PERFORMANCE WORK STATEMENT

FOR

PAINT BOOTH MAINTENANCE

SERVICES

Luke Air Force Base

Glendale, Arizona

1.0. DESCRIPTION OF SERVICES. The primary objective of this contract is to provide a service program for maintaining the aircraft paint spray booths located at building 922, Corrosion Control facility. The contractor shall provide supervision, personnel, equipment, transportation, and other items and services necessary to inspect and service monthly, and maintain 2 JBI Paint Spray Booths and associated equipment as listed in Appendix A.

1.1. BASIC SERVICES. The contractor shall maintain paint booth inserts including attached equipment accessories in accordance with the manufacturer’s recommendations and standard commercial practices. Any chemicals provided shall be environmentally safe and shall comply with all federal, state, and local environmental compliance laws and regulatory codes. A list of systems with available workload data is included in Appendix A.

1.1.2. Services not included. Repair and parts necessitated by other than fair wear and tear i.e., abuse, neglect, improper maintenance, either by contractor, subcontractor, or government personnel as determined by the Contracting Officer (CO).

1.2. MAINTENANCE AND INSPECTION PROGRAM: A positive monthly Preventive Maintenance (PMI) and Inspection program shall be implemented in accordance with the manufacturer’s recommendations. Monthly service shall also include carbon filter sampling for remaining life in both booths (submitted as a report iaw para 1.2.4) and servicing of the Hydrocarbon Analyzer (model 650) systems located in each booth. Monthly inspections shall be coordinated with the corrosion control facility shop supervisor and the Project Manager (PM). Under normal circumstances (past history), contractor will have as a minimum 2 business days to complete the monthly service. All filters requiring replacement shall be replaced during monthly inspections. Roll filters shall be changed monthly during the scheduled PM.

1.2.1. All troubleshooting and or minor repairs that can be made at the time of the PMI shall be conducted at the time the problem was found. Minor repairs and /or adjustments would be defined as something requiring less than 30 minutes of labor and consumable items/parts. If the contractor doesn’t have the consumable items/parts or manpower to make repairs (includes diagnosis), no additional charges (labor, trip, and parts) shall be billed to the government for associated subsequent trips to repair that minor deficiency.

1.2.2.1. The Contractor at no additional cost to the government shall supply consumable items such as grease, minor parts and/or materials under$50.00, etc. as may be needed.

1.2.3. Billable “Repairs” are not to be initiated during a PMI Service. Present the PM with a separate price quote for other than minor repairs as listed in paragraph 1.2.1. This type of repair service shall be rescheduled at a later time. Exceptions are if the unit is nonfunctional during a PMI, in which case the PM must be notified of such before the repairs are initiated.

1.2.4. Maintenance Reports: The contractor shall develop and submit all reports to the Government PM, summarizing all maintenance performed. Reports shall be submitted within 5 business days after inspections and maintenance. The report shall identify maintenance tasks performed during inspections, and identify maintenance and repair discrepancies noted during the inspection that have not yet been repaired.

1.3. INTERVENING REPAIRS. Will be on an as required basis, with response time not to exceed 8 hours during paint booth normal operations, (7:00 AM-4:00 PM), excluding weekends and federal holidays (e.g., since an 8-hour response time is required, and the operating hours are 7:00 a.m. to 4:00 p.m., then a call to the maintenance contractor at 2:00 p.m. would require a physical response from the maintenance contractor no later than 1:00 p.m. the following workday). Field Service Technicians (FST) will be physically present, have proper test equipment, parts, and tools, and be ready to begin work within the time specified above. The contractor shall provide effective maintenance and repair of all paint booth equipment identified by this Performance Work Statement (PWS).

1.3.1. Contractor shall have a point of contact available to respond back to government personnel not later than 1 hour after notification of a repair call. Contractor shall submit work orders to the PM prior to leaving the work site and job completion.

1.3.2. When the service is completed, the FST shall document services rendered on a legible service report. All service reports shall be submitted to the equipment user for an “acceptance signature” and to the PM for an “authorization signature”. If the PM is unavailable, a signed authorized copy of the service report will be sent to the Contractor after the work can be reviewed (if requested or noted on the service report).

