SALIENT CHARACTERISTICS/PERFORMANCE WORK STATEMENT

220 HYDRAULIC ASSISTED TUBING BENDING MACHINE

29 August 2019

1.0. DESCRIPTION OF SERVICES

1.1. Overview. The 366th MXS, Mountain Home AFB, (MHAFB) ID, has a requirement for a Hydraulic Assisted Tubing Bender to fabricate aircraft tubing lines of various compositions in both ¾ and 1 inch diameters.

1.2. Scope. The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, fluids, and other items needed to install contractor supplied Hydraulic Assisted Production Tubing Bender. The period of performance for this requirement shall be 90 calendar days after receipt of award.

1.3. Hydraulic Assisted Tubing Bender Specifications.

- Tube Bending Machine

- 240 VAC electrical power

- Regulated shop air at 90 psi

- 1 day of manufacturer assisted, on-site training

• Approx. 15 personnel trained including 2 PKL contractors and 1 Federal Civil Servant

- Synchro Carriage and Rail

- Hydraulic Mandrel Extractor

- Automatic Mandrel Lube

- Wiper Die Bracket

- Shipping Freight

- 420 to 220 tooling adapters (some of our tooling from our other models will fit this one)

1.4. Functional Testing. The contractor shall coordinate with the CO and the 366 MXS to have a representative present during the final functional testing of the Hydraulic Assisted Production Tubing Bender. The contractor shall correct all, if any deficiencies, prior to final acceptance.

2.0. GENERAL INFORMATION.

2.1. Hours of Operation. The contractor will be able to deliver the items and install between the hours of 0730 and 1630 Monday through Friday, except Federal Holidays, or when the Government facility is closed due to pre-designated down days. Local or national emergencies may also affect access to MHAFB.

2.2. Observed Federal Holidays. The following are observed Federal holidays, in which the contractor is not required to perform the duties of the contract: (if the holiday falls on a Saturday, the holiday will be observed the Friday before, and if on a Sunday, the Monday following)

2.3 Contract Manager and Alternate. Contractor shall appoint in writing to the CO within 10 business days following contract award a contract manager and alternate(s).

Any changes to this letter of appointment shall be provided to the CO within three (3) business days. These individual(s) will be responsible for contract performance IAW the Specification Sheet. The contract manager or alternate will have full authority to act for the contractor on all contract matters. The name of this person, and an alternate or alternates, will act for the contractor when the primary is absent.

2.4. Contractor Employees. The contractor agrees to use only experienced, responsible, and capable individuals in performance of the work. The CO may terminate the contract or require the contractor to remove employees who endanger persons or property, or whose continuity under this contract is inconsistent with the interests of military security.

The contractor further agrees not to employ persons for work on this contract if such employee identified to the contractor, by the CO, as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. The contractor shall not employ any person who is an employee of the United States Government, if the employment of that person would create a conflict of interest; nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with DoD 5500.7, and the Joint Ethics Regulation. If prior military, the employee must have been discharged under honorable conditions, with no administrative actions taken against that person.

3.0. SECURITY REQUIREMENTS.

3.1. Base Passes. The contractor shall be sponsored and escorted by 366 MXS personnel on the agreed upon delivery/installation date.

3.2. Traffic Laws. The contractor and employees shall comply with all MHAFB traffic laws.

3.3. Weapons, Firearms, and Ammunition. Contractor and employees are prohibited from possessing weapons, firearms, or ammunition on themselves, or within their contractor, or private vehicles, while on Mountain Home AFB.

3.4. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information.

3.5. Government Responsibility for Damage. The government will not be responsible, in any way, for damage to the contractor’s supplies, material, or equipment; or to service technician’s belongings brought to or left on site.

3.6. Physical Security. The contractor shall be responsible for safeguarding all government property. At the end of each work period, all government facilities, equipment and materials shall be secured.
