STATEMENT OF WORK
QYZH 14-0155, MAINTAIN AIRFIELD MARKINGS
26 February 2019
1. PROJECT SCOPE
a. The Contractor shall accomplish the painting of all airfield markings shown in the attached drawings.
1). Work area consists of approximately 304,000 SF of markings: 8,000 SF of red paint, 80,000 SF of black paint, 76,000 SF of yellow paint, and 142,000 SF of white paint. Additionally, approximately 33,000 SF of paint removal/obliteration. Surface preparation will be required before painting occurs. Some markings require removal/obliteration prior to repainting. See attached drawings. Glass beads applied to markings shall be Federal Specification TT-B-1325D Type I.
b. Two markings require obliteration and must be updated to current standards: entry control points and taxiway wingtip clearance lines.
2. GENERAL
a. The Contractor is required to adhere to all standards and specifications as listed in the contract documents.
b. Coordinate all work in advance with the Contracting Officer, Airfield Manager, and Project Engineer. The Contractor must submit a detailed schedule of what areas are to be surface prepped and painted and when he/she would like the work to take place. The Contractor’s schedule shall take into consideration that some work shall be required at night, on weekends, and there will be “down time” required to allow for relocating aircraft and working around aircraft flying schedules. This schedule must be approved by the Contracting Officer and Airfield Manager before work begins.
c. The following guidelines shall be followed at all times during airfield marking operations:
1). All airfield marking dimensions and layouts shall conform to UFC 3-260-04 Airfield and Heliport Marking dated 16 May 2018.
2). There shall be no yellow paint applied off full-strength Portland Cement Concrete (PCC) pavement. All edge lines must be on full-strength PCC pavement. All yellow paint on asphalt shoulders, with the exception of deceptive markings, must be painted over with black paint.
3). All yellow paint located on PCC pavement must be enhanced with black paint. If the edge lines are marked adjacent to black asphalt shoulders, the Contractor may use the black shoulder as black enhancement.
4). All paint lines shall be straight (smooth and correct radius where curves), must be of correct width and sharp (no overspray from wind). Where curved taxi lines transition into taxiway centerlines, they shall connect completely without gaps.

5). Red paint and kill boxes shall not be enhanced with black paint. Additionally, no paint lines shall cross over red paint or kill boxes. Taxi line paint shall not be applied over red paint or kill boxes.
6). Kill boxes, hung gun, and hot brake markings will be painted back to original marking condition. Verify marking designs with Project Engineer and Contracting Officer before painting these markings.
7). At the end of each work day, all surface preparation and striping operations shall be complete such that all required pavement markings for vehicle and aircraft traffic are in-place. All airfield markings shall be complete and intact such as not to interfere with vehicle or aircraft traffic.
Deviations from this require prior approval from the Contracting Officer.
d. All work shall be conducted during non-flying hours/days to minimize impact to flying operations, unless approved by the Contracting Officer and Airfield Manager. The Contractor is required to adhere to all airfield access and airfield driving requirements. Contractor personnel will be allowed access to the flight line and any "free zones" via an Entry Access List (EAL). The EAL is for flight line access only, and it is not used for base access. The Contractor will coordinate flight line access with the Contracting Officer Representative, 366 Operation Control Squadron (OSS), 366 Civil Engineer Squadron (CES), and 366 Security Force Squadron (SFS). The Contracting Officer Representative must ensure 366 OSS is provided an EAL for the flight line and "free zones" as required. 366 OSS will establish flight line and "free zone" access standards and ensure the Contracting Officer Representative and Contractor receives written guidance. All "free zones" will be established IAW applicable USAF directives. Access to the flight line during weekends, holidays, or "down days" must be coordinated through the Contracting Officer Representative, 366 OSS and the security forces at least 1 week in advance. Contractors must comply with all flight line driving requirements, Contractor vehicles must have a flight line driving permit, and all personnel operating a vehicle or equipment on the flight line must receive flight line driving training from 366 OSS.
e. The Contractor shall completely remove all improperly placed or improperly applied markings and disfigurements without damage to the pavement, joints, and crack seals. Obliterating markings with paint is not allowed.
f. The period of performance for this work shall not exceed 60 days.
3. PREPARATION
The Contractor shall provide a clean, dry, debris free surface prior to applying paint. When the previous markings have layers of built-up paint, the contractor shall remove old paint in accordance with contract specifications. Paint removal shall be completed without inflicting damage to underlying pavement. See specifications with details on surface preparation.
