Performance Work Statement (PWS) Test Administrator Representative

17 Jun 2019

1. DESCRIPTION OF SERVICES. Non-personal services in support of U.S. Air Force voluntary off-duty education program. The contractor shall provide one (1) part-time (32 hours per week) Test Administrator at Mountain Home AFB, Idaho.

2. QUALIFICATIONS.

2.1 A baccalaureate degree from a regionally accredited college or university (ideally with 15-30 semester hours in testing and measurement, counseling and guidance, or a related discipline) AND one year of office or professional work experience, preferably in an academic/educational environment, are strongly preferred. In the absence of a 4 year degree, a minimum of 3 years academic and/or military test administrator experience is required. Knowledge of/experience with standardized educational and military testing programs is essential, as is proficiency with standard AF-approved software including Windows, Microsoft Word, Excel, Access and PowerPoint.

3. UNIT.

3.1 A unit shall consist of scheduled appointments for at least five (5) active duty but no more than fifteen (15) authorized examinees for the services identified in this Statement of Work. Each unit will include testing and applicable administrative time.

4. DUTIES AND RESPONSIBILITIES.

4.1 The Test Administrator is responsible for administering tests to eligible military and civilian personnel and their dependents as authorized by the Air Force Career Development Academy, AF and local regulations (NOTE: additional tests may be added as needed):

a. All Air Force Career Development Academy, end of course (EOC) tests, including, but not necessarily limited to, those for SNCOA, AWC, ACSC and SOS.

b. Any tests specifically required by an education institution for admission or for course enrollment, including placement tests.

c. Tests requested to be administered by eligible personnel, such as correspondence course and qualification/certification exams.

d. Any test required by the Air Force that is not normally administered through the local military test control officer.

e. Other tests used in local advisement or guidance programs, to include career assessment and interest inventories, as requested by the Chief, Education and Training.

4.2 The following tasks are elements of performance in the non-personal services contract for the Test Administrator which must be performed in conjunction with actual test administration but CANNOT be billed as separate units:

a. Check room prior to testing to ensure proper spacing between desks and adequate lighting, heat, and air flow. Ensure testing office and testing room are kept in a condition conducive to good test performance, and that an adequate circulation of fresh air is available.

b. Provide basic cleaning of testing work stations to ensure hygiene and cleanliness by wiping surfaces and keyboards with disinfectant products no less than weekly.

Contractor shall follow all Material Safety Data Sheets (MSDS) for product safety.

c. Require all examinees to present official picture identification before allowing them to test.

d. Check PME student enrollment in CDSAR/AUSIS; verify scores. Add student to e-exam. Unlock correct test on computer.

e. Withdraw paper-based exams from safe prior to start of each test session. Check all paper-based test materials for marks/missing pages before issuing them to students.

f. Utilizes the Air Force Automated Education Managements System (AFAEMS) to maintain individual student test records and schedule tests.

f. Instruct all examinees at the beginning of each session as follows:

1) To read carefully and follow instructions exactly as they are printed in the test booklet.

2) To adhere to any prescribed time limits. The contractor will ensure that all timing limits are adhered to and the examinee is aware of the time requirements for each test.

g. Review each answer sheet as it is submitted by the examinee to ensure proper completion.

h. Check each reusable answer booklet as it is returned for marks and erase them completely. Check all booklets for missing pages and enter the time they are returned in the test log.

i. Complete safe and test office security forms at close of each test session. Ensure no money, supplies, forms, envelopes, inventories, brochures or booklets are stored in the safe.

j. Lock the safes and testing office doors and windows before leaving the testing office.

k. Prepare completed answer sheets, tests, checks/money orders, and any unused tests that may need to be returned, for mailing to the various testing agencies, according to the instructions for each type of test. All documents required for mailing will be fully completed by the contractor, except for the TCO/ATCO signature, prior to final check and sealing by the TCO/ATCO.

l. Inform TCO/ATCO immediately of any irregularities, which may represent the potential for a test compromise or complaint from a testing candidate.

m. Assist TCO/ATCO with weekly, monthly and quarterly inventories and with quarterly reports.

n. Identify all newly arrived now called Air Force Career Development Academy tests on the envelope, showing the name of the student, test identification number, date received, and expiration date. Enter all in stock Air Force Career Development Academy, tests into the data file in the established format. Contact the squadron training NCO using the form provided to schedule testing ASAP.

o. Maintain a file of special order tests and handle all follow-up associated with these tests.

p. Maintain statistical data related to test administration as required by Chief, Education and Training and assist with reports and Power Point slides as requested.