1.4. REPLACEMENT PARTS. Contractor shall be reimbursed for parts and materials purchased to complete repair work for repair service calls at market prices as established by suppliers paid invoices. The Contractor will provide by e-mail, a cost proposal to complete the entire call including all parts and labor and trip within two (2) workdays after initial service call. Upon government approval, the Contractor will commence repair work. The Contractor will submit original receipts and supporting documents to the PM prior to reimbursement. Applicable shipping or freight fee is to be included for parts ordered for all service calls. Suppliers paid invoices shall be submitted to the CO/PM prior to electronic invoice submission for payment. Failure to furnish suppliers paid invoices may result in non-payment on invoice.

1.4.1. All parts replaced shall carry manufacturer’s warranty.

1.5. TRIP CHARGES. A trip charge is defined as the cost of transportation from the contractor’s place of business to Luke AFB and return. Trip charges shall be for service calls only (cost is included in PMI cost). Contractor shall not charge for additional labor time during travel.

1.5.2. If an additional service call placed by the CO/PM pushes the contractors scheduled work into an additional day, an additional trip charge is authorized. Contractor will make determination at time of call, whether the schedule permits the additional call at no cost.

1.6. Special Qualifications. The contractor shall provide the name and telephone number of the Contractor’s on-site contract manager and alternate responsible for all requirements in the PWS. The contract manager and alternate(s) must be able to read, write, speak and understand English, or an interpreter must be provided to work alongside the contract manager or alternate(s) at no additional cost to the Government.

1.6.1. The contractor shall be fully staffed on the first day of work under the contract. The staff includes fully qualified employees who have been professionally trained to perform the work. Individuals who are performing the work must be experienced, fully qualified, speak and understand English, and a regular employee of the contractor; day laborers are not acceptable. "Fully Qualified" is based upon training and on experience in the field. For training, the employee has successfully completed a formalized training program on the type of equipment to be serviced. For field experience, employees must have as a minimum two years of experience (except for equipment newly on the market) with respect to scheduled and unscheduled preventive and intervening repair maintenance of equipment listed in this contract.

2. GOVERNMENT FURNISHED PROPERTY AND SERVICES.

2.1. Government Furnished Utilities. The government will furnish utilities to include telephone, electricity, and water. The Contractor shall not change or modify any utility system or component; or connect any Contractor property, equipment or system without prior CO review and approval. The contractor shall practice energy conservation in the Government provided facilities.

2.2. Refuse Collection. The Contractor shall provide bulk containers to dispose of trash or refuse generated from accomplishment of services detailed in this PWS.

2.3. Police and Fire Protection and Medical Care. The government will provide police and fire protection. In the event of an emergency (life or limb), Luke Fire Emergency Services will respond and treat, if necessary, an outside ambulance agency will transport the contract employee to the nearest emergency medical facility. The Contractor shall have the responsibility to reimburse the outside ambulance agency for services rendered.

2.4. Damages to Government buildings, equipment, are addressed in clause 52.237-2 “Protection of Government Buildings, Equipment, and Vegetation.”

3.0. ENVIRONMENTAL AND HAZARDOUS MATERIALS HANDLING. In addition to all applicable Federal, State and local environmental codes and regulations, the following specific guidance is provided:

3.1. The CO shall approve all hazardous materials brought on-site by the contractor prior to use. The contractor shall obtain approval using the application requirements of the AF Form 3952. Once the process is implemented and contractor is trained, the contractor may submit the AF Form 3952 electronically to the email address provided upon contract award.

3.1.1. The CO has the right to prohibit the use of hazardous materials it deems to be especially hazardous to human health and environment. In the event the CO does not approve a hazardous material for use, the CO may provide the contractor a list of suitable substitutes; however, the contractor shall retain responsibility for finding an acceptable substitute. The contractor shall take appropriate actions to comply with waste minimization and pollution prevention practices and policies.

