COMBINED SYNOPSIS/SOLICIATION ‘COMBO’:

MILO Range Trainer “or EQUAL”

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

1. This quote is for an end-of-year requirement. Funds are currently NOT available.

Submission of a quote does not obligate the government to make an award. If this requirement is awarded, it will be awarded as a firm-fixed price contract using NAICS 333318.

(ii) Solicitation FA5000-16-T-0158 is issued as a Request for Quote (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89, effective 15 August 2016. The DFARS provisions and clauses are those in effect to DPN 20160811, effective 11 August 2016. The AFFARS provisions and clauses are those in effect to AFAC 2016-0603, effective 03 June 2016.

(iv) This requirement is solicited as a ‘Total Small Business Set-Aside.’ The North American Industrial Classification System (NAICS) code associated with this procurement is 333318 with a small business size standard of 1,000 employees.

(v) The Pricing Schedule is incorporated as Attachment 1. Vendors shall complete Attachment 1 in its entirety and return with any other documentation/data as required by this Combo.

(vi) The government intends to award a firm-fixed price contract for the following:

(vii) Delivery shall be FOB Destination. Contractor shall include delivery schedule information on the Pricing Schedule, Attachment 1. All items shall be delivered to:

Joint Base Elmendorf-Richardson, Anchorage, Alaska 99506

Would like all items delivered within 60 days after receipt of award.

(viii) FAR 52.212-1 Instructions to Offerors -- Commercial Items (Oct 2015) is hereby incorporated by reference, with the same force and effect as if it were given in full text. In addition to the following addendum, all terms and conditions of FAR 52.212-1 remain in effect.

The following have been tailored to this procurement and are hereby added via addendum:

1. To assure timely and equitable evaluation of the proposal, the vendors must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation.

2. Specific Instructions: The response shall consist of two (2) separate parts:

a. Part 1- Technical Acceptability - Submit one (1) copy of a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements.

b. Part 2- Price – Submit one (1) copy of price schedule and any pertinent additional information.

3. Award will be made to the vendor whose quote is conforming to the solicitation and is determined to be the lowest price technically acceptable. Technical Acceptability, at a minimum, is defined as meeting all of the criteria and specifications in Attachment 1and Attachment 2.

Price and technical acceptability will be considered.

(ix) FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) this provision has been tailored to this procurement and is provided in full-text below:

(a) The Government will award a contract resulting from this solicitation to the responsible vendors whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

(i) Technical acceptability

(ii) Price

(b) Price and technical acceptability will be considered. The Government intends to evaluate quotes and award without discussion, but reserves the right to conduct discussions. Therefore, the vendor’s initial quote should contain the vendor’s best terms from a price and technical standpoint. The lowest priced quote will be evaluated for technical acceptability. If the quote is found technically acceptable, award will be made without further consideration. If it is found technically unacceptable, the Government will evaluate the next lowest quote for technical acceptability until award can be made to the lowest priced technically acceptable vendors.

Therefore, the vendor’s initial quote should contain the vendor’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Quotes that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) This will be a lowest priced, technically acceptable purchase. Technical acceptability – at a minimum, is defined as meeting all of the following criteria:

Minimum Qualifications: Contractor must be able to provide the products described herein (see Attachment 1 and Attachment 2).

(d) A written notice of award or acceptance of a quote mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x) Each vendors shall ensure the provision at FAR 52.212-3 including its Alternate I, Vendors Representations and Certifications--Commercial Items (Apr 2016), are updated at www.sam.gov.

Failure to obtain SAM registration will result in submissions not being considered for award.

(xi) The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items (May 2015), is hereby incorporated by reference, with the same force and effect as if it were given in full text.

Attachment 2: Salient Characteristics

Basic Characteristics: The proposed system is an interactive video and graphics training simulation system, consisting of 5, life-size video projection screen arranged in a surrounding semi-hexagon configuration, surrounding the user on 5 sides. The system is used to promote decisions and actions from students by displaying video scenes or graphical targets and responding to the student’s use of verbalization, tactics and simulated weapons.

The system responds to student’s weapon use based upon the weapon type, timing and shot location relative to a target. Instructors are also able to affect the outcome of scenarios by selecting alternate branches based on their assessment of the student’s overall performance and/or their use of verbal and tactical skills. The system must be life-like and realistic, reproducing video and audio effects in high fidelity.

System Characteristics

1. The System shall support three training modes:

Multi-Screen Video Scenarios (reference #2 below)

Multi-Screen Dynamic Shooting Exercises (reference #3 below)

Multi-Screen Lane Based Targets (reference #4 below)

2. Multi-Screen Video Scenarios: The System shall provide multi-screen interactive Video Scenarios as follows:

Video scenarios with audio included, shall be displayed across each projection screen in the system Video scenarios shall be filmed specifically for the projection screen configuration and shall not be comprised of “single screen” videos that are cut/stretched/wrapped onto the screens in the system

Video scenarios shall be capable of reaction and branching based upon trainee weapon use on any screen at any time. Branching shall be pre-defined by the scenario authoring, and shall be based upon weapon used, timing of shot, and location of shot relative to a target on the screen.

The System shall be capable of a Trainee action on one screen triggering a response on another screen or on several other screens in the system. For example, a shot fired at a target on screen 1 causes a new target to appear on screen 2 and/or screen 3, etc.

The system shall have surround sound capabilities to provide realistic experiences

The system shall allow branching based upon instructor-selected branch options wherever desired, to include:

Immediate branching which occurs when the instructor indicates the desired branch via the software

Queued (next to play) branching which occurs after the current scene or display item

The system shall be capable of branching one screen or all screens at any given time by Instructor action

The system shall not require multiple instructor actions to cause a branch on multiple screens at once.

