Sole Source Title: 563 OSS Parachute System Simulator

Purchase Request: F1PT5B9207AW01

Contracting Activity: 355 Contracting Squadron, Davis-Monthan Air Force Base, Arizona

(i) Authority:

41 U.S.C. 3304(a)(1) and Federal Acquisition Regulation (FAR) 6.302-1(a)(2)

(ii) Nature and/or Description of the Action Being Approved:

563 Operation Support Squadron (OSS) currently utilizes a PARASIM® Virtual Reality Parachute Simulator System for their SERE upgrade trainings. PARASIM supports ejection and bailout training with BA-30 Butler low profile parachute system from Air Force approved for use list. The PARASIM features the Motorized Vertical Start Frame, a motorized, computer controlled suspension frame that allows the jumper to clip into the risers while on the ground, and then lifts the jumper from the floor to begin the jump. It provides an enhanced sense of realism, expands instructor control, increases jumper safety, and improves student throughput by simplifying the simulator entry and exit process.

(iii) Description of the Supplies/Services Required to Meet the Agency’s Needs:

The objective of the 563 OSS is to accommodate the system and equipment they already have in place at Davis-Monthan AFB. PARASIM provides Emergency Parachute Training (EPT) for all assigned aircrew utilizing the most current simulator for the parachute system we maintain and pack. It is in the best interest of government to purchase PARASIM parachute simulator system.

The following product are being procured to meet the needs of the 563 OSS.

One bundle includes Parasim 6 system upgrade, module, high resolution head tracker, harness, universal riser system, controller box, installment, travel cost and freight cost.

(iv) Efforts to Obtain Competition:

Agency needs govern the necessity to issue a sole source, brand-name or openly competed acquisition, and, under this stipulation, thorough research was accomplished to verify which best suits the current requirement. The final determination, however, to utilize one of three avenues of competition, is at the discretion of the Contracting Officer, after a review of the relevant data provided both online and through previous acquisition experience. In this instance, the decision to acquire PARASIM parachute simulator, delineated above, in accordance with FAR 6.302-1(a)(2) Circumstances Permitting Other Than Full and Open Competition, has been determined applicable.

(v) Steps to Preclude Future Use of Sole Source Acquisitions:

The goal of the 355th Contracting Squadron is to procure affordable products and services, in effort to meet the Government’s needs in a timely manner, however, this does not preclude any justification to acquire items, commercial and non-commercial, that are technically acceptable. Further, it is our priority to find responsible vendors who are capable of satisfying the diverse requirements of Davis-Monthan AFB, which, consequently, leads to more opportunity for future competition.

(vi) Contracting Officer’s Determination:

As evidenced by my signature below, I hereby determine that the use of sole-source procedures is applicable to this acquisition.
