STATEMENT OF WORK
OFFICE TRAILERS
428TH FIGHTER SQUADRON (FS)
MOUNTAIN HOME AFB (MHAFB), IDAHO
1.0. OBJECTIVE: The objective is to provide office trailers during the renovation of building 1364.
2.0 GENERAL SCOPE: The contractor shall deliver and setup, office trailers of good condition and sizes to allow the 428th FS to continue flying operations during a building renovation for an estimated 365 days with an option to extend service, in 30 day increments, not to exceed 180 days due to unforeseen delays in renovation.
2.1. Contractor shall deliver trailers to the 428 FS parking lot, 1409 Alpine St, Bldg. 1364, MHAFB, ID 83648. and perform set-up and installation no later than 30 days after date of contract award. Contractor shall be responsible for all maintenance during the period of performance (PoP). At the end of the PoP, contractor shall be responsible for tear down and removal of the trailers and any debris from the trailers.
2.2. Trailers: The contractor shall provide three (3) trailers as outlined in the floor plans (See Attachments 2 through 5, dated 19 September 2017). Note, trailer size 28’ X 64’ has an allowable variation in width of 4 feet.
2.3. Stairs: The contractor shall provide and install stairs with handrails at all external doors.
2.4. Electrical: Available power is 120v/208v, 3 phase, 60Hz; provide trailers with main electrical panels that are compatible with available power. There is 600A available, each trailer shall not exceed 200A. The contractor shall provide a separate 20A circuit for the electrical outlets in each room. Connection and disconnection to the Mountain Home AFB power grid shall be performed by contractor. Trailer 1 will require a minimum of 4 outlets.
Trailer 2, briefing room will require a minimum of 2 outlets, and the mission planning room will require 4 outlets. Trailer 3 will require a minimum of 2 outlets. No more than one outlet will be placed on any given wall.
2.5. Access Controls: The contractor shall purchase and install Simplex PL1000 Cypher or equal prior to delivery.
2.6. Trailer Placement. Trailers shall be assembled and/or set-up on an asphalt surface at the located specifed in paragraph 3, IAW Attachment 6, dated 19 September 2017. Trailers must be spaced at least 10 feet apart and at least 20 feet from the curb to provide adequate emergency vehicle access. Trailers shall be mounted in such a way to provide adequate crawl space underneath to facilitate electrical cable runs and installation.
2.7. Communications Requirements: Phone line and Cat V NIPRNET line will be run to Trailer 1 by the 366 Communications Squadron with internal network access installed by the 428 Fighter Squadron contracted PKL/IT personnel.
2.8. Plumbing. The trailers shall not require any plumbing connections and any bathrooms in the trailers shall not be utilized during the service of the requirement.
3.0 Contracting Officer’s Representative (COR): A COR shall be appointed in writing for this contract. The Contracting Officer (CO) shall be the only person authorized to enter into, administer, and terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the CO acting within the limits of their authority as delegated by the CO as defined in the Federal Acquisition Regulation (FAR) 2.201.
4.0 GENERAL INFORMATION
4.1. Hours of Operation: Normal MHAFB hours of operation are from 0730 – 1630. During these times the contractor shall have access to various agencies that may be needed.
4.2. Recognized Federal Holidays. A minimum of ten paid holidays per year:
New Year's Day Martin Luther King Jr.'s Birthday Washington's Birthday Memorial Day Independence Day Labor Day Columbus Day Veterans' Day Thanksgiving Day Christmas Day.
A contractor may substitute for any of the named holidays another day off with pay in accordance with a plan communicated to the employees involved.) The contractor is not required to provide service during 366 FW Family and/or Down Days:
If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the contractor will be responsible for rescheduling services for the first day after the holiday observance.
4.3. The contractor shall allow government personnel access to work areas, provide support and not interfere with COR , state, federal and other designated personnel in performance of their official duties.
4.4. Contract Manager and Alternate. Contractor shall appoint in writing to the CO within 10 business days following contract award a contract manager and alternate(s). Any changes to this letter of appointment shall be provided to the CO within three (3) business days. These individual(s) will be responsible for contract performance IAW this SOW. The contract manager or alternate will have full authority to act for the contractor on all contract matters The name of this person, and an alternate or alternates, will act for the contractor when the primary is absent.
4.5. All contractor personnel must present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing contractor-furnished clothing bearing the company name and/or logo. Dress of office workers will be in good taste and conducive to working with the general public. The contractor will identify himself as a contractor in meetings, telephone conversations, and e-mails and in any correspondence with the Government.
4.6. Conflicts of Interest: The contractor shall not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DoD Directive 5500.7, Standards of Conduct, subsections 2-2064 and 2-303. The contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in paragraph 3 of AFI 64-106, Air Force Industrial Labor Relations Activities. Contract personnel shall readily identify themselves as contractors in correspondence, telephone conversations and in meetings they attend IAW AFI 33-119, paragraph 5. The contractor shall not employ persons for work on this contract if such employee is identified by either the contractor or the CO as a potential threat to the health, safety, security, general well-being or operational mission of the installation or its population.
5.0. Security Requirements
5.1. The contractor shall provide a completed 366th SFS Form 30 for each employee requiring installation access to the CS within five (5) business days following contract award. After approval, the CS will notify the contractor that the employees may get their installation access ID at the Visitor’s Center.
5.2. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires i.e. terminated for cause, retirement, etc.
5.3. Traffic Laws: The contractor shall comply with all MHAFB traffic regulations while on
MHAFB.
5.4. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor owned vehicle or privately owned vehicle while on MHAFB.
5.5. For Official Use Only (FOUO). The contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Action (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting and safeguarding FOUO material.
5.6. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware that may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.
5.7. Physical Security. The contractor shall be responsible for safeguarding all government property. At the end of each work period, all government facilities, equipment, and materials shall be secured.
5.8. The CO may direct the contractor to remove, and the contractor shall remove, an employee from any assignment under this contract for reasons of security or misconduct. All contractor personnel are subject to security forces jurisdiction and the authority of the Installation Commander while on MHAFB.
6.0. Records Management: All records, files, and documents, regardless of media (e.g., paper, electronic, etc), as described in this PWS, which are the responsibility of the Contractor are the property of the Government and shall remain so upon termination or completion of the contract.
6.1. The contractor shall keep these item(s) current and maintain and dispose of them in accordance with the requirements established in AFI 33-322, Records Management Program, paragraph 10, AFMAN 33-363, paragraph 6.4, AFMAN 33-364, paragraph 2.10 and the Air Force Records Disposition Schedule which may be accessed from the following web address:

6.2. Records shall be turned over to the government upon completion of the contract unless otherwise stated. All records are subject to the Freedom of Information and Privacy Act.
7.0. Contractor Manpower Reporting. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following internet address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2016.