Such data will include (but not necessarily be limited to) monthly statistics on types of tests administered and to whom (by rank and service) and any additional test related data required for annual report.

q. Maintain all document and correspondence files in a neat and orderly manner.

Separate files by fiscal year. Contractor will be responsible for making file labels and setting up the file for each new fiscal year. Process all necessary paperwork required for optimum operation of testing program.

r. Download e-exam updates as soon as possible when they are posted.

s. Refer all questions on schedule changes or testing policy to the TCO/ATCO and all questions on interpretation or application of test results to the counselors.

4.4 Comply with all requirements for testing as outlined in AFMAN 36-2664, Personnel Assessment Program and Chapter 7 of AFI 36-2649, Voluntary Education Program.

4.5 Authorized examinees that may be tested include active duty (AD) military, AD Guard, Reserve personnel and DoD civilians. Tests are not scheduled on Federal holidays.

4.6 Contractor must remain physically present during the entire test session unless relieved by the TCO/ATCO.

5. WORK HOURS/DAYS.

5.1 Contractor shall work 32 hours per week at the Education Center, Bldg 2428, Mountain Home AFB, ID. Contractor work schedule is a minimum of 5 units will be required per week and that each unit will require approximately 4 hours. Units will generally be scheduled on separate days (preferably Monday through Thursday). Ideally, three morning sessions (0800-1200) and two to three afternoon sessions (1230-1630) will be scheduled each week, depending on student demand.

Contractor will arrive at least 20 minutes prior to start of test session to insure sessions begin promptly and will provide constant visual supervision throughout the entire session. Changes to the test schedule must be approved by the TCO/ATCO and must be advertised at least 2 weeks in advance. Tests are not scheduled on Federal holidays.

5.2 The contractor will be on an on-call basis. A minimum of five active duty examinees must be scheduled by the Education Section, prior to initiating a call for services. A unit may be called for informally by the TCO/ATCO. A maximum of two (2) units will be performed in one calendar day for a minimum of five (5) units per week except in weeks where federal holidays or base closures may occur. The Test Administrator is responsible for checking the test log 24 hours in advance of each scheduled test session to insure five examines have signed up. If a scheduled test session must be canceled due to emergency, 24-hour notification prior to the start of the session must be provided by the test administrator to allow time to contact and reschedule those registered.

5.3 Contractor must inform the ESO of anticipated absence at least 24 hours prior to scheduled absence except in emergency situations. Non-emergency leave of one (1) week or more must be scheduled with the ESO at least two (2) weeks in advance and may not exceed two (2) weeks at a time with a maximum of four (4) weeks during any period of performance.

5.4 Any changes to the work schedule may be jointly determined by contractor and government in advance and may be modified by mutual agreement according to changing program needs.

5.5 The Contractor will notify the ESO or designee in advance if unable to work at a designated time.

5.6 Recognized Holidays. The contractor is not required to provide service on the following federal holidays:

6. PERFORMANCE EVALUATIONS. Contractor performance outputs are subject to surveillance by a government designated COR to ensure PWS compliance. At a minimum, the contractor shall:

6.1 COR/CO Access. Allow designated COR(s) access to work areas and data, provide support, and not interfere with the CORs, State, Federal, and other designated personnel in the performance of their official duties. Permit the CO or authorized representative access to all records, data, and facilities used in the performance of the contracted services. Access shall be provided as soon as possible, but is not to exceed one workday of the request. Extensions may be approved by the CO prior to the needed extension.

6.2 Non-Conformances. Take effective corrective action(s) for any non-conformance identified during internal or government surveillance.

6.3 Performance Evaluation Meetings, Conferences, and Workshops. Meet with the CO, designated COR, and other government personnel, on a periodic basis or as deemed necessary. The contractor may request a meeting with the CO when it is believed such a meeting is necessary. The government may require meeting with the contractor to discuss compliance, performance, improvement, quality, and/or training opportunities. This may include a pre-performance conference.

6.4 The government will periodically evaluate the contractor’s performance by appointing a representative to monitor performance to ensure service is received. The government representative will evaluate the contractor’s performance through intermittent inspections.

The government may inspect each task as completed if deemed appropriate because of repeated failures discovered during quality control inspections or because of repeated customer complaints. Likewise, the government may decrease the number of quality control inspections if performance dictates. The government will also receive and investigate complaints from the end customer. The contractor shall be responsible for initially validating customer complaints. However, the government representative shall make final determination of the validity of customer complaints in cases of disagreement with customers.

