TRAIN – DEPLOY – WIN
RESCUE & ATTACK!
Performance Work Statement for
Moving Target Support
1. Description of Services. The contractor shall provide all equipment, operation, orientation/ground training, maintenance, tools, debrief support, management, and supervision necessary, in order to deliver a realistic moving-target, threat presentation to the end user and other military forces, for air-to-ground gunnery training based out of
Gila Bend Aux Field (KGXF) in Gila Bend, Arizona. The exercise will provide the necessary training to fifty (50) operators in preparation for upcoming deployment(s) in accordance with the U.S. Air Forces Central Command
(AFCENT) Unit Preparation Message (UPM) and squadron phased-training plan. All contract performance shall be conducted within a 50-mile radius of KGXF to include ranges R-2304 and/or R-2305, locally known as “ETAC” and “Range 3” respectively, a Period of Performance (PoP) of 6-10 January 2020 (detailed schedule of services below).
2. Basic Services. The contractor shall provide all equipment and logistics necessary to facilitate a realistic threat presentation in preparation for deployment in accordance with specific tasks below on 6-10 January 2020. Upon award, the contractor shall available for a planning teleconference a week prior to period of performance start.
3. Specific Tasks.
a. Support: The contractor shall support gunnery training by providing realistic threat presentation with live fire targets and training platforms using reactive behavior scenarios with triggered responses. The mobile self-propelled targets will present HH-60G aircrew and ground parties with a dynamic threat presentation in the vicinity of the infiltration/exfiltration site. These simulated threats will drive time-constrained decisions on which threats to engage first, complicate weapons delivery geometry, and provide immediate feedback on the accuracy of air-to-ground fires.
b. Equipment: The contractor shall provide two (2), self-propelled, targets able to register weapon impacts and enough system operators to operate both targets simultaneously during training scenarios. Mobile targets shall be unmanned and able to navigate unimproved dirt surfaces. The mobile target carriage must support an expendable, three-dimensional (3-D) target, representing a threat such as a mid-sized pickup truck, or equal.
c. Targets must be equipped to register weapons impacts and, upon registered impact, cease movement.
Targets must be able to simulate multiple movement scenarios and reset at the conclusion of scenarios. The main carriage unit for the mobile target must be re-usable and tolerate up to .50 caliber ball and tracer impacts from weapons employed as close as 250 meters.
d. Operation: The contractor shall provide “turn-key” operation and training support at the designated times and locations for the duration of the contract. Execution of training profile must be executed within the window of scheduled range availability on the confines of the scheduled ranges. Operation must be conducted in both day and night conditions. Training profiles and target presentations will be determined by the range control officer (RCO) and must be adjustable on-site.
e. Orientation/Ground Training: The contractor shall provide orientation and familiarization training for self-propelled targets and systems. Training shall include visual recognition, operational limits, and other pertinent information for air and ground parties.
f. Maintenance: The contractor shall ensure that mobile self-propelled targets remain operational for all periods of execution. Expendable portions of mobile-targets shall be replaced when they can no longer

effectively react to impacts or become unrecognizable to airborne crews and ground parties. The contractor shall remove expended targets, damaged equipment, and debris from the range and airfield.
g. Debrief Support: The contractor shall provide information pertaining to crew debriefs such as impact locations, accuracy, and gunnery effectiveness.
h. Transportation: The contractor shall provide the means to move their personnel, training-related material and/or equipment to/from KGXF and to the ranges/forward operation area. Transportation in-and-around
KGXF/ranges will also be provided by contractor. This will include the means to move personnel and equipment between lodging facilities, sustenance facilities, airfield, ranges, and all other applicable locations.
i. Waste Disposal: The contractor shall be responsible for disposal of all waste. Upon completion of performance waste will be disposed of at a permitted waste site off of Gila Bend Aux Field.
h. Lodging and Meals: The contractor shall cover per diem, transportation and lodging fees for their personnel.
4. Deliverables. The contractor shall provide the following:
a. Two (2) serviceable mobile, vehicle-sized, self-propelled targets with qualified system operators to support five (5) days of aerial gunnery for up to three (3) consecutive hours per day, seven (7) hours total per day, during scheduled range availability. Operation must be conducted in both day and night conditions. Fifty (50) operators will be participating in this training.
b. The contractor shall have adequate insurance coverage by the time of award, and continue to be insured for the full duration of contract performance.
c. Miscellaneous equipment/supplies to include additional expendable targets, hardware, replacement parts, personal means of conveyance, and any materials necessary to fulfill the contract.
d. Upon contract award, contractor shall provide personal information of employees and sign affidavits for airfield and range access.
5. Applicable Documents and References. The unit will provide the references below upon contract award:
a. AFTTP 3-3.HH-60G, Chapter 5 Air-to-Surface (weapon ballistics)
b. AFI 11-214 Air Operations Rules and Procedures, 3.4. Knock-It-Off (KIO) and Terminate Procedures
c. Local area orientation/range brief/range procedures
6. Government Provided Items, Equipment and Materials. The Government will provide airfield and range access and facilities for mission planning and debrief as well as means of communication between contractors, operators, and range controllers. Range maps, specific operating locations and scenario profiles are available upon contract award.

7. General Information.
a. Safety. The contractor shall comply with and maintain appropriate safety instructions and qualifications.
No information contained in the Performance Work Statement (PWS), nor any government action, or failure to act in performance of the contract, shall relieve the contractor of their responsibility for the safety of the contractor’s personnel and property, Government personnel and property, and the general public.
Furthermore, the contractor is responsible for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.
b. Mishaps. Safety and training related problems or mishaps involving government personnel observed by the contractor shall be addressed immediately with the Contracting Officer. The Contracting Officer reserves the right to restrict employment under the contract of any contractor employee or prospective contractor employee identified as a potential threat to health, safety, general wellbeing, or operational mission of the installation and its populace.
c. Contractor Availability. The contractor shall be available via phone 24 hours per day to ensure contract performance.
d. Employee Restrictions. The contractor shall not employ any person who is an employee of the United
States Government if the employment of that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with DoD Directive
5500.7, Standards of Conduct.
e. For Official Use Only (FOUO). The contractor shall comply with DoD 54007-R, Chapter 4, DoD
Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for their marking, handling, transmitting and safeguarding.
