PARTIAL BRAND NAME

(Diamond Chemical Company Inc.)

1. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED

This is a partial brand name only procurement. The total dollar value of the brand name only items to be procured under this acquisition total , representing approximately of the total value of this acquisition. The supplies to be acquired are manufactured by Diamond Chemical Company Inc. The specific chemicals required are:

Diamond Starlite, 55 gallon drum Diamond Alis Detergent, 55 gallon drum Diamond Tru Sour, 55 gallon drum Diamond Sani Sof, 15 gallon drum

2. JUSTIFICATION FOR SOLICITING FROM A SINGLE SOURCE

The required Diamond Chemical Company Inc. products specified in this justification and procured under this solicitation are to be used in a chemical distribution system owned and maintained by of Anchorage Alaska.

This chemical distribution system (ALIS Lite) is manufactured by Diamond Chemical Company Inc. and per the owner of the system, only these Diamond Chemical Company Inc. products may be used in this system.

Failure to adhere to the restrictions and recommendations of could have negative impacts on the government including but not limited to the disruption of mission critical operations at the Quarter Master Laundry facility on JBER. This facility is responsible for all laundry operations in Alaska for Joint Base Elmendorf-Richardson, Bassett Army Community Hospital, Eielson AFB, and other DOD/Federal agencies within the state. Interruption or complete mission failure at this facility is not an option.

The risk involved is simply not an acceptable risk under these circumstances.

3. EFFORTS TO OBTAIN COMPETITION

Market research has been conducted and, while no other brand may fulfill this partial brand name requirement, the government has opened the rest of this procurement to full and open competition (through the use of Brand Name or Equal characteristics).

Unfortunately, at this time no other options are available to the U.S. Government. A plan of action has been formed and the government is actively taking steps to alleviate this issue in the future.

4. STEPS TO PRECLUDE FUTURE SINGLE SOURCE AWARDS

This situation cannot be entirely prevented in future acquisitions; however, the government is preparing to solicit for a five (5) year, contract-based solution. This solution will create an indefinite delivery, indefinite quantity contract with only one vendor; this one vendor will be responsible for providing a chemical distribution system

This solution should maximize any available bulk quantity discounts. This solution also represents the most efficient and least burdensome solution to the Quarter Master Laundry’s mission and personnel. Interested parties are encouraged to contact A1C Alyanna Baylon.
