Performance Work Statement for

Rotary Wing Airlift Support Services 1 May 2019, 18-21 June & 25-28 June 2019

1.0. Description of Services. The contractor shall furnish all labor, parts, tools, materials, equipment, facilities, transportation, personnel, management, and supervision necessary to perform rotary wing airlift support services in support of the 68th Rescue Squadron.

1.1 Scope. The contractor shall provide the use of civilian/military aircraft capable of supporting rotary wing operations IAW Pararescue CFETP 1T2XX Section 3.2 Perform Alternate Insertion and Extraction (AIE) operations. All training shall occur on or at Marana Regional Airport, AZ and Lake Roosevelt, AZ. Training shall be executed on surveyed Helicopter Landing Zones (HLZ). The contractor shall provide one (1) rotary wing aircraft during the time frames of 18- 21 June 2019 and 25 June - 28 June 2019, which have been designated as training days and are outlined below.

Aircraft Requirements. The contractor shall provide one (1) rotary wing aircraft that is on the Air Mobility Command (AMC) Commercial Aircraft Review Board (CARB) list. The aircraft shall be compliant with CFR Part 135 and Part 133D. The aircraft shall also meet the following requirements:

a. Equipped with a functioning 75-foot mechanical hoist capable of supporting 600 pounds

b. Equipped with an equipment ring or extendable bar external to the aircraft. This ring/bar shall be capable of supporting a 60-foot fast rope and two (2) suspended military personnel

c. Equipped with six (6) passenger rated connection points (D-Rings)

d. Equipped with two (2) collocated and passenger rated equipment rings for a rope ladder

e. Equipped with a functional intercom system (ICS) with a minimum of two (2) communication cables in the cabin. All cables and connectors shall be interoperable with military equipment (Peltors)

f. Maintains two (2) functional and closeable side-doors allowing cabin entry/exit

g. Is capable of carrying six (6) personnel in the cabin

h. The cabin and cockpit are Night Vision Goggle (NVG) compatible

i. Contractor will provide Crew NVG’s

j. Five level operating parameters: Helicopters will be able to fly fully loaded over terrain elevations of 4,000 ft MSL and land/takeoff from terrain elevations of up to 3,000 ft MSL

1.1.1.1. Flight Time. Fifty-Six (56) training flight hours will be required. Period of Performance is from 18- 21 June 2019 and 25 June - 28 June 2019. Training flight hours do not include transit time to the surveyed Helicopter Landing Zone or refueling time required to execute training. The Air Force maintains the right to separate the flight hours into a day block of training, followed by an aircraft shutdown period, and finish with a night block of training to meet mission requirements. Any repositioning time shall be included into the total cost per hour.

1.1.2. Qualifications. The contractor shall have the qualifications to provide the following:

a. The aircraft and pilots shall be capable of supporting alternate insertion and extraction methods (reference CFETP Line Item 3.2 Perform Alternate Insertion and Extraction Duties) during day, night, land, and water operations.

1.1.2.1. Pilot. The pilots shall meet the following qualifications:

a. The Pilot in Command (PIC) shall have a minimum of 200 hours as PIC in aircraft type and must have performed the required airborne operations or have received instruction and a currency signoff and deemed safe to conduct the operation from certified flight instructor (CFI), Government instructor pilot, or company check pilot prior to execution of the task.

b. Multi-Engine Rating Pilot License with associated FAA Certificates that coincide with rating

c. Pilot and aircrews shall be trained on and current in the utilization of flying utilizing night vision goggles (NVGs). Proof of training shall be made available to the government upon request and currency is defined by a minimum of two (2) logged NVG hours in the past four (4) months.

1.1.2.2. Aircrew Qualifications. The contractor shall provide qualified aircrew to perform all contract requirements. The aircrew operating the aircraft must be licensed to fly that type of aircraft in the surrounding areas to include Arizona, Nevada, and California. All aircrew personnel shall be United States citizens with citizenship verifiable by provision of birth record or passport. The Aircraft must have valid certification to fly in United States.

1.1.3. Deliverables. The contractor shall provide the following:

a. Clean and serviceable aircraft with qualified aircrew

b. Necessary miscellaneous office supplies, as needed to fulfill contract.

c. The following documents and/or certifications are required upon submittal of contract bid:

- CARB Compliance Certificate

- Personnel, Crew Certifications & Experience

- FAA 14 CFR Part 133(d) External Load Operations Documentation

- FAA 14 CFR Part 135 Documentation

- FAA 14 CFR Part 135 Special Authorization NVG Operations

1.1.4. Government provided Items, Equipment and Materials.

a. The Government will provide all required training equipment/uniforms for students (Fast Ropes, rappel ropes, helmets, gloves, etc). The government will not provide any equipment/uniforms for contractor personnel.

b. The Government will provide any helicopter landing zone medics/safety swimmers and medical equipment in accordance with Air Force Instruction (AFI) 16-1202 Pararescue Operations, Techniques, and Procedures

2.0. General Information. The cost of the contractor's lodging and per diem shall be included in the firm fixed price. The cost of aircraft movement to and from the staging location will be included in the fixed firm price. The aforementioned locations above are the staging locations.

Operations will begin and end at these staging locations each day. It is recommended that the aircraft remain at that location through consecutive block times but this is not mandatory.

2.1. Contractor Employee Restrictions. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.

2.1.1. Conflict of Interest. The contractor shall not employ any individual who is an employee of the United States Government if the employment of that individual would create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval of the employment in accordance with DODD 5500-7, Standards of Conduct. In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Air Force Industrial Labor Relations Activities.

2.1.2. Military Personnel. The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours, or deployment. Military reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the contractor’s ability to perform. Their absence at any time shall not constitute an excuse for non-performance under this contract.

2.2. Reporting Requirements. Contractor personnel shall immediately report to an appropriate Government authority any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information.
