673D AIR BASE WING

JOINT BASE ELMENDORF-RICHARDSON ALASKA

9 June 2016

The 673 Contracting Squadron at Joint Base Elmendorf-Richardson (JBER), Alaska, is issuing this Request for Information (RFI)/Sources Sought in an effort to perform market research to assist in determining the acquisition strategy for Airfield Sand in JBER. The vendor shall provide sand meeting the minimum specifications below:

The sand must be dried, free running and shall consist of clean, sound, durable particles of crushed stone or crushed gravel.

The sand must be free of vegetable matter, excess coatings of clay, silt, and other objectionable materials.

The sand must contain no clay balls.

The gradation will have 100% weight passing through a #10 U.S. standard testing sieve.

The gradation will have 60-75% weight passing through a #20 U.S. standard testing sieve.

The gradation will have 25-40% weight passing through a #40 U.S. standard testing sieve.

The gradation will have 0-8% weight passing through a #100 U.S. standard testing sieve.

The gradation will have 0-2% weight passing through a #200 U.S. standard testing sieve.

The gradation will have 0-2% weight passing through a #200 U.S. standard testing sieve.

The gradation will have 0-1% weight passing through a #0.02 mm U.S. standard testing sieve.

All sieves must comply with American standard of testing material (ASTM) E-11.

The sand must be delivered on a schedule coordinated with the Government and weight tickets will be turned in for each load delivered.

This RFI/Sources Sought is issued to determine if there are small business concerns and other than small business concerns capable of providing the requirement. The government intends to fulfill purchases for Airfield Sand using a Firm-Fixed-Price contract. This procurement action may be issued on an unrestricted full and open competitive basis if it is determined that no capable small business exist that can perform the services required.

This RFI is for planning purposes only. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such.

The designated NAICS Code is 212321 (Construction Sand and Gravel Mining) with a small business size standard of 500 employees. Please include any additional terms and/or conditions that might be included in a contract between commercial entities. Responses are to be submitted to A1C Dimitri Smith at dimitri.smith.1@us.af.mil by 2:00 PM Alaska Standard Time on Thursday, 16 June 2016.
