Performance Work Statement For

Protestant Chapel Support Services

1.0. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, labor, transportation, supervision, and management to provide Protestant Chapel Support Services for the at Davis-Monthan AFB (DMAFB), AZ. All work hours are at the Governments discretion and are subject to change

The following positions are part of this Performance Work Statement (PWS) for Protestant Chapel Support Services:

Position 1: Protestant Religious Education (RE) Coordinator Position 2: Protestant Music Director Position 3: Protestant Worship Musician Position 4: Gospel Worship Music Director Position 5: Gospel Worship Musician

1.1. GENERAL INFORMATION

1.1.1. Contractor Employee Restrictions. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.

1.1.2. Conflict of Interest. The contractor shall not employ any individual who is an employee of the United States Government if the employment of that individual would create a conflict of interest, nor shall the contractor employ any person who is an employee: of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval of the employment in accordance with Department of Defense Directive (DODD) 5500-7, Standards of Conduct. In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in Air Force Instruction (AFI) 64-106, Air Force Industrial Labor Relations Activities.

1.1.3. Military Personnel. The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours, or deployment. Military reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the contractor’s ability to perform. Their absence al anytime shall not constitute an excuse for non-performance under this contract.

1.1.4. Contractor Employee Conduct. The Government reserves the right to require removal from the installation any contractor employee who endangers persons or property, whose actions are inconsistent with professional conduct, whose continued employment is inconsistent with the interest of military security or who is found to be incapacitated or under the influence of alcohol, drugs, or other substances. Removal of employees for any reason does not relieve the contractor of the requirement to perform services specified herein.

1.1.4.1. Communication. Contractor employees shall maintain open, professional, and respectful communication with military personnel, Government civilian employees, customers, and other contractor employees. Contractor employees are required to identify themselves as a contractor at all times while on the job, (e.g. in the workplace, when attending meetings, when answering Government telephones, in e-mails, or when making phone calls on behalf of the Government).

1.1.5. Safety. The contractor shall comply with all local, state and federal laws and safety regulations. Compliance with OSHA, Davis-Monthan AFB Fire Protection Program, Air Force Occupational Safety, and the Fire Prevention and Health Program, and other applicable laws and regulations for the protection of contractor employees is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the contractor’s compliance or noncompliance with such responsibilities. The contractor is responsible for furnishing contractor employees with all necessary personal protective equipment to perform services.

1.1.7 Security Requirements

1.1.7.1. Criminal History Background Check. The Government will conduct a criminal background check on contractor employees providing services under this contract, using the procedures set forth in the Department of Department of Defense Instruction (DoDI) 140 2.5.

Criminal History Background Checks on Individuals in Child Care Services. Background checks will be based on fingerprints or individual obtained by a Government law enforcement officer and inquiries conducted through the Federal Bureau of Investigation (FBI) and state criminal history repositories.

1.1.7.1.1. Contractor employees may provide contract services prior to completion of background checks, provided the contractor employee is within sight of an individual who has successfully completed a background check.

1.1.7.1.2. Contractor employees have the right to obtain a copy of any background check pertaining to them and to challenge the accuracy and completeness of the information contained in the report. Contractor employees shall contact the Chapel Operations NCOIC, for a copy of the background check and for procedures to challenge the accuracy and completeness of the information in the report.

1.1.7.1.3 If a contractor employee has previously received a background check, the employee shall provide documentation of the background check to the Contracting Officer or their designee. Documents required for proof of recently received background check include FBI fingerprint check and state criminal history check. If the contractor employee cannot provide the documents to the Government, a new criminal background will be conducted by the Government.

1.1.7.2. Starting a Criminal Background Check. To begin the contractor employee background check, the contractor employee shall obtain a Standard Form (SF) 85P, Questionnaire for Public Trust Positions, from the Chapel Operations NCOIC. The contractor employee shall complete the SF 85P, and submit the form, along with their birth certificate, contract number and contract expiration date to the Chapel Operations NCOIC, who will then submit the items to the Wing security manager. The Chapel Operations NCOIC will also provide the contractor employee with the appropriate form for the DoD Common Access Card (CAC), if a CAC is necessary to perform services.