3.1.2. The Contractor shall furnish an AF Form 3952 or equivalent electronic worksheet to the Base HAZMAT office (HAZMO), through the CO, for anticipated quantities, application of use, and method of disposal for all materials to be used under this PWS. The listing shall include, but not be limited to, lubricants, spray cleaning solvents, and any known hazardous materials.

3.1.3. The Contractor shall furnish a LAFB Form 317 Contractor Environmental Reporting Entry Worksheet to Base HAZMAT office (HAZMO) on a monthly basis. Luke AFB form 317 will be provided to contractor upon contract award.

3.2. The Contractor's attention is directed to Hazardous Chemical Reporting (40 C.F.R. Part 370), Toxic Chemical Release Reporting: Community Right to Know (40 C.F.R. Part 372), which includes the following: Chemicals with special characteristics which in the opinion of the manufacturer can cause harm to people, plants, or animals when released by spilling, leaking, pouring, emitting, emptying, discharging, injecting, escaping, leaching, dumping or disposing into the environment (including the abandonment or discarding of barrels, containers, and other receptacles).

3.3. Safety Data Sheets: The Contractor shall submit a copy to the CO or PM of all hazardous safety data sheets (SDS) describing the hazards of any chemical used in the performance of this contract. This file shall be made available for review immediately upon request. The Contractor shall request from his supplier a SDS for each new material ordered. These sheets will then be placed in the hazardous material data sheet file. This is in addition to the requirements of FAR clause 52.223-3, Hazardous Material Identification and Material Safety Data.

3.4. The contractor shall maintain spill control material on hand at all times sufficient to contain a worse case spill, both volume and hazard level.

3.4.1. For any spills caused by or resulting from the Contractor's action or inaction, the Contractor shall provide all necessary manpower, equipment and material to implement all spill response, containment, cleanup and reports required by Federal, State, and local laws, regulations and standards. The Contractor shall be responsible for any damage resulting from Contractor caused spills. The Contractor shall report any spills to the CO immediately.

3.5. Material Disposal. The contractor shall dispose of all hazardous materials removed from the paint facility and associated equipment under this contract either at an off base location or to building 960, Luke AFB Hazardous Waste Accumulation Site, in accordance with (IAW) applicable federal, state, and local pollution laws and regulations. The government will not provide containers or packaging material. Containerized hazardous materials shall be disposed of not later than 48 clock hours after job completion, and not be stored in a place that causes any disruptions. The point of contact and phone number of the Luke AFB Hazardous Waste Accumulation Site will be provided upon contract award.

3.6. All filters (except carbon filters and pre-filter intake on the main doors) removed from within the paint booth inserts are considered hazardous material. Proper personnel protective equipment shall be worn during the removal process.

4.0. General Information

4.1. Mission. The overall Civil Engineer mission at Luke AFB, AZ is to plan, maintain, operate, and protect the infrastructure, facilities, and environment for assigned airmen, families, and civilian employees.

4.2. Permits, Licenses, and Certifications. Unless otherwise specified in this contract, obtain necessary permits, licenses, and certifications; give all required notices; and comply with applicable Federal, State, County, and local laws, codes, and regulations in performance of the requirements of this contract. Maintain records of such requirements and make the documentation available to the Government for review.

4.3. Hours of Operation. Perform maintenance services during normal duty hours which are7:00AM - 4:00PM, Mondays through Fridays, excluding federal holidays, unless otherwise required in the contract or approved by the CO

4.4. Recognized Holidays. The contractor is not required to provide service on federal holidays, except in emergency situations. If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first day post the holiday observance. The holidays are:

New Year’s Day - 1 January

Martin Luther King Day - 3rd Monday in January

Washington’s Birthday - 3rd Monday in February

Memorial Day - last Monday in May

Independence Day - 4 July

Labor Day - 1st Monday in September

Columbus Day - 2nd Monday in October

Veteran’s Day - 11 November

Thanksgiving Day - 4th Thursday in November

Christmas Day - 25 December

4.5. Base Closures. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.

5.0. Security Requirements. The contractor shall comply with Security and base access requirements as contained in FAR clause 5352.242-9000 “Contractor Access to Air Force Installations.”
