Single Source Justification (Simplified Acquisition)
Section A: General Contract Information

Section B: Description of the Supplies/Services Required
This action is for the award of a firm fixed price contract to KEYW Corporation to provide STRIKE™ training services for the . This requirement requires the contractor to develop a training Plan of Instruction (POI) and associated course material, and provide STRIKE™ technical training and STRIKE™ Software Annual Service, Support, Update and Maintenance for up to 30 technicians at a contractor provided facility. Training is required to be no more than 5 consecutive days and 40 hours in duration, and conducted in Latin American Spanish.
Section C: Justification for Soliciting from a Single Source
STRIKE™ technical training and STRIKE™ Software Annual Service, Support, Update and Maintenance services requested by the are available from only one responsible source, KEYW Corporation. As the company that developed the STRIKE™ software, they are the only responsible source with software engineers and technicians capable of providing the technical training for troubleshooting and maintaining the software. Additionally, KEYW has STRIKE™ technical trainers fluent in Latin American Spanish, which is a requirement to train .
Section D: Efforts to Obtain Competition
On 12 Jan 15, a Sources Sought Synopsis Notice, to include the draft PWS, was posted on FedBizOpps (FBO) with a closing date of 26 Jan 15. The research was conducted to seek industry input from all sources to determine what resources are available, and if there were any capable small businesses, with capabilities to support STRIKE™ technical training and STRIKE™ Software Annual Service, Support, Update and Maintenance services. Based on the results of the sources sought synopsis, it was determined that KEYW is the only company capable of meeting the Government's minimum requirements.
Section E: Steps to Preclude Future Single Source Awards
The requiring activity in coordination with the contracting office is researching ways to overcome barriers to competition in the future.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
