COMBINED SYNOPSIS/SOLICITATION ‘COMBO’:

AK RCC Furniture

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii) Solicitation FA5000-17-T-0206 is issued as a Request for Quote (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, effective 19 Jan 2017. The DFARS provisions and clauses are those in effect to DPN 20161222, effective 22 December 2016. The AFFARS provisions and clauses are those in effect to AFAC 2017-0127, effective 27 January 2017.

(iv) This requirement is solicited under ‘Small Business Set Aside’ competition. The North American Industrial Classification System (NAICS) code associated with this procurement is 337211 with a small business size standard of 1,000 Employees.

(v) The Pricing Schedule is incorporated as Attachment 1. Vendors shall complete Attachment 1 in its entirety and return with any other documentation/data as required by this Combo.

(vi) The government intends to award a firm-fixed price contract for the following:

(vii) Delivery shall be FOB Destination 60 Days ARO. Contractor shall include delivery schedule information on the Pricing Schedule, Attachment 1. All items shall be delivered to:

(viii) FAR 52.212-1 Instructions to Offerors -- Commercial Items (Jan 2017) is hereby incorporated by reference, with the same force and effect as if it were given in full text. In addition to the following addendum, all terms and conditions of FAR 52.212-1 remain in effect. The following have been tailored to this procurement and are hereby added via addendum:

1. To assure timely and equitable evaluation of the quotes, the Offerors must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this solicitation. If awarded the contract the contractor is required to submit a signed copy of the contract confirming receipt of the contractual document within five (5) business days.

2. Specific Instructions: The response shall consist of the following:

a. Submit one (1) copy of technical acceptability narrative

b. Submit one (1) copy of price schedule (Attachment 1) and any pertinent additional information

(ix) FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) this provision has been tailored to this procurement and is provided in full-text below:

(a) The Government will award a purchase order resulting from this solicitation to whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

(1) Technical acceptability

(2) Price

(b) Technical acceptability: The government will evaluate quotes on the basis of whether or not the provided quote is technically acceptable.

(c) Price: The government will rank all quotes by price. If the lowest priced quote is found acceptable, an award will be made without further consideration. If that quote is found unacceptable, the Government will evaluate the next lowest quote for acceptability until an award can be made to the lowest priced acceptable quoter.

(x) Each vendor shall ensure the provision at FAR 52.212-3 including its Alternate I, Vendors Representations and Certifications--Commercial Items (Jan 2017) are updated at www.sam.gov. Failure to obtain SAM registration will result in submissions not being considered for award.

Base Access:

All contractors will be required to present a valid picture ID (driver’s license or passport). Due to the Real ID Act of 2005, drivers’ licenses from Kentucky, Maine, Montana, Pennsylvania, Minnesota, Missouri, Washington, and American Samoa will not be accepted; in this case, passports, federally issued identification cards or U.S. permanent resident cards will suffice. All contractors who will be driving are required to provide up-to-date vehicle registration and insurance.An amendment will be issued answering all questions received, providing the Government’s answers.

Scope of Work:

-Dismantle all existing furniture and removing all cabling (power, fiber and CAT5) in preparation for re-utilization and install.

-Furnish and install the equipment defined above furniture in the 176th ADS Room 27 Located at building 9480 on Elmendorf Air force base in Anchorage Alaska.

- Use existing furniture currently located in Room 27 to the maximum extent possible.

-Furnish and install equipment to meet requirements listed on attachment 1(Q 55328 – ALCOM NORAD Room 27.pdf) and in correspondence to Figure 2.

-Provide all labor, hardware and reutilize existing cabling as to provide a complete functioning system inclusive of all ancillary costs such as travel, shipping, equipment rental and miscellaneous.

-Remove and dispose at contractors’ location all extra parts and pieces not used.

Government furnished equipment, supplies, and duties

-Power for proposed systems to be provided by Government in the location indicated by the installation team.

-Any structural modifications to wall necessary to support the proposed systems are to be provided by the Government.

-Any painting and patching necessary to repair the facility due to the required modifications are to be provided by the Government.

-Fiber and CAT5 termination to be performed by Government (Contractor to re-run existing cables).

-Site access will be provided during the hours of 0730-1630, Monday-Friday.

