Performance Work Statement for
Giant Voice System Maintenance and Repair Services
1.0. Description of Services. The contractor shall provide all parts, tools, equipment, materials, vehicles, transportation, personnel, labor, supervision, and management necessary to perform Preventative Maintenance Inspections (PMI) and Repairs for the Giant Voice System (GVS) in support of the 355th Communications Squadron, Davis-Monthan AFB (DMAFB), Arizona.
Personnel working on the system must be SiRcom certified technicians/field engineers. All repair parts must be SiRcom OEM parts to match existing equipment.
1.1. Services. The contractor shall perform PMI on 20 SiRcom GVS poles and 3 SiRcom GVS controllers, as well as repairing any findings and providing ready spares, to ensure the GVS is available 24 hours per day, 7 days a week. Maintenance and repairs of the GVS shall consist of, but not limited to, GVS poles, C2 consoles and all pertinent GVS components. All repair parts must be SiRcom OEM parts to match existing equipment.
1.1.1. Preventive Maintenance Inspections. The contractor shall perform PMI for 20 SiRcom GVS poles and 3 SiRcom GVS controllers semi-annually.
1 1.1.2. Repairs. The contractor shall provide remote support (24/7/365) and on-site support within 48 hours of notification from the Government of inoperability of the GVS for completed remote support or on-site hardware.
1.1.3. Tasks. The contractor shall be responsible for the following typical repair actions when identified in the PMI inspection as required. A non-inclusive list of typically repaired parts consist of the following:
1.2.1. Repair Delays. If for any reason the contractor is unable to complete repairs, the contractor shall immediately notify the Contracting Officer in writing and provide the reason why repairs cannot be made (e.g. awaiting parts, equipment beyond repair…) and an estimated repair date.
1.2.2. Project Milestones. The repairs of the Giant Voice should follow the project milestones below:

1.3. Replacement Parts. The contractor shall furnish all replacement parts and ensure all replacement parts are new, and conform to the original equipment manufacturer’s specifications.
1.4. Repair Service Calls. The contractor shall respond to repair service calls placed by authorized Government personnel during the hours of 7:30 a.m. to 4:30 p.m., Monday through Friday, unless otherwise specified, due to mission requirements.
1.4.3. Personnel Authorized to Place Service Calls. The Contracting Officer will designate, in writing, Government personnel authorized to place repair service calls. The Contracting Officer will provide the contractor with a list of authorized callers upon contract award. The contractor shall not accept service calls from any individual other than those authorized to place service calls. If the contractor does receive a service call from anyone other than the authorized individuals, the contractor shall advise the individual to contact individuals authorized to place calls. The Government is not responsible for calls placed by individuals other than those authorized by the Contracting Officer.
1.4.4. Service Reports. Upon completion of services, and prior to leaving the installation, the contractor shall furnish authorized Government personnel with a written service report. The report shall include, as a minimum, the following items.
a. Contract number
b. Date services performed
c. The location of each 20 SiRcom GVS poles and 3 SiRcom GVS serviced/repaired
d. Type of services performed for each (i.e. inspection, preventive maintenance, repairs)
e. Parts replaced for each piece of equipment
f. Condition of the equipment inspected
g. Recommendations from the service technician
h. Printed name and signature of the service technician that performed services
1.5. Software Upgrades. The contractor shall integrate all new features of the SiRcom SMART Alert Software (SiSA) and any minor changes to SiSA to improve customer experience.
1.5.1. Software Patches. The contractor shall provide all security and operating systems patches and servicing to ensure proper functionality of the software and hardware.
1.5.2. System Integration. The contractor shall provide system integrations of new systems procured or deployed by the Government that require interfacing with the early warning system if capable.
1.6. Manuals and Warranty Documentation. The contractor shall provide all manuals and warranty information for new parts and upgrades.
2.0. General Information
2.1. Employee Qualifications. Contractor personnel must be fully trained and qualified to work on the SiRcom GVS. Proof of qualifications will be provided to the Contracting Officer upon request.