The System shall include a minimum of 100 complete interactive, multi-screen video scenarios

Vendor shall make available a minimum of 10 additional multi-screen scenarios each calendar year the system is under warranty, at no additional cost.

The System shall include multi-screen video scenarios filmed on location at a USAF flight line, hangar, perimeter, fuel point, and access gate.

The system shall provide a chronological, instructor selectable list of the following for scenario session

Trainee weapon use indicators, including all hits and misses

Instructor branch selection indicators

Instructor comments or “bookmark” indicators

Weapon empty, failed, enabled and reloaded indicators

The system shall provide a high definition camera recording of trainees during video scenario training sessions

A real-time preview of the camera shall be displayed on an included LCD monitor at the instructor desk

The video shall be captured and playback of the video/audio shall be available immediately after training

The captured video and session results shall be capable of being saved and reviewed at a later time

The system shall include necessary hardware and software to allow user to create new interactive multi-screen video-based scenarios with live-action full-screen scenes on all screens, without the required use of pre-generated content, assets nor static background images

All scenario capture, editing and authoring features must be available directly on the training system

Video filming & capture

A video camera with minimum resolution of 3840x2160 shall be included with the system

Filming and capture of standard, high definition and 4K video shall be possible

Scenario authoring

Must support video captured directly on the system and video provided by offline systems

Must also support creation of non-video slides with text, images and audio soundtracks

Must include ability to edit/alter any scenario delivered on the system

The system shall include necessary hardware and software to allow user to create new interactive multi-screen video-based scenarios using pre-generated content, assets and static background images as well user-created animations and background images

3. Multi-Screen Dynamic Shooting Exercises. The system shall provide computer-generated graphics applications that have interactive targets in at least the following exercise formats:

Plate Rack: Typical plate rack spread across all screens

Random Targets: Targets that appear at random on any of the screens in the system

Virtual Battle: Animated human characters that move and fire at the shooter

Target Grid: A grid of shoot/no-shoot targets

Target Tracking: A moving target across all screens]

Vendor shall make available a minimum of 3 additional multi-screen computer-generated graphics applications each calendar year the system is under warranty, at no additional cost

4. Multi-Screen Lane Based Targets. The system shall provide real-time computer generated graphics for lane-based shooting as follows:

Simulation of multiple lanes of static targets

Minimum of 1 target lane per meter width of the screen

At least 25 vendor provided targets

Capability for user-defined targets using any standard image file

Target scoring defined by the user

Software shall scale the target to simulate distances

Software shall record and display all hits and misses

Software shall provide a printable report for the shooter’s performance

Software shall provide accurate external ballistics simulation at simulated distances greater than 100m

.Simulation of multiple lanes of interactive firearms qualification courses shooting

Minimum of 1 target lane per meter width of the screen

At least 10 vendor provided qualification courses

Capability for user-defined targets using any standard image file

Software shall scale the target to simulate distances

Software shall record and display all hits and misses

Software shall provide a printable report for the shooter’s performance

Software shall provide accurate external ballistics simulation at simulated distances greater than 100m

Courses must support a series of information slides and target facings

Each information slide must allow user definition of:

Each target facing must support user definition of:

Maximum number of shots

Scoring

Courses shall permit both lockstep operation where all lanes proceed through a course together AND individual progress mode where each lane can progress through a course independently of other lanes

5. The system shall support weapons and devices as follows

A minimum of 8 simultaneous, uniquely identified laser weapons in scenario training modes

Each trainees shall have up to 2 laser weapons assigned to them, plus a flashlight, plus a baton

The system shall support unique identification of all laser weapons assigned to all trainees

The system shall support lasers for both firearms and less-lethal weapons

Laser devices shall comply with international ANSI standards and shall be classified as eye safe

Suppliers shall provide evidence supporting laser classification

Laser devices shall be available for the following use cases:

Dryfire training, without permanent modification to the firearm and without simulated recoil

Recoil training, without permanent modification to the firearm and WITH simulated recoil

Available less lethal laser devices shall minimally include:

Taser M26, X26, XREP simulation weapon and matching simulation laser

OC/Mace/Pepper Spray simulation laser weapon with thumb and trigger activation models

Less-lethal chemical projectile weapons

The system shall provide recoil conversion kits for both pistols and rifles and shall operate as follows:

Fit into unmodified firearm and no permanent modification to the weapon shall be necessary

Operate from CO2 or other compressed gas

Allow removable and replaceable magazines

The system shall provide lowlight training with multiple flashlights

The flashlight feature shall be selectable (on or off) at the beginning of each training session

The flashlight feature shall be available on all screens whenever enabled for the session

The opacity (darkness) of the areas on the screen unlit by flashlight shall be adjustable by the instructor

Use of the flashlight feature must not reduce the number of possible laser-based weapons

REPRESENTATION BY CORPORATIONS REGARDING AN UNPAID DELINQUENT TAX

LIABILITY OR A FELONY CONVICTION UNDER ANY FEDERAL LAW—FISCAL YEAR

2016 APPROPRIATIONS

(DEVIATION 2016-OO0002) (OCT 2015)

(a) In accordance with section lOl(a) of the Continuing Appropriations Act, 2016 (Pub. L.

114-53) and any subsequent FY 2016 appropriations act that extends to FY 2016 funds the same restrictions as are contained in sections 744 and 745 of division E, title VII, of the consolidated and Further Continuing Appropriations Act, 2015 (Pub. L. 113-235), none of the funds made available by this or any other Act may be used to enter into a contract with any corporation that—

(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless the agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government; or

(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.

(b) The Offeror represents that—

(1) It is [ ] is not [ ] a corporation that has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability,