AKRCC Back Offices Refurbishment Performance Work Statement

1. Facility Description

Defense Support of Civilian Authorities (DSCA) Operations Area

The Alaska Rescue Coordination Center requires a turnkey solution to support up to (4) search and rescue operator positions and additional furnishing to accommodate (6) support personnel. Personnel require furniture that is modular, metal frame construction (desk/consoles), can accommodate various computer and communication equipment and ergonomically suitable for 24/7 operations. All proposals must include in their scope: shipping to site, offload of all materials to the room of rest, staging, installation and clearing of all debris. A final walkthrough by the manufacturer-certified installation technicians is required for training and acceptance.

2. General Conditions

Comply with the applicable provisions of the referenced standards except as modified by governing codes and the Contract Documents. Where a recommendation or suggestion occurs in the referenced standards, such recommendation or suggestion shall be considered mandatory. In the event of conflict between referenced standards, this specification or within themselves, the more stringent standard or requirement shall govern.

3. Salient Characteristics

3.1. The AKRCC requires a furniture solution that can accommodate a 24 X 7 mission operations environment. Design must facilitate complex interaction between people, technology and environment. Hinged, sliding or adjustable furniture pieces shall be offered with a lifetime warranty. Lift columns shall be covered with a 5 year labor and parts warranty.

3.2 Solution shall be modular and reconfigurable in design, with the ability to reasonably adapt to future system upgrades. The AKRCC is a mission critical operation with high demands and unique challenges, which requires absolute functionality in design and also fit a limited to space available.

3.3 Solution must offer substantial cable management systems that provide complete storage of all required cables. Dual cable management chains shall be offered in all sit to stand desk/consoles. Chains shall travel from the highest position to the lowest and prevent cable kinking in the optional sit/stand version.

3.4 Conference tables must provide storage for various cabling and power strips

3.5 Desk/consoles shall have the ability to have accessories mounted on adjustable slat walls. The slat wall shall be a minimum of 12” in height.

3.6 Communication storage cabinets must provide sufficient venting and cable access areas for installed equipment.

3.7 Adjacent furniture shall provide cable raceways and or access holes to easily run various cabling from each section.

3.8 Product must be able to be assembled by the manufacturer’s certified installation team using standard tools without any cutting or drilling. The manufacturer shall provide a toolkit with spare parts, and project paperwork upon completion of the install. Product must be rigid and self-supporting to permit individual removal, relocation or modification of adjacent modules.

4. Offeror qualifications:

4.1 Due to the unique mission requirements for this project, the offeror must have the following qualifications before offer will be considered: Offeror shall demonstrate extensive experience in implementing and managing similar projects with the DoD community.

4.2 Equipment manufacturer must maintain and provide a copy of ISO-9001 quality certification.

4.3 Product and installation services must meet the NSTISSAM 2-95 standards.

4.4 Offeror must submit examples of previous projects that comply with this requirement.

4.5 Equipment manufacturer must maintain and supply a copy of their GREENGUARD certification for low chemical emissions UL 2818.

4.6 All offerors must conduct a site visit before the closing date of the RFQ to conduct measurement of the facility and incorporate the measurements into their proposed design.

5. GSA Parts List

Please see enclosed bill of materials and drawings as the basis of required design.

Background Required to replace aged, piecemealed and associated furniture utilized by the Alaska Rescue Coordination Center (AKRCC) in support of 11AF Search and Rescue Operations with newer, ergonomic, multi-functional furniture capable of supporting SAR controllers and support personnel along with mission essential equipment in a 24/7, 365 day environment. All items will be located in building 10471, suite 122 in the Alaska Rescue Coordination Center.

Scope of Work All rooms -Furnish and install the equipment defined below and in attached documents at in the AKRCC facility on Joint Base Elmendorf Fort Richardson in Anchorage Alaska.

-Provide all labor, hardware and cabling as to provide a complete functioning system inclusive of all ancillary costs such as travel, shipping, equipment rental miscellaneous.

-Provide onsite visit of facility to include measurement of desired work site location -Train designated representatives on usage and maintenance of installed furnishings DSCA Operations Area -Furnish and install two (2) sit to stand corner style desk/consoles, two (2) fixed linear style desk/consoles, and two (2) equipment cabinets.

-Furnish and install one (1) standing height conference/planning table, one (1) printer cabinet, one (1) storage cabinet, and four (4) standard pedestals.

-Cable paths, communication ports, and electrical outlets are to be provided by Government to and from locations required to support the proposed systems.

-Removal of current furnishings, computers and communication equipment to be provided by the government prior to installation of new furnishings -Any painting and patching necessary to repair the facility due to the required modifications are to be provided by the Government.

-Base access for site visit and installation team will be provided by government Site Access/Working Hours -Site access will be provided during the hours of 0730-1700, Monday-Friday
