimensions on the RFQ? A standard 20' container is 20(L) x 8' (W) x 8'6" (H).

A: Requirement is for the standard size container: 20’ x 8’ x 8.5’

4. Q: Who is providing the VTC equipment?

A: Customer is providing VTC equipment.

5. Q: Who is providing the STE Phone?

A: See answer to question 2.

6. Q: What type of IDS System do you want us to quote?

A: See answer to question 1.

7. Q: Who will be providing the printers for each network?

A: Customer is providing printers.

8. Q: Can you please provide "Full server rack" dimensions?

A: See answer to question 1. Server rack size should be approx. 72” tall by 21” deep, interior standard 19” wide.

9. Q: The KVM switches are available in 2, 4, 8, and 16 port versions.

A: Cybex SC845D.

10. Q: Can you tell us which one the end user would like to use?

A: Cybex SC845D.

11. Q: What is the "Labor and Programming Service"?

A: Labor and Programming service is just a 1 year warranty on components and such in case anything breaks.

12. Q: What are the maximum and minimum ambient temperatures for Anchorage, so that we can size the HVAC unit appropriately?

A: Requirement is for the SCIF to support six (6) analyst 24/7 hours in all areas of Alaska…not just Anchorage.

13. Q: We assume that we only provide space for the workstations for 6 analyst positions

(tables) each with JWICS, NIPR and SIPR connections.

A: Needs to include room for six analysts each with their own JWICS/SIPR/NIPR workstation.

Connections should be JWICS – CAT 5/6, SIPR – LC Fiber, NIPR – SC Fiber.

14. Q: Is this project intended to be a Design Build project?

A: No. Submit your quote based on the salient characteristics. Make sure to address each salient characteristics requirement.

15. Q: Will a Statement of Work, drawings and specifications be provided?

A: No. Submit your quote based on the salient characteristics. Make sure to address each salient characteristics requirement.

16. Q: Are the specifications to be provided to identify Tempest and DIA accreditation requirements?

A: Construction should meet or exceed ICD 705, ICD 705 Tech Specs v1.4 and TEMPEST CNSSAM 1‐13 security requirements.

17. Q: Who will test /inspect to make sure container meets Tempest, DIA , and ICD 705.

A: Contractor should provide finished product that is ready for accreditation by end users accreditation authority.

18. Q: Will construction be required to be accomplished in a CRP by cleared personnel?

CNSSAM 1‐13 security requirements..

19. Q: Is there a page limit to the Technical Write‐up? If yes, how many pages are allowed.

A: There are no page limits.

Offers shall include the following:

Please address how your quote will address salient charcteristics.

20. Q: Section 1: Description of Requirements Para 1.1.14 refers to ICD 705 and DCID 6/9, ICD

705 rescinds DCID 6/9 making it invalid. IC Tech Spec‐for ICD/ICS 705 has a checklist for TEMPEST security requirements, it does not list what countermeasures are required or the different types required for this solicitation, please provide a list of these measures that will be required?

CNSSAM 1‐13 security requirements.

21. Q: Will a fire alarm be required in this mobile SCIF.

A. A smoke detector should be installed.

22. Q: 1.1.7 Large screen TV. Will a 50 in TV be acceptable?

A: Yes...there is no size preference except that it be appropriately sized for a VTC and the be functional within the dimensions of the Mobile SCIF

23. Q: How will this mobile SCIF be powered, please provide supply voltage, electrical capacities, and hook up requirements.

A: The Mobile SCIF will be powered by generator power and/or shore power. Electrical system should be able to support all electrical components within the Mobile SCIF.

24. Q: Please provide insulation requirement. For the environment, it will be operating in.

A: Requirement is for the SCIF to support six (6) analyst 24/7 hours in all areas of Alaska.

Insulation/Climate Control needs to meet habitable standards to support Arctic conditions.

25. Q: 1.1.12 (IDS) System. Please provide name and model #of the intrusion detection system required. Also will the equipment be GFCI. Government furnished. contractor installed

A: There is no preference on IDS system make or model as long as it meets requirements in

ICD 705.

26. Q: 1.1.11 Full server rack. Please provide make and model of rack required and power requirements

A: The requirement is for a full server rack. Server rack size should be approx. 72” tall by 21” deep, interior standard 19” wide. The Mobile SCIF electrical system should be able to support all electrical components listed in the salient characteristics.

27. Q: What is the anticipated heat load for this SCIF? Will an HVAC equipment schedule be provided?

A: Requirement is for the SCIF to support six (6) analyst 24/7 hours in all areas of Alaska.

There will be no HVAC schedule provided.

28. Q: What type of cooling will be utilized for the SCIF, DX or chilled water?

A: Cooling will be manufacturer provided for the unit, appropriately sized and adequate to fit within space requirements.

29. Q: What type/style of quick coupler fittings are to be used for the external equipment maintain

Tempest rating.

A: Please refer to Tempest CNSSAM 1‐13 for Tempest requirements.

30. Q: When I read the Salient, the first line tells me I need room for up to 6 people but does not specifically say I need desk! So do I need the desks for 6 people?

A: The requirement is a place for each workstation. Configuration is up to or as long as each workstation is functional.

31. Q: Also the introduction says to have power along with HVAC, so do we need a generator included or wiring?

A: Mobile SCIF should be capable of connecting to generator power and shore power. A stand alone generator is not part of the contract.

32. Q: What size, brand, and model number of monitor, wall mount, and server rack is preferred?

A: No preference on the large screen monitor/TV except that it is a sized for the SCIF and has a wall mount that supports it. No preference on the server rack except that it is placed in the SCIF so it allows six (6) analyst to operate at one time. Server rack size should be approx. 72” tall by 21” deep, interior standard 19” wide.

33. Q: "R" factor insulation, what number rating?

A: Construction should be in accordance with ICD 705 and TEMPEST for security and should be able to operate in Arctic to include all areas of Alaska weather conditions.

34. Q: HVAC. a contained system, or line‐set that will be connected to the compressor section, outside the footprint?

A: HVAC should fit within footprint of the maximum dimensions.... No preference on HVAC system except that it supports up to six (6) analyst in the Arctic to include all areas of Alaska weather conditions.

35. Q: The equipment is described as supporting “Mobile operations from austere locations in an Arctic environment” and “(1.1.13) The container should be resistant to high winds (hurricane force) and Arctic weather conditions and should provide environmental controls to enable six (6) analysts to conduct 24x7 operations.” The specification describes an Arctic environment. To be compliant, please confirm that the equipment must be designed for the Severe Cold (C3) environment as described in Paragraph 2‐7 and 2‐2 of AR 70‐38 (Research, Development, Test and Evaluation of Materiel for Extreme Climatic Conditions).

A: The Mobile SCIF should be able to operate in all areas of Alaska. All areas of Alaska include the C3 environment as described in Paragraph 2‐7 and 2‐2 of AR 70‐38.

36. Q: Will the USAF offload the SCIF upon arrival to the delivery site or should MHE & labor be added into the price?

A: Customer will offload Mobile SCIF.
