COMBINED SYNOPSIS/SOLICITATION ‘COMBO’:
Free Weights
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) Solicitation FA5000-17-T-0183 is issued as a Request for Quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, effective 19 Jan 2017. The DFARS provisions and clauses are those in effect to DPN 20161222, effective 22 Dec 2016. The AFFARS provisions and clauses are those in effect to AFAC 2017-0127, effective 27 Jan 2017.
(iv) This requirement is solicited under 100% Small Business Set-Aside. Unfunded requirement: Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs" in accordance with AFFARS MP5332.7, Contract Funding. The North American Industrial Classification System (NAICS) code associated with this procurement is 339920 with a small business size standard of 750 employees.
(v) The Pricing Schedule is incorporated as Attachment 1. Vendors shall complete Attachment 1 in its entirety and return with any other documentation/data as required by this Combo.
(vi) The government intends to award a firm-fixed price contract for the following:

(vii) Delivery shall be FOB Destination. Contractor shall include delivery schedule information on the Pricing Schedule, Attachment 1. All items shall be delivered to:

(viii) FAR 52.212-1 Instructions to Offerors -- Commercial Items (Jan 2017) is hereby incorporated by reference, with the same force and effect as if it were given in full text. In addition to the following addendum, all terms and conditions of FAR 52.212-1 remain in effect. The following have been tailored to this procurement and are hereby added via addendum:
1. To assure timely and equitable evaluation of the proposal, the vendors must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation.
2. Specific Instructions: The response shall consist of two (2) separate parts:
Part 1 – Technical Acceptability - Submit one (1) copy of technical acceptability narrative.
Part 2 – Price – Submit one (1) copy of price schedule and any pertinent additional information.
3. Award will be made to the vendor whose quote is conforming to the solicitation and is determined to be the lowest price technically acceptable. Technical Acceptability, at a minimum, is defined as meeting all of the criteria in specifications in Attachment 2. Price and technical acceptability will be considered.
(ix) FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) this provision has been tailored to this procurement and is provided in full-text below:
(a) The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
(i) Technical acceptability
(ii) Price
(b) Technical acceptability: Technical acceptability – at a minimum, is defined as meeting the following criteria:
Minimum Qualifications: Contractor must be able to provide the products described herein (see Attachment 2).
(1) If an “or equal” item is supplied with a price on the quote, the offeror shall provide technical specifications and information regarding that item in order to be accepted as “equal.” The technical specifications and information must:
i. Clearly identify the item by brand name, to include make or model number.
ii. Include any descriptive literature that provides information to the Contracting Officer proving the item meets the salient physical, functional, or performance characteristics specified in this solicitation. This may include, but is not limited to, illustrations, drawings, or a clear reference to previously furnished, descriptive data.
(c) Price: The government will rank all quotes by price. If the lowest priced quote is found technically acceptable, an award will be made without further consideration. If that quote is found unacceptable, the Government will evaluate the next lowest quote for acceptability until an award can be made to the lowest priced acceptable quoter.
(x) Each vendors shall ensure the provision at FAR 52.212-3 including its Alternate I, Vendors Representations and Certifications--Commercial Items (Jan 2017), are updated at www.sam.gov. Failure to obtain SAM registration will result in submissions not being considered for award.
(xi) The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items (Jan 2017), is hereby incorporated by reference, with the same force and effect as if it were given in full text.
(xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders – Commercial Items (Jan 2017), is hereby incorporated by reference, with the same force and effect as if it were given in full text. REPRESENTATION REGARDING CONVICTION OF A FELONY CRIMINAL VIOLATION UNDER ANY
FEDERAL OR STATE LAW (DEVIATION 2012-O0007) (MAR 2012)
(a) In accordance with section 514 of Division H of the Consolidated Appropriations Act, 2012, none of the funds made available by that Act may be used to enter into a contract with any corporation that was convicted of a felony criminal violation under any Federal or State law within the preceding 24 months, where the awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government.

REPRESENTATION BY CORPORATIONS REGARDING AN UNPAID DELINQUENT TAX LIABILITY OR
A FELONY CONVICTION UNDER ANY FEDERAL LAW (DEVIATION 2012-O0004) (JAN 2012)
(a) In accordance with sections 8124 and 8125 of Division A of the Consolidated Appropriations Act, 2012,(Pub. L. 112-74) none of the funds made available by that Act may be used to enter into a contract with any corporation that—
(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless the agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government.
(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

