21 December 2018 Solicitation no. FA487719QA002 - Combat Medicine and Technical Rescue Specialist Training In regards to the Performance Work Statement:
1. Question: Can we assume we should provide CQB SMEs to support this training?
a. Yes.
2. “All training will take place at the contractor’s owned and operated facility” Question: Can we assume this to mean, “All training will take place at contractor provided facilities?”
a. Yes.
3. Question: Is 200 continuous feet of vertical confined space a hard requirement?
a. Yes, 200 feet is hard requirement.
4. Question: Due to the condensed timeline associated with this RFQ, can we obtain the 7th Edition Pararescue Medical Operations Handbook (October 2018)?
a. No. Contractor needs to already be familiar with the handbook.
5. Question: Is there a standardized schedule that supports the Pararescue Medical Refresher training with the specific 48th RQS Sustainment training requirements? Or should we assume we’ll develop and provide a schedule?
a. The contractor would develop & provide schedule with coordination with the 48th RSQ POC's.
6. Question: Are the cadavers and LTT to be used during the technical rescue portion of the training? Or is the technical rescue portion separate from the medical training? Can a TOM manikin be used for the technical rescue scenarios?
a. No. They are combined. For some possibly a manikin can be used, but not completely replace requirement for cadaver and LTT use.
7. Question: Are perfused cadavers preferred? and/or can regular cadavers be used? Is there a MIR?
a. Regular cadavars should be used FHT fresh human tissue.
8. Question: Can we assume that all students will bring their individual gear and equipment?
a. All Operators will bring 1-3 line tactical gear technical rescue gear. The contractor is expected to provide all listed medical equipment.
9. Question: The period of performance states 8-18 Jan 2019; as a 10-day course is being requested, can we assume the Government is approving training on Saturday (i.e. 12 Jan)?
a. Yes, this is a 10 day training course, scheduled to run throughout the weekend to accomplish the mision requirements. Ie. (22 & 23 January 2019)
