MEMORANDUM FOR POTENTIAL OFFERORS

SUBJECT: Sources Sought Notice for iSMART Software Toolset
1. THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION ONLY. This announcement closes 10:00 a.m. Eastern Time on Thursday, 13 Sep 2018. The Government is seeking industry input from all sources to assess market capability to provide the services as outlined in paragraph 2 below, to start 1 Feb 2019. The applicable North American Industry Classification System (NAICS) for this requirement is 541990 (All Other Professional, Scientific and Technical Services) with a size standard of $15.0M. The Government plans to consider all information submitted in response to this Sources Sought notice.
2. The U. S. Air Force, Air Combat Command, Acquisition Management and Integration Center (ACC AMIC), Langley AFB VA, is in the process of determining the acquisition strategy for:
iSMART Foundation Training: an iSMART process and eSMART toolset software training course for up to 12 USAF students delivered in the US by a British national LMUK eSMART / iSMART trainer. The time table for training delivery is to be mutually agreed between the Customer and LMUK.
Direct distribution of the latest version of the eSMART toolset software and applicable iSMART reference material from LMUK.
Updates of the eSMART software and supporting material when released (typically 1 update per year) Updates to reference data (standards) on which the iSMART process is applied, which includes:
o The Information Definition (IDF) hierarchy.
o IDF Blue Prints representing standards which are releasable to the purchasing nation.
o Message Standards which are releasable to the purchasing nation.
o Message Structures associated with the standards which are releasable to the purchasing nation.
o Releasable system integration questions and rationales.
o Releasable Link Configuration Parameters.
o Software Fixes - corrections (or workarounds) to faults in the eSMART software and supporting material, provided in new releases of the tools as they become available, together with any necessary update to iSMART Net and other documentation including User Manuals.
o Reference Material fixes if required o Support in migrating eSMART data between eSMART toolset software versions and versions of the standards o Full membership to the International iSMART User Group (IIUG) allowing input to future enhancements to the iSMART process and eSMART toolset software developments.
o National iSMART Net web-site hosted and managed by LMUK offering knowledge sharing and providing controlled but easy access to process and tool information and includes the following material:
o The iSMART Handbook.
o Presentation material and other useful documentation about the process o An Activity Chart indicating the actions to be taken by various agencies involved in the through-life application of the iSMART process (this is not currently specific to any nation) o Future eSMART Toolset Software development Roadmap.
o iSMART Training course descriptions.
o IiUG latest information including minutes of meetings.
o iSMART Configuration Management of reference data and platform data.
3. The current contract number is FA4890-14-C-0005, awarded to Interoperable Systems Group, and ends 31 January 2019. This is the only source known to provide the above deliverables.
4. This is not a formal Request for Quote (RFQ), and no contract will result from this notice, nor does it commit the Government to any acquisition for these services. All interested parties should submit a capability statement (limited to 3 pages total) outlining their capabilities relevant to the performance of this requirement and addressing the capabilities in this notice.