Attachment 2: Salient Characteristics
Free Weights Salient Characteristics
General requirement: Commercial grade. The equipment needs to include installation (to include: brought inside, unpacked, assembled, tested and all debris remove). 5-Standalone full racks, 10-Full rack/half rack combos (back to back) 3- Half racks, 2- Smith machines, 25-Adjustable bench with stand up storage feature, 4-Curl benches, 4-Curl bars, 18-45lb chain sets, 72 pairs of bar collars, 18-Strength band sets
a. Stand alone full power racks (Qty: 5), Sorinex Base Camp Uber Package or equal with the following compatibilities: Multi-functional, convertible power rack station compatible with lock in accessory system. Batwing, numbered attachment holes in 4 sides, hooks, self-locking Low Safety Bars with numbered holes, Utility Pins for plate storage, band compatibility, band and chain storage, dips, pull-ups, pulling dishes with urethane protection, Indexing Chin Bar w/ handles that rotate at 45 degree, increments and adjust to set position on rack, Roller Pads, Safety Strap Spotter Pack, utility Seat, 2-bar storage, land mine attachment. 3. The base of the rack shall be at least 6” off the ground and no more than 8”.
4. All uprights shall accept attachments including weight horns, band attachments, pull-up bars, roller pads, etc. in all four directions.
5. The main frame shall secured with a 1” diameter bolt, 1” ID heavy duty washer, and plated 1” ID lock washer adjustable with common hand tools. Non marring ¼” rubber fiber reinforced tensioning washers shall be used for all adjustable accessories. 1” internal diameter 1/3 lb plated securing nut shall be used throughout on all pins, bolts, and fasteners.
6. 15 year structural warranty, 3 year warranty for moving parts, and 1 year warranty for paint and upholstery
7. Attachments shall include:
i. 1 – pair Safety bars (rated at least 3000lbs or more) shall be 3” X 3” tubing and replaceable protection cover on top and bottom of the safety bars.
ii. 2 – pairs Bar hooks (rated at 4,000lbs or more) shall be self-locking and shall come in pairs. Shall be 3” wide and 6-9” high. The hooks shall be laser cut and at least ¼” plate steel with replaceable protection cover liner.
iii. 16 – Utility Pins (rated at 1,000lbs or more) shall be at least 1” steel band anchor pin to allow for easy adjustment and tensioning. Shall be at least 12” long.
iv. 1 – Dip Bar shall be 1 ½” diameter, solid steel with knurled handles
v. 1 – pull-up bar shall be 2” diameter and be capable to be locked in any overhead or horizontal position on the rack.
vi. 1 – Utility Seat shall be a locking self -storing step-up and shall be at least 12” X 15” solid ¼” steel plate.
vii. 1 – pair Roller Pads shall lock-in, be multi-purpose 4” X 16” upholstered roller pads mounted on 1” cold rolled steel pins.
viii. 1 – Multi-position Pull-Up Bar shall have 1” solid steel with rubber grip covered handles. Shall be removable, adjustable for position on rack, self-locking and not require pins for grip width adjustment.
ix. 1 – Indexing Chip Up Bar shall have two individual handles which slide laterally on chrome tubing, and rotate in 45 degree increments.
x. 1 – Landmine shall be multi-directional torso trainer that is mounted to the rack.
xi. 1 – pair Safety Straps (one hand adjustable; rated at 10,000lbs per strap or more)
xii. 1 – pair Adjustable Bars – Shall be at least 24” long, 3” wide and 12” high. Shall be 3” x 3” tubing construction with anti-roll-off tab at distal end of support arm to prevent bar roll-offs. Shall have a replaceable protection cover on the top surface. Shall be rated at 4500lbs each.
xiii. Bar storage for at least two bars.
b. 5. The main frame shall secured with a 1” diameter bolt, 1” ID heavy duty washer, and plated 1” ID lock washer adjustable with common hand tools. Non marring ¼” rubber fiber reinforced tensioning washers shall be used for all adjustable accessories. 1” internal diameter 1/3 lb plated securing nut shall be used throughout on all pins, bolts, and fasteners.
6. 15 year structural warranty, 3 year warranty for moving parts, and 1 year warranty for paint and upholstery
7. Attachments shall include:
i. 1 – pair Safety bars (rated at least 3000lbs or more) shall be 3” X 3” tubing and replaceable protection cover on top and bottom of the safety bars.
ii. 2 – pairs Bar hooks (rated at 4,000lbs or more) shall be self-locking and shall come in pairs. Shall be 3” wide and 6-9” high. The hooks shall be laser cut and at least ¼” plate steel with replaceable protection cover liner.
iii. 16 – Utility Pins (rated at 1,000lbs or more) shall be at least 1” steel band anchor pin to allow for easy adjustment and tensioning. Shall be at least 12” long.
iv. 1 – Dip Bar shall be 1 ½” diameter, solid steel with knurled handles
v. 1 – pull-up bar shall be 2” diameter and be capable to be locked in any overhead or horizontal position on the rack.
vi. 1 – Utility Seat shall be a locking self -storing step-up and shall be at least 12” X 15” solid ¼” steel plate.
vii. 1 – pair Roller Pads shall lock-in, be multi-purpose 4” X 16” upholstered roller pads mounted on 1” cold rolled steel pins.
viii. 1 – Multi-position Pull-Up Bar shall have 1” solid steel with rubber grip covered handles. Shall be removable, adjustable for position on rack, self-locking and not require pins for grip width adjustment.
ix. 1 – Indexing Chip Up Bar shall have two individual handles which slide laterally on chrome tubing, and rotate in 45 degree increments.
x. 1 – Landmine shall be multi-directional torso trainer that is mounted to the rack.
xi. 1 – pair Safety Straps (one hand adjustable; rated at 10,000lbs per strap or more)
xii. 1 – pair Adjustable Bars – Shall be at least 24” long, 3” wide and 12” high. Shall be 3” x 3” tubing construction with anti-roll-off tab at distal end of support arm to prevent bar roll-offs. Shall have a
d. Adjustable benches (Qty:25) Sorinex NPR Bench or equal with the following capabilities: upholstered back pad, upholstered seat pad, 6 or more angled positions, stores in the upright position.
e. 4-Curl benches, Sorinex Adjustable Preacher Curl Bench or Equal, with adjustable seat height and angled arm rest pad to fit a variety of user sizes.
f. 4-Curl bars (standard Olympic bar) the shaft diameter shall be 27mm and be chrome finished.
g. 18-45lb chain sets with quick-adjust loops.
