PERFORMANCE WORK STATEMENT
1. DESCRIPTION OF SERVICES
1.1 The contractor shall provide all vessels, personnel, equipment, materials, supervision, insurance, and other items and services necessary to perform support services for joint training exercise Department of Defense (DoD)/United States Coast Guard (USCG), NORTHERN EDGE 2017, 30 April 2017 through 06 May 2017 (7 days).
2. EQUIPMENT AND CREW REQUIREMENTS
2.1 Contractor shall provide 5 vessels with crew, 55 feet in length or greater as certified by USCG, capable of safe and sustained offshore operations, support of basic human necessities (meals, water, latrine, etc.) for four (4) exercise personnel and the power requirements for exercise equipment (120 VAC (15 amps max)). In addition, the five (5) vessels shall meet the following requirements:
a. One (1) of the five vessels shall be 85 feet or greater, embark two (2) exercise personnel and support equipment (see Attachment 1a, NE17 Surface EA Vessel Support);
b. Two (2) of the five vessels shall be 70 feet or greater, embark a total of two (2) exercise personnel and support JWAS data collection;
c. Two (2) of the five vessels shall be 55 feet or greater:
2.1.1 Each vessel shall have a current United States Coast Guard (USCG) inspection sticker.
2.2 Each vessel and crew shall be fully licensed for commercial operations.
2.3 The 85 foot vessel that embarks exercise personnel shall have two small deck areas roughly 4x4x4ft with safe access in order to tie down antennas, separated by at least 15ft, capable of connecting to each other, with unobstructed view of the sky over a wide azimuth and down to the horizon. Vessel will also need dry area for jammer controller and dry space to store equipment at least 5x5ft. Identified vessel will support a site visit prior to exercise execution.
2.4 The 70 foot vessels that embark a combined two exercise personnel shall have a deck area roughly 12x12ft with an unobstructed line of sight to the horizon. Cabin space needs to support 2 operators with laptops and monitors and other gear on desk or table space and should have easy access to the deck area.
The antenna will be connecting to the ground support gear by as much as 20 feet of cable, which can run through windows. Antenna needs near 360 degrees LOS to horizon. Vessels will also need dry area to store equipment at least 6x6ft. Identified vessel will support a site visit prior to exercise execution.
2.5 The fourth vessel needs to support other gear on desk or table space and should have easy access to the deck area. The antenna will be connecting to the ground support gear by as much as 20 feet of cable, which can run through windows. Antenna needs near 180 degrees LOS to primary attack axis.
Vessels will also need dry area to store equipment at least 6x6ft. Identified vessel will support a site visit prior to exercise execution.
3. OPERATIONAL REQUIREMENTS
3.1 Contractor shall coordinate required services with the Alaskan Command, J7 and designated representative.
3.1.1 Contractor shall support training 1500 HRS, 30 April 2017 through 2000 HRS, 06 May 2017.
3.1.2 Contractor shall take station as assigned within the defined exercise area on a daily basis. The exercise area is contained within the space defined by the following coordinates: N59-25, W148-42; N58- 50, W146-58; N57-04, W149-00; N57-31, W150-50.
3.1.3 Contractor vessels shall move as assigned on a daily basis in order to arrive and transit on track line during a specified time period.
3.1.4 Vessels shall maintain station within the exercise area as assigned for the entire exercise period.
3.2 Contractor shall monitor assigned Very High Frequency/Single Side Band (VHF/SSB) frequencies and satellite phones, if available, for assignments and instructions.
3.2.1 Contracted vessels shall receive instructions from the Contracting Officer’s Technical Representatives, USGC/USN (United States Navy) using Marine VHF, SSB or satellite phone.
3.3 Contractor shall ensure all vessels are equipped with provided Iridium GPS tracking packages during the exercise period for the purposes of tracking vessel movement via the Marine Exchange of Alaska.
Iridium GPS tracking packages will be installed and removed at no cost to the contractor. Vessels must be made available pier side to Commander Third Fleet (C3F) designated personnel to install and removed Iridium GPS tracking packages.
4. CONDITIONS
4.1 Low level passes by jet, propeller and rotary wing aircraft can be expected.
4.2 US Navy (USN) and US Coast Guard vessels will also be operating in the area.
4.3 Contractor can perform other activities (i.e. fishing, oil spill mitigation activities) as desired if it does not interfere with the NORTHERN EDGE exercise activities.
5. SAFETY
5.1 Vessels follow the international rules of the road.
5.1.2 Vessels shall establish and maintain bridge-to-bridge VHF communications during the operations.
5.1.3 Vessels shall avoid shouldering and close-quartering situations when in the vicinity of a naval vessel.
6. CONTINGENCY
6.1 In the event of bad weather that could jeopardize the safety of the crew the exercise for that day will be canceled. Vessels will be paid at the prorated rates described below. Exercise will recommence at the discretion of the designated official for the Alaskan Command. Contractor shall be prepared to perform in accordance with Performance Work Statement. Rental of vessels for the seven (7) days must include transit time. Potential bidders should expect separate pricing CLINs for contingency cost and possibly four
(4) additional personnel.
In the event ALCOM cancels all or portions of the exercise, the following terms will be in effect:

The following are requirements for a vessel to host a surface jammer in support of Northern Edge 2017 (NE17) in the Alaskan Temporary Maritime Activity Area (TMAA) for seven (7) days of experimentation.
Basic Seaworthiness:
Vessel Length: 85 ft or greater
Space Requirements:
Berthing for 2 riders
Topside deck space for Jammer installation and operation:
Free of sea water in moderate seas and reduced sea spray/splash
Support installation of Jammer Electronics: Need two small deck areas to place antennas (4 ft wide x 4 ft deep x 4 ft tall). Prefer to have some distance between these two areas (e.g. 15 feet (more is better; can work with less). Each antennas is on a tripod; need tie-down points to hold tripod securely to deck. RF cable will lie between the antennas.
Jammer RF Line of Sight requirements –an unobstructed view of the sky over a wide azimuth and down to the horizon.
Support two - three operators for prolonged periods (6-8 hours)
Safe access to operating space for installation and operation
Dry area for Jammer controller accessible to topside deck space
Dry space to store equipment
Roughly 5 feet by 5 feet area for equipment storage
Access to comms. (UHF / VHF / SATCOM / Internet) - Desired
Weight Requirements:
Jammer weight: 100 lbs.
Additional Equipment: 150 lbs.
Power Requirements:
120 VAC single phase (15 amps max.)
Support Requirements:
Provide support basic human necessities (meals, water, latrine, etc…)

Prefer a ship in a port accessible by car from Anchorage if possible
