366 MXS Metals Technology: Handyscan 700 3D Scanner System

1.0. DESCRIPTION OF SERVICES

1.1. Overview. The Metals Technology shop, 366th MXS, Mountain Home AFB, (MHAFB) ID, has a requirement for a hand-held 3D part scanning system.

1.2. Scope. The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and other items needed to setup the HandyScan 700 3D

Scanner System.

1.3. Hand-held Scanner Specifications.

- Mobile able to be taken by hand out to aircraft

- No robotic arm allowed due to space restrictions during use

- Has a max size of 3.25 x 5.00 x 12.00 inches in size (to fit in small areas of the aircraft)

- Has a max resolution of .002 inches

- Has a max accuracy of .001 inches

- Has an acquisition speed of 480,000 points per second

- Handheld self-positioning laser scanner system.

- Includes scanner unit

- VXelements software

- Carrying case

- 4 meters custom USB cable

- Power supply, calibration plate, 2,000 reflective targets

- 1-year warranty

Parts and labor first year coverage VXelements software updates

Parts & labor coverage for manufacturing defect Outbound Shipping (DAP)

Remote troubleshooting and diagnostic Technical support (24hours).

- Custom Scanning Training daily rate. (1-3) Students.

- 3 Day training on Geomagic DesignX. Day one to include training on the HandyScan

3D scanner and VX Elements software. Training offered onsite at customer location.

- Shipping to MHAFB Idaho, delivery, and basic start/ installation

2.0. GENERAL INFORMATION.

2.1. Hours of Operation. The contractor will be able to deliver the items and install between the hours of 0730 and 1630 Monday through Friday, except Federal Holidays, or when the Government facility is closed due to pre-designated down days. Local or national emergencies may also affect access to MHAFB.

2.2. Observed Federal Holidays. The following are observed Federal holidays, in which the contractor is not required to perform the duties of the contract: (if the holiday falls on a Saturday, the holiday will be observed the Friday before, and if on a Sunday, the

Monday following)

Martin Luther King Jr’s Birthday Third Monday in January

Washington’s Birthday Third Monday in February

Memorial Day Last Monday in May

Independence Day 4 July

Labor Day First Monday in September

Columbus Day Second Monday in October

Veterans’ Day 11 November

Christmas Day 25 December

2.3 Contract Manager and Alternate. Contractor shall appoint in writing to the CO within 10 business days following contract award a contract manager and alternate(s).

Any changes to this letter of appointment shall be provided to the CO within three (3) business days. These individual(s) will be responsible for contract performance IAW the

PWS. The contract manager or alternate will have full authority to act for the contractor on all contract matters. The name of this person, and an alternate or alternates, will act for the contractor when the primary is absent.

2.4. Contractor Employees. The contractor agrees to use only experienced, responsible, and capable individuals in performance of the work. The CO may terminate the contract or require the contractor to remove employees who endanger persons or property, or whose continuity under this contract is inconsistent with the interests of military security.

The contractor further agrees not to employ persons for work on this contract if such employee identified to the contractor, by the CO, as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. The contractor shall not employ any person who is an employee of the

United States Government, if the employment of that person would create a conflict of interest; nor shall the contractor employ any person who is an employee of the

Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with DoD 5500.7, and the Joint Ethics Regulation. If prior military, the employee must have been discharged under honorable conditions, with no administrative actions taken against that person.

3.0. SECURITY REQUIREMENTS.

3.1. Base Passes. The contractor shall be sponsored and escorted by 366 EMS personnel on the agreed upon delivery/installation date.

3.2. Traffic Laws. The contractor and employees shall comply with all MHAFB traffic laws.

3.3. Weapons, Firearms, and Ammunition. Contractor and employees are prohibited from possessing weapons, firearms, or ammunition on themselves, or within their contractor, or private vehicles, while on Mountain Home AFB.

3.4. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information.

3.5. Government Responsibility for Damage. The government will not be responsible, in any way, for damage to the contractor’s supplies, material, or equipment; or to service technician’s belongings brought to or left on site.

3.6. Physical Security. The contractor shall be responsible for safeguarding all government property. At the end of each work period, all government facilities, equipment and materials shall be secured.