1.1.7.3 Security Background Investigation Maintenance. The contractor must maintain a current security background investigation and notify the chapel with changes with security or background changes to include off-base offenses. The contractor shall also comply with all Air Force Information Assurance (IA) and additional training requirements, in accordance with the DMAFB and chapel.

1.1.7.4. Security Training. All contractor employees shall receive initial and recurring security education training from the sponsoring agency’s security manager. Training must be conducted in accordance with DoD 5200.1-R, Information Security Program, and AFI 31-401, Information Security Program Management.

1.1.7.4.1. Antiterrorism Awareness Training. Level I – Antiterrorism (AT) Awareness Training is available to all contractor employees. Non-Common Access Card (CAC) holders can accomplish Level 1 - AT Awareness Training at https://jkodirect.jten.mil/Atlas2/page/login/Login.jsf. Additionally, contractor employees may contact the 306 RQS Unit Antiterrorism Representative (UATR) to request Antiterrorism Awareness Training material.

1.1.7.5. Reporting Requirements. Contractor employees shall immediately report to an appropriate government authority any information or circumstances of which they are aware that may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified for unclassified defense information.

1.1.7.6. Incident Notification. Contractor personnel with access to a government computer shall update their AtHoc profile with current contact information to ensure receipt of incident notification. Contractor personnel without computer access should be alert for notifications from the base public address system (i.e. Giant Voice). Additional notifications can be received via the Davis Monthan AFB Facebook Page. In the event of an incident, contractor personnel should adhere to the guidance provided in the Antiterrorism Awareness Training.

1.1.7.7. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-government owned vehicles.

1.1.7.7.1. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc., and turn them in to the issuing office.

1.1.7.8. Contractor Travel on DMAFB. Contractor employees shall not loiter in any working area before or after performing services. All contractor employees shall limit their travel on DMAFB only to the specific areas required for performance of services or in travel directly to and from these locations. Upon completion of contract work, contractor employees shall promptly depart DMAFB.

1.1.7.8.1. Traffic Laws. Contractor employees shall comply with base traffic regulations.

Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of cell phones is strictly prohibited while driving on DMAFB. Seat belt use is mandatory for all vehicle occupants.

1.1.7.9. Random Personnel and Vehicle Searches. Contractor employees are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges, debarment from the base, or other administrative action.

1.1.7.10. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor owned vehicle or privately owned while on DMAFB.

1.1.7.11. For Official Use Only (FOUO). The contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. FOUO or FOIA material discovered by the contractor or contractor employees shall not be retained by the contractor and will be surrendered immediately to an appropriate Government authority.

1.1.7.12. Protection of Personally Identifiable Information. Personally Identifiable Information (PII) refers to information that can be used to distinguish or trace an individual’s identity either alone or when combined with other information that is linked or linkable to a specific individual. PII may range from common data elements such as names, addresses, dates of birth, and places of employment, to identity documents, Social Security numbers (SSN) or other government-issued identity, precise location information, medical history, and biometrics.

The contractor shall protect all PII encountered in the performance of services in accordance with Department of Defense Directive 5400.11, Department of Defense Privacy Program, and DoD 5400.11-R, Department of Defense Privacy Program. If a PII breach results from the contractor's violation of the aforementioned policies, the contractor shall bear all notification costs, call-center support costs, and credit monitoring service costs for all individuals who's PII has been compromised.

1.1.7.13. Physical Security. The contractor is responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, the contractor shall ensure all government facilities, equipment, and materials are secured.

1.1.7.14. Illegal Substances. Illegal substance possession and/or use will not be tolerated on any military installation, including DMAFB. The contractor shall ensure contractor employees who have base access do not possess and/or use illegal substances. All contractors and subcontractors are required to adhere to all local, state and federal laws concerning possession and/or use of illegal substances. Contractors found to be in possession of illegal substances will be barred from the installation and subject to arrest and prosecution by local authorities.

1.1.7.15. Illegal Aliens. IAW ACC supplement to AFI 31-101, Integrated Defense, illegal aliens are unauthorized on DMAFB. The contractor shall not hire illegal aliens to perform contract services on DMAFB, nor attempt to bring illegal aliens on the installation. Corrective/ punitive action will be taken against the contractor and the illegal alien(s), if the contractor hires illegal alien(s) to perform contract services on DMAFB.