Performance Objective SOW Paragraph Performance Threshold Tests will be administered in accordance with instructions provided in testing handbooks, test examiner guides, and TCO/ATCO instructions in a manner which precludes any possibility of compromise.

7. GOVERNMENT FURNISHED SERVICES AND EQUIPMENT. The Government will provide the following facilities, equipment, materials, services, technical order, publications, and forms.

7.1 Government Furnished Utilities. The Government will furnish to the Contractor, utilities necessary to perform all operations required by this PWS.

7.2 Telephone Services. The Government will provide telephone service For Official Use Only.

This includes long distance service.

7.3 The Government will provide office and cleaning (including MSDS, as applicable), supplies and materials necessary to carry out the duties outlined in this PWS.

8. SECURITY REQUIREMENTS:

8.1 Physical Security. The contractor shall be responsible for safeguarding all government property. At the end of each work period, all government facilities, equipment, and testing and PII materials shall be secured.

8.2 Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles.

8.3 Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc.

8.4 Traffic Laws. The contractor and its employees shall comply with base traffic regulations.

8.5 Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on Mountain Home AFB.

8.6 For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements 9 http://www.dtic.mil/whs/directives/corres/pdf/540007r.pdf). This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

8.7 Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information.

Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.

8.8 Key Control. The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government.

8.8.1 The contractor shall immediately report to the ESO any occurrences of lost or duplicated keys.

8.8.2 In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the Contracting Officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the government and the total cost deducted from the monthly payment due the contractor.

8.8.3 The contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor’s employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.

8.9 Base Computer Network Access. Contractor personnel are required to have access to the Government LAN. The Government and the contractor personnel shall follow the requirements in accordance with AFFARS Clause 5352.242-9001- COMMON ACCESS CARDS (CACs) FOR CONTRACTOR PERSONNEL (NOV 2012).

8.10 The contractor shall achieve the same level of trustworthiness for its personnel as required for Government personnel with similar access to automated information systems (AISs) and networks containing DoD Sensitive Information (SI). The contractor shall meet the personnel security requirements for Automated Data Processing (ADP) access in DoD 5200.2- R, Personnel Security, for employees or subcontractor’s employee that require access to Government IT systems or DoD SI, or are involved in developing, delivering, or supporting IT systems and http://www.dtic.mil/whs/directives/corres/pdf/540007r.pdf) services, or safeguarding DoD sensitive information within Government or contractor systems.

The contractor shall classify ADP/IT or related positions, submit appropriate paperwork for background investigations or proof of a favorable adjudication, ensure individual receive requisite training and document compliance. Personnel background investigation and training must be initiated before access to DoD AIS/networks or DoD SI is allowed. Following contract award, details for completing and forwarding forms for requesting an investigation will be coordinated with the government representative designated for the networks and systems being accessed.

8.11 The Contractor agrees to utilize only experienced, responsible and capable individuals as Test Administrator in the performance of the work. The Contracting Officer may terminate the contract or require that the Contractor remove employees who endanger persons or property, or whose continuity under this contract is inconsistent with the interests of military security.

9. SUBMISSION OF INVOICES

9.1 Contractor shall maintain daily schedule of counseling, briefings, and educational support, and shall submit a monthly report of all activity to the ESO or designee NLT third working day of each month.

10. RECORDS MANAGEMENT:

10.1 All records, files, and documents, regardless of media (e.g., paper, electronic, etc.), as described in this PWS, which are the responsibility of the Contractor are the property of the Government and shall remain so upon termination or completion of the contract.

10.2 The Contractor shall keep these item(s) current and maintain and dispose of them in accordance with the requirements established in AFI 33-322, Records Management Program, paragraph 10, AFMAN 33-363, paragraph 6.4, AFMAN 33-364, paragraph 2.10 and the Air Force Records Disposition Schedule which may be accessed from the following web address: https://www.my/af.mil/afrims/afrims/afrims/rims.cfm.4

10.3 Records shall be turned over to the Government upon completion of the contract unless otherwise stated. All records are subject to the Freedom of Information and Privacy Act.

11. CONTRACTOR MANPOWER REPORTING: The Contractor shall report ALL Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Education Advisor at Mountain Home AFB via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address:

http://www.ecrma.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at http://www.ecmra.mil.

12. TERMINATION: Contract may be terminated for any breach of test security or scheduling requirements as outlined in 4 and 5 above, or for violation of any stipulation of the Test Administrator Contract or Statement of Work. Contractor is legally bound to provide service as outlined in this SOW for the entire duration of the contract period.
