Will Call Solutions for Outside the Pharmacy Salient Characteristics
Functionality of System
1. The solution will function as an automated will-call solution that will be located outside the pharmacy
(e.g. Commissary, Exchange, Military Treatment Facility Lobby).
2. The solution shall be able to physically store prescriptions.
3. The solution shall meet all necessary security requirements to store patient prescriptions outside a pharmacy (to include controlled substance prescriptions but not refrigerated items).
4. The solution shall include a computer and/or server all housed within the primary unit (i.e. the solution shall not require an external server or workstation for operations).
5. The solution shall allow for storing various dosage forms and package sizes.
6. The solution shall offer a bulk or large container storage solution for patients with large or multiple prescription items for pick up.
7. The solution shall automate the prescription loading process into the equipment.
8. The solution shall inform the user if the equipment is at capacity and cannot accept more prescription items.
9. The solution shall have a mechanism to warn and prevents users from storing two different patient’s prescriptions in the same holding area/package.
10. The solution shall inform users if a patient already has prescriptions in the will call equipment.
11. The solution shall provide a mechanism for staff and patients to create patient based user accounts.
12. The solution shall be able to search for patients using a minimum of two patient identifiers and must include both patient name and date of birth.
13. The solution shall allow a patient to search for their prescriptions by using their user account and by their prescription numbers.
14. The solution shall dispense the patient’s prescription in a way that prevents the patient from accessing any other patient’s prescription(s).
15. The solution shall have a mechanism for restocking or quarantining a patient’s prescription if they do not remove the prescription out of the delivery area in a pre-defined time period.
16. The solution shall automate the return to stock process by identifying and dispensing all prescriptions that have been in the equipment over a certain number of days.
17. The solution shall provide feedback to the pharmacy if there are equipment malfunctions that prevent patients from obtaining their prescriptions.
18. The solution shall notify a staff member of any equipment malfunction that occurred since the last staff log in.

Reporting
1. The solution shall include a reporting module
2. The reporting module should be available on all workstation computers
3. Specific reporting functionality shall include:
a. How long prescriptions have been in will call
b. Return to stock recommendations (e.g. display all prescriptions that have been in will call longer than “x” days)
c. Where current prescriptions are located within will call
d. Where only controlled prescriptions are located within will call
e. User productivity
f. Utilization of will call based on site provided time frames (current day, current week, current month, specific date ranges, etc.)
g. Optimization of will call (e.g. if patients have prescriptions in multiple bins to combine them)
h. Equipment malfunctions to include date, time, and malfunction type
User’s Permissions
1. The solution shall include a user permissions module
2. The solution shall include a minimum: standard user and manager or administrator permission groups
3. Standard User Permissions at a minimum shall include:
a. Ability to store and dispense patient prescriptions
b. Ability to access patient medication for return to stock purposes
4. Manager/Admin permissions
a. All standard user permissions plus:
b. Ability to grant permissions to other users
c. Ability to create users
d. Ability to run system reports/statistics
e. Ability to configure system settings
Patient Contact
1. The system shall have the ability to text or email customers
2. The system shall have the ability for patients or pharmacy staff members to input data into system
(e.g. Phone Number and Mobile Phone Carrier)
Interface
1. The solution shall be able to interface with the Pharmacy Management Systems (e.g. Composite Health
Care System (CHCS), and MHS GENESIS) or
2. The solution shall be able to interface with standard Pharmacy Workflow Systems (e.g. Innovations
PharmASSIST, ScriptPro, and Parata P2000)
3. The solution’s proposed interface solution may use standard HL7 interface language or by consuming a standard data report produced by either the Pharmacy Management or Workflow System.