1.1.7.16. Key Control. The contractor shall establish and implement methods of ensuring all keys issued to the contractor by the Government arc not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government.

The contractor shall immediately report any occurrences of lost or duplicated keys to Wing Chaplain or NCOIC.

1.1.7.16.1. In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the Contracting Officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the contractor.

1.1.7.16.2. The contractor shall prohibit the use of key and/or cipher lock combinations, issued by the government, by any persons other than the contractor's employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.

2.0. Government Provided Property and Services

2.1. Equipment and Supplies. All items required to complete assigned duties will be provided to include: office space, computer, office supplies, shared use of a printer and copier.

2.2. Telephone Services. The Government will provide the use of telephones for the transmission of official Government information only. The contractor shall not use Government telephones to transact personal business. The Government is not responsible for charges for collect calls accepted by contractor employees. Telephone calls are subject to the standard monitoring requirements of the Government telephone network. The use of Government phones by the contractor constitutes consent to monitoring.

2.3. E-Mail Access. If necessary, the Government will provide the contractor with Government e-mail access through the Local Area Network (LAN). The contractor shall use e-mail “for official use only” and in accordance with AFI 17-130, Air Force Cybersecurity Program

Management. The contractor shall not access any other e-mail system on Government computers. The contractor is advised that e-mail use is subject to monitoring.

2.4. Emergency Services. The Government will provide security forces services and fire protection services There are no emergency medical services available on DMAFB, therefore the contractor must dial 911 for emergency medical services. If the contractor dials 911 from a base phone, the contractor must tell the operator they are calling from DMAFB.

2.5. Recycling Program. The Government will provide recycling services and the contractor is required to participate in the base-recycling program.

3.0. APPENDIXES

3.1. Appendix 1 - Position 1

3.1.1. Protestant Religious Education (RE) Coordinator. The Protestant RE Coordinator facilitates the Protestant RE program for the DM AFB Chaplain Corps Protestant Program.

Responsibilities encompass the budgeting, planning, coordinating, advertising, and monitoring of various Protestant RE programs.

3.1.1.1. Qualifications

a. Two years experience work in a similar or related field. A baccalaureate degree is recommended, but not required.

b. Proficient in the use of MicrosoftTM Office applications or become proficient in the use of the Chapel’s computer equipment and software programs within two months of the contract start date.

c. Possess prior experience working with children, ages infant to 18 years old, in a group setting.

d. Possess, or obtain First Aid Training, CPR Training, and Infant CPR Training at no additional cost to the Government. The contractor must provide a proof of training upon request.

e. Be at least 21 years of age.

f. Strong knowledge of Christian (Protestant) faith, practice, and traditions.

g. Ability to maintain healthy, functional interpersonal relationships with co-workers, chapel staff and parishioners. Possess the qualities of integrity, professionalism and positive work ethics.

h. Be fully qualified to perform the required services with minimal direction.

i. Maintain professional standards of conduct and public decorum, including but not limited to, dress and grooming. Maintain a neat, clean and well-groomed professional appearance and conduct yourself in a business-like manner.

j. Ability to work in and be fully conversant with the pluralistic environment of the

U.S. Air Force Chaplain Corps.

k. Must have a mature command of speaking, writing, and reading the English language.

3.1.2. Specific Tasks.

a. Provide administrative support for all Protestant religious programs including but not limited to: selection of curricula and supplies, annual budget submissions, records, reports, and correspondence, events, inventories of curricula, maintain a store of expendable supplies, and submit funds requests as needed in a timely manner.

b. Schedule, plan and conduct special Protestant RE programs. These activities include, but are not limited to: Religious Education, Children’s Ministries, Adult Bible Studies, and Vacation Bible School (VBS).

c. Participate in staff training, meetings, and team building activities that will help facilitate continuity among staff members and chapel programs. Participate in the annual parish planning meetings, monthly Protestant Parish Advisory Council meetings, and monthly or quarterly meetings of the Protestant Ministries Working Group. Comply with mandatory training required for all contractors and maintain current training records. Training includes, but is not limited to internet-based training and chapel off-sites. Participate in such professional and spiritual growth training as the Wing Chaplain or designee may approve and as funding may support.

