FA487719Q0342 A0001 – EQUIPMENT MANAGER SERVICES
QUESTIONS AND ANSWERS
Question #1: Is there currently an incumbent for this service?
Answer #1: No.
Question #2: Who is the incumbent and their contract number?
Answer #2: No incumbent or contract number.
Question #3: Is a facility clearance required of the company and onsite personnel?
Answer #3: No.
Question #4: In accordance with section 1.2.8.1 Performance Outside of Standard Duty Hours, we understand that this contract is based upon a 40-hour work week. If the equipment manager is requested/required to work additional hours, how will the overtime be calculated/billed to the contract?
Answer #4: Overtime is not authorized in this contract. Overtime is considered any additional hours over 40 hours in the same work week. For example, if the contractor employee works 9 hours on Monday and 8 hours on Tuesday, Wednesday, and Thursday, then they will work 7 hours on Friday of that same week so that total hours worked that week will not exceed 40 hours. If at any time the contractor employee is approaching working over 40 hours, they will notify the Contracting Officer Representative (COR).
Question #5: There was a wage determination included with the documents for this Solicitation, this type of position (Manager) is generally an exempt position. Will the Government consider removing the wage determination/SCA requirement in order to make it more likely to meet all of the position requirements?
Answer #5: No, the government will not remove the wage determination/SCA requirement. The “Equipment Manager” will not manage or supervise any personnel. They will manage the equipment stated in the PWS.
Question #6: Is there a specific format offers must follow?
Answer #6: Yes, please see addendum to FAR 52.212-1 (located on next page below).
Question #7: What is the amount we are to insert for travel to San Diego and travel within Arizona?
Answer #7: The Travel CLINs and subCLINs portion of the bid schedule shall be filled with the dash symbol (“-”).
The Travel CLIN will be negotiated in accordance with Joint Travel Regulation and PWS at time of travel.
Question #8: How is the contractor to price CLIN 0002, 0002AA and 0002AB without specific trip details?
Answer #8: The Travel CLINs and subCLINs portion of the bid schedule shall be filled with the dash symbol (“-”).
The Travel CLIN will be negotiated in accordance with Joint Travel Regulation and PWS at time of travel.
ADDENDUM TO FAR PROVISION 52.212-1, INSTRUCTION TO OFFERORS – COMMERCIAL ITEMS
The Government will award a contract to the responsible offeror whose offer conforms to the solicitation and is the most advantageous to the Government, price and other factors considered. Factors being utilized to evaluate offers are:
Factor 1 – Technical Capability Factor 2 – Price
OFFER PREPARATION INSTRUCTIONS: Provide one (1) electronic offer copy. The offer shall be submitted in two sections: Technical Capability and Price. The Price section will utilize the bid schedule included under section “(v) Schedule of Services” in the Combined Synopsis/Solicitation. The Travel CLINs and subCLINs portion of the bid schedule shall be filled with the dash symbol (“-”). The Travel CLIN will be negotiated at time of travel.
All offers shall be submitted via e-mail to the RFQ POC, SrA Salazar-Alas. The Government will not be responsible for any failure of transmission or receipt of the offer, or any failure of the Offeror to verify receipt of the offer. All offers submitted after the deadline will be considered untimely and ineligible for award.
The offer shall be clear, concise and include sufficient detail for effective evaluation. Responses to this RFQ shall strictly adhere to the requirements set forth in the solicitation. Submissions that do not adhere to format and content requirements may be considered non-compliant. The Government reserves the right to eliminate any such offers from consideration for award.
The offer shall not contain any extraneous information such as advertisements or marketing information.