2.2. Contract Manager. The contractor shall designate a primary contract manager (CM), and at least one alternate CM, who will be responsible for the contractor’s performance of services and receive repair services calls. The CM shall also be available via telephone for service requests and discussion of maintenance and repair issues. The contract manager shall have full authority to act for the contractor on all matters relating to the daily operation of the contract.
The contractor shall provide the name and phone number of the primary and alternate(s) CM to the Contracting Officer upon contract award.
2.3. Place of Performance. The contractor shall primarily perform services in the 355 Civil Engineer Squadron, 355th Wing Command Post, and 612th Air Communications Squadron facilities and the 20 GV poles, on DMAFB.
2.4. Working Hours. The contractor shall perform routine PMI and repairs during hours of 7:30 a.m. - 4:30 p.m., Monday through Friday, unless otherwise specified due to mission requirements.
2.5. Federal Holidays. The Federal Government observes the following holidays. (Note: If the holiday falls on a Saturday then the holiday will be observed as recognized by the Federal Government). The contractor shall not normally be required to provide routine services on holidays, or the actual day set aside for observation.

2.6. Contractor Employee Appearance. Contractor employees shall present a professional, conservative, and neat appearance. Contractor personnel shall report for duty in a professional manner, in appropriate attire befitting the work environment, and have complied with socially acceptable standards of personal hygiene. While performing services, contractor employees shall be neat and clean (free of visible dirt and stains), well-groomed and appropriately dressed.
The contractor employee's clothing shall fit correctly to provide a professional, modest appearance, in keeping with normally accepted commercial standards of dress for the work being performed.
2.7. Communication. Contractor employees shall maintain open, professional, and respectful communication with Government personnel (military and civilian) and other contractor employees. Authorized Government personnel will report valid complaints in writing to the Contracting Officer for action. Valid complaints will be considered a performance failure. The contractor shall resolve all substantiated complaints immediately upon notification of the complaint. Contractor employees are required to identify themselves as a contractor at all times while on the job, (e.g. in the workplace, when attending meetings.
2.8. Continuation of Essential DoD Contractor Services During Crisis. The requirements in paragraphs 1.1. through 1.1.8.4 of this PWS have been determined to be mission essential, in accordance with the Defense Federal Acquisition Regulation (DFARS) Supplement, Subpart 237.76, Continuation of Essential Contractor Service. The contractor providing services, designated as essential contractor services, shall be prepared to continue providing such services, in accordance with the terms and conditions of this contract, during periods of crisis. The contractor shall refer to DFARS contract clauses 252.237-7023, Continuation of Essential Contractor Services, and 252.237-7024, Notice of Continuation of Essential Contractor Services, for contractor’s mission essential services plan requirements, which the contractor shall provide with their offer.
2.8.1. Contractor Mission Essential Employee Identification. The contractor shall provide the name, address, and telephone number of a point of contact for purposes of continuation of essential DoD contractor services during crisis. The contractor shall also provide the names of contractor employees having military mobilization recall commitments, and have adequate plans for replacing those employees in the event of mobilization, in accordance with DoDD 1200.7., Screening the Ready Reserve, and DoDD 1352.1, Management of Regular Reserve Retired Military Members, which the contractor shall provide with their offer.
2.9. Security Requirements
2.9.1. Listing of Employees. The contractor shall maintain a current listing of employees performing services on DMAFB. The list shall include employee's name, social security number, driver’s license number and state of issue, date of birth, and country of citizenship.
Foremen, supervisors, and superintendents must be identified on the list of employees. The contractor shall submit the list to the Contracting Officer, prior to the contract start date, and submit an updated list when an employee's status or information changes, within 5 working days of the change. The name of any contractor employee that is terminated during the period of the contract must be reported to the Contracting Officer in writing within one workday of the employee’s termination.
