MEMORANDUM FOR POTENTIAL OFFERORS

FROM: ACC AMIC/PKAA

SUBJECT: Market Research Questionnaire FA4890-15-T-0010, ACC/A2, Capabilities Working Groups (CWG)

1. GENERAL REQUIREMENTS OF POTENTIAL CONTRACT: The United States Air Force (USAF), Air Combat Command Acquisition Management & Integration Center (ACC AMIC); Langley AFB, VA is in the process of determining the acquisition strategy to obtain non-personal services for facilitating and developing a Plan of Action and Milestones (POA&M) for three Capabilities Working Groups (CWGs) in Analysis, Targeting, and Collections for HQ ACC/A2, Intelligence Directorate and the USAF Intelligence Enterprise. The Analysis, Targeting, and Collection Division (ACC/A2A) orchestrates ACC efforts in the intelligence core mission areas of analysis, targeting and collections across the spectrums of conflict, training and acquisition. The initial facilitation and POA&M development efforts will take place at Langley AFB VA with the government functional area subject matter experts (SMEs). They are anticipated as three distinct events averaging in length about four days each. These events are tentatively scheduled as follows: Analysis CWG, 14-17 April 2015; Targets CWG, 18-21-May 2015; and Collections CWG, 1-4 Jun 2015. POA&M refinement and implementation will continue following the working group meetings.

2. OBJECTIVE OF MARKET RESEARCH: This market research is conducted to assist in determining acquisition strategy for the subject procurement. Specifically, feedback is sought from industry in regards to commercial practices to obtaining the required services, as well as the capability of industry in providing the required services within our military environment. Additionally, the government requests industry input as to potential efficiencies. Contract type, practices, potential set-aside strategy as authorized by Federal Acquisition Regulation (FAR) Part 19 and performance-based specifications are being considered in development of the solicitation. Your input will greatly assist in this development. A draft Performance Work Statement (PWS) has been posted with this questionnaire to www.fbo.gov, and you are invited to review this document and provide feedback on the document itself, as well as to the below questions.

3. INFORMATION REQUESTED FROM INDUSTRY: Please review the associated draft PWS posted to this site and the following questions, and provide any input you would like considered as we formulate the acquisition. For the Contracting Officer to set aside any acquisition over $150,000 for small business, there must be a reasonable expectation that two or more offerors can satisfactorily perform contract requirements and that award will be made at a fair market price. Total set-asides cannot be made unless such a reasonable expectation exists.

The Government believes that it is mutually beneficial to determine the capability of offerors eligible for set-asides early in the procurement process in order to preclude the need for a modification of the acquisition strategy later. The Government is not requesting technical/management proposals, only capability information that will be used as market research to develop the acquisition strategy and solicitation.

The Government anticipates a solicitation or request for proposal based on the responses received below in early April. Please provide a brief capability response to each of the following and limit your entire response not to exceed five (5) pages.

b. The anticipated NAICS code for this procurement is 541611, Administrative Management and General Management Consulting, which has a small business threshold of $15M. Provide any input regarding your capability to accomplish the work as a prime contractor, or any other information relative to setting aside the procurement for small business participation only. Please provide input as to whether the NAICS code accurately reflects the requirement described in the PWS.

c. We anticipate the significant portion of the requirement will be on a fixed-price basis. A portion of the contract covering the effort for travel, and other expenses is to be procured on a cost-reimbursable basis. Please provide any comments you may have regarding the estimated workload as shown in the draft PWS. Identify any limitations to the fixed-pricing of this effort.

5. COMPANY CAPABILITIES

a. What is your past experience with programs such as Lean Six Sigma, Continuous Improvement Processes, group facilitation for development of project actions and milestones, organizational consulting and solutions for strategy development, enterprise management, project management and strategy development?

b. What is your company’s experience with developing written documents suitable for an audience of Air Force (AF) senior leadership at the Major Command (MAJCOM), Headquarters (HQ) or higher level (Managers at the O-6; GS-15 or higher level). Please focus on ability to prepare documentation at an enterprise level which shows strategic development.

c. Identify any contracts with contract number and the awarding agency that you have previously worked on that are similar in scope to the anticipated CWG POA&M contract? Submit evidence of experience and ability to provide similar support to facilitation/development of project milestones and developing documentation.

d. Do you plan to subcontract any of the work?

e. The team leading this effort for the individual CWG must have at least five (5)-years verifiable experience leading complex organizations through the development of a strategic POA&M development process and the building of strategic maps to support Air Force Analysis, Targeting, and Collections Enterprise awareness. All personnel involved with facilitating and drafting the POA&M should have broad knowledge of AF, or AF Intelligence, Surveillance, and Reconnaissance enterprise functional processes (for example: systems, policy, training) that can be applied to the POA&M concept. Please provide specific experience in leading complex organizations through the development of strategic milestones. Focus on understanding of AF, or AF Intelligence, Surveillance, and Reconnaissance enterprise functional processes (for example: systems, policy, training) that can be applied to the POA&M concept.

f. Does your company have the capability to acquire personnel, in sufficient numbers to concurrently work through multiple POA&M events? Please provide information on any obstacles you anticipate in acquiring and retaining a trained, qualified and certified workforce to perform this effort.

6. PERFORMANCE WORK STATEMENT

a. What changes, if any, do you suggest we make to the draft PWS to allow for a more performance-based requirement? Please identify any portions of the draft PWS that, as written, are too restrictive or prohibit the flexibility to perform according to your established practices.

b. Identify any components of the PWS that conflict with the quality assurance provisions that are part of your normal, established practices. What would you consider to be key critical performance measurements and minimum standards to be met?

7. This information will only be used for market research purposes and will not be used for later proposal evaluation. Information will be used solely to formulate acquisition strategy and for the development of the solicitation.
