PERFORMANCE WORK STATEMENT (PWS)
CATHOLIC AUXILIARY PRIEST
LUKE AFB AZ
25 July 2019
1. CONTRACTOR POSITION TITLE: Catholic Auxiliary Priest
2. SCOPE OF RESPONSIBILITIES: The contractor shall furnish personal transportation necessary to provide a contract Catholic Auxiliary Priest for the Roman Catholic Community at Luke AFB under the direction of the Wing Chaplain. The contractor shall assist in providing for the religious and spiritual needs of the Air Force members and their families. The contractor shall support individual rights under the First Amendment to the US Constitution and shall provide an opportunity for everyone to freely exercise their religious beliefs.
3. EDUCATION AND EXPERIENCE QUALIFICATIONS: Qualifications for the Catholic Auxiliary Priest include:
3.1. The contractor must be a duly ordained Roman Catholic priest in good standing with the bishop of his diocese or the superior of his religious order in the Catholic Church and must be endorsed by document.
3.2. The contractor shall provide written proof of permission from his diocesan bishop or religious superior to enter into these services as a priest as well as provide a current Ecclesiastical Endorsement from the Archdiocese for the Military Services (AMS), USA (http://www.milarch.org/). The Contractor will adhere to the policies defined in the "Minimum Requirements for the Pastoral Care of Catholic Personnel" as published by AMS dated 20 August 2008.
3.3. The contractor shall be knowledgeable of Sacred Scriptures and teachings of the Roman Catholic faith and Canon law.
3.4. The contractor shall be knowledgeable of the role of a Catholic chaplain in a diverse and pluralistic military religious environment.
3.5. The contractor shall be able to assist in overseeing a comprehensive Catholic religious education program for the local installation and associated community.
3.6. The contractor shall be able to work with chaplains and chaplain assistants in an ecumenical/interfaith setting.
3.7. The contractor shall have knowledge of military protocol or be willing to learn.
3.8. The contractor shall possess computer skills with a working knowledge of Microsoft Word, Excel, Outlook, Power Point and Publisher.

3.9. The contractor shall submit to a background check as is consistent with 56th Fighter Wing policies and procedures per DoDI 1402.5.
3.10. The contractor shall be positive, self-directed, motivated, and able to interface well with people. The contractor shall maintain high standards of personal and moral conduct and decorum expected of all those who represent the chapel, including but not limited to dress and grooming.
The contractor shall be able to work collaboratively with a diverse chapel staff.
3.11. The contractor shall possess strong people skills and an ability to work with various chapel committees. The contractor shall be able to listen and follow instructions from the Wing Chaplain and NCIOC, Chapel Operations.
4. SPECIFIC RESPONSIBILITIES: Responsibilities for the Catholic Auxiliary Priest include:
4.1. The contractor shall, under the direction of the Wing Chaplain; assist in planning, organizing, and directing the activities of the Base Chapel Catholic Community, ensuring that the Catholic program complies with legal and regulatory requirements and meets customer needs. Up to a maximum of 12 hours per week may be required.
4.2. The contractor shall assist in providing administrative support, religious services, and pastoral care in support of: Daily Mass, Sunday Mass with an opportunity for the Sacrament of Reconciliation, baptisms, weddings, annulments, funerals, fellowship/hospitality, Lent/Advent Penance Services, Ash Wednesday, Holy Triduum Services, Holy Day Masses, and Religious Education and will compile ministry information. All ministry information will be reported to the assigned GS Priest.
4.3. The contractor shall assist in developing goals and objectives that integrate the organization with the Roman Catholic Church objectives.
4.4. The contractor shall perform in accordance with AFPD 52-1, AFI 52-101, 102 & 102 vol. II, 104, 105, and local Operating Instructions (OI) and Policy Memoranda instituted by 56th FW Wing Chaplain (56 FW/HC).
4.5. The contractor shall, with the approval of the Wing Chaplain, assist in establishing periods for Catholic worship, providing for proper liturgical environment, and conducting scheduled Eucharistic services as well as devotions, prayer services, sacramental rites and religious education.
4.6. The contractor shall assist in initiating the development of special services in times of national crises and mourning or national celebration and thanksgiving services.
4.7. The contractor shall prepare and deliver homilies/sermons and assist in preparing and submitting worship bulletins for timely reproduction to the NCOIC.
4.8. The contractor shall assist in providing sacramental ministry to all Roman Catholic military members and their family members to include the services of the Sacrament of the Anointing of the sick and/or Viaticum as required.
4.9. The contractor shall, at the request of the Wing Chaplain, his designee, or the GS Priest, attend the Catholic Pastoral Advisory Council meetings and Wing Chapel staff meetings to report on the Catholic Program and ministry. He shall also, at the request of the Wing Chaplain, his designee, or the GS Priest, attend scheduled liturgy meetings to assist in coordination of dates, times and places of all parish liturgies (especially seasonal liturgical events, i.e. Advent, Christmas, Lent, Easter, etc.) as required.
4.10. The contractor is part of the Catholic Pastoral Team, which also consists of the GS Catholic Priest, the Catholic Religious Education Coordinator, the Catholic Community Coordinator, and the Catholic Music Coordinator. The contractor shall be able to work well with the team.
4.11. The contractor shall be involved in all Catholic programs as requested by the Wing Chaplain, his designee, or the GS Priest.
4.12. The contractor shall be available to teach as needed, such as Religious Education classes and lay ministry training.
4.13. The contractor shall be directly responsible for securing chapel facilities when used after normal duty hours.
4.14. The contractor may substitute any of the above listed services as long as the substitute meets all of the ecclesiastical requirements contained in the subject PWS and is approved by the Wing Chaplain.
5. HOURS/UNITS OF WORK:
5.1. The contractor shall maintain hours at a time agreed upon by the Wing Chaplain or designee. However, the contractor may be required to work irregular duty hours; e.g., night/weekend duty, and extended hours and emergency ministrations as required.
5.2. Duty days for this position must include Saturday and Sunday. A minimum of 2 hours is required; 2 hours being on Saturday and/or Sunday. A maximum of 12 hours per week is authorized for the position and a maximum of 4 hours on Sunday. The Wing Chaplain or his designated representative reserves the right to change the work schedule provided the contractor is given notice one week prior to the change.
6. REPLACEMENTS: Contractor is responsible for continuous contract performance through contract period. Replacements may not be long-term (defined as more than 2-3 weeks), o r on cons i s t en t l y recurring basis (i.e. every other week, 3rd Sunday of each month, etc.), but only for required short-term absences of a personal nature (i.e. sickness, vacation, family emergency, etc.).
R e p l a c em en t candidates must meet all Catholic Auxiliary Priest qualifications listed above and be an agreeable substitute by Chaplain and be able to meet Security Forces base access requirements.
Replacement candidates (subcontractors) can be approved in advance to facilitate ease of filling required absence due to unplanned, unforeseen events.

6.2. All subcontractors must meet the same qualifications as the contractor and be approved by the Catholic Priest.
7. THE WING CHAPLAIIN WILL:
7.1. Review the contract annually to consider option.
7.2. Ensures the rate of payment for the services is described in the PWS in 12 monthly installments.