2.9.2. Pass and Identification Items. The contractor shall ensure that all necessary pass and identification items required for contract performance are obtained for contractor employees and non-Government owned vehicles.
2.9.3. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from contractor employees that depart for any reason before the contract expires (e.g. terminated for cause, retirement, etc.) and turn them in to the issuing office. Once contractor employees are no longer employed, the contractor office shall notify the issuing office of the termination immediately.
2.9.4. DMAFB
2.9.5. Traffic Laws. Contractor employees shall comply with all base traffic regulations.
Contractor employees are subject to random vehicle speed control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of seat belts is mandatory for all vehicle occupants. The use of cell phones is prohibited while driving on base, unless the phone is a hands-free cell phone.
2.9.6. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges, debarment from the base, or other administrative action.
2.9.7. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor owned vehicle or privately owned vehicle while on Davis-Monthan AFB.
2.9.8. Contractor Personnel Travel on the Installation. All contractor personnel will limit their travel on the installation only to specific areas required for performance of services, specified break and meal areas, or travel directly to and from these locations.
2.9.10. Controlled/Restricted Areas. The Contractor shall adhere to/implement local base procedures for entry to AF controlled/restricted areas where Contractor personnel work. An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agency’s Security Manager before a Restricted Area Badge will be issued.
Contractor employees must have a favorably completed National Agency Check plus written Inquires (NACI) investigation before receiving a Restricted Area Badge. Interim access can be granted in accordance with AFI 31-501, Personnel Security Program Management.
2.9.11. Keys and Lock Combinations. If the contractor is issued Government keys or lock combinations, the contractor shall prohibit the use of keys and/or cipher lock combinations by any persons other than the contractor’s employees. The opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements is strictly prohibited.
2.9.11.1. The contractor shall control access to all Government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the Contracting Officer. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers.
2.9.12. Controlled Unclassified Information (CUI). CUI is unclassified information requiring safeguarding and dissemination controls, consistent with applicable law, regulation, or government-wide policy. In accordance with Department of the Air Force Instruction (DAFI) 16- 1403, Controlled Unclassified Information (CUI), the contractor shall protect CUI, regardless of its form, at all times in a manner that minimizes the risk of unauthorized disclosure while allowing for access by authorized holders. Contractor personnel working with CUI shall be careful not to expose CUI to unauthorized users or others who do not have a lawful government purpose to see t. When not under continuous monitoring or physical control, the contractor shall store hardcopy CUI documents in a locked desk, file cabinet, or similar means, where only authorized personnel have access. The following are examples of CUI:
- Personally Identifiable Information (PII)
- Sensitive Personally Identifiable Information (SPII)
- Proprietary Business Information (PBI)
- Unclassified Controlled Technical Information (UCTI)
- Operational Information
- Protected Health Information (PHI)
- Sensitive but Unclassified (SBU) Information
- Financial Information
2.9.12.1. Protection of Personally Identifiable Information. Personally Identifiable Information (PII) refers to information that can be used to distinguish or trace an individual’s identity either alone or when combined with other information that is linked or linkable to a specific individual. PII may range from common data elements such as names, addresses, dates of birth, and places of employment, to identity documents, Social Security numbers (SSN) or other government-issued identity, precise location information, medical history, and biometrics.
The contractor shall protect all PII encountered in the performance of services in accordance with Department of Defense Directive 5400.11, Department of Defense Privacy Program, and DoD 5400.11-R, Department of Defense Privacy Program. If a PII breach results from the contractor's violation of the aforementioned policies, the contractor shall bear all notification costs, call-center support costs, and credit monitoring service costs for all individuals who's PII has been compromised.
3.0. Government Provided Items and Services
1.1. Emergency Services. The Government will provide security forces services (call (520) 228-4444 for emergencies only), and fire protection services (call (520) 228-3333). There is no emergency room on DMAFB, therefore contractor personnel shall call (520) 228-3333 for medical emergencies.