If funding is available, the contractor may select and attend at least one continuing education/professional development event per year.

d. Assist in the development of an annual Chapel Tithes and Offerings Fund (CTOF) budget, appropriated fund budget, and core religious education curriculum as directed by the Wing Chaplain or Designee.

e. Coordinate and assist Protestant volunteers with the planning and carrying out of events including the preparation and submission of facility use forms and CTOF request forms in accordance with chapel procedures; assist program leaders and laity in ordering goods and services in support of Protestant Religious Education programs.

f. Provide training to teaching staff and volunteers. Review professional religious education curricula and disseminate materials to the teaching staff. Recruit volunteers for the Protestant Religious Education Program. Provide all necessary training materials. Ensure all adults (over the age of 18) who are working with Children prepare the proper Background Investigation forms and provide the forms to the appropriate Chapel staff. Coordinate special religious education and Sunday school events. Select and recruit volunteers for special programs, and events coordinated with Wing Chaplain through the religious education chaplain. Provide teacher-training workshops/events as required. Provide orientation to new volunteers in the area of facilities, funding, policies, and resources, while presenting follow up training and education in coordination with the Wing Chaplain and RE Chaplain. Serve as a resource advisor to the children’s church program. Train volunteer staff as needed, and supervise this ministry.

g. Ensure volunteers receive recognition and support for their work. Organize an annual Protestant Religious Volunteer Appreciation Event.

h. Keep proper records of attendance, volunteer worker’s time and financial expenditures. Compile weekly, monthly and annual statistics related to the program(s), when requested.

i. Draft publicity for Protestant Religious programs as requested by the Wing

Chaplain or Protestant chaplain advisors. Work with chapel support staff to submit information pertaining to the Protestant community for the base paper, chapel and base marquees, and other publicity venues. All publicity needs to be approved by the Wing Chaplain.

j. Submit after-action reports on special events/programs as required.

k. Assist in the preparation of Major Command and directed inspections.

l. Account for security and cleanliness of all facilities utilized in conjunction with any Protestant RE programs.

m. Consider and implement creative Sunday school promotion activities.

Review, select and submit the religious education various requirements determining curricula needs. The Wing Chaplain approves all Religious Education programs, events, publicity, literature and curriculum ensuring that is meet the needs of the community and does not denigrate any religious group.

n. Maintain the Protestant library collection.

o. Perform as the resource person, advisor, and coordinator of religious education for the Protestant Parish; being responsible for planning, promoting, and implementing a comprehensive and unified Christian education program at the chapel.

p. Oversee the weekly education programs including, but not limited to: unlocking and locking classrooms, preparing and distributing materials, arranging and maintain on-site storage (as necessary), coordinating facility ability and arrangements. Visit each RE class at least once per quarter, or as requested by volunteer staff providing assistance where necessary and ensuring a well-balanced educational approach.

q. Maintain Protestant religious education files and submit attendance reports to chapel staff as needed. Maintain a current roster of volunteer education staff, ensuring all volunteer staff are aware of local safety requirements.

r. Ensure timely follow up contact is made with all education program visitors and absentee members.

s. Assist in other areas of religious education within the Protestant parish programs as needed and requested with the Wing Chaplain through the religious education chaplain.

3.1.3. Hours of Operation. The contractor shall coordinate with the Wing Chaplain or designee the hours of operation at the as necessary.

3.1.4. Substitute Personnel. The contractor is responsible for continuous contract performance throughout the contract period of performance. The contractor shall notify the Wing Chaplain or designated representative of any absences and, if absent, will arrange to accomplish Protestant RE Coordinator tasks at other times or provide a substitute of equal or higher qualifications. If a substitute becomes necessary, candidates must meet all Parish Coordinator qualifications. The Government reserves the right to refuse any candidate it feels does not meet all required qualifications. The contractor is responsible for payment of any planned absences.

3.2. Appendix 2 - Position 2

3.2.1. Protestant Music Director. The Protestant Music Director shall provide for a comprehensive choral music ministry and associated programming, including all necessary music direction, and necessary advertising coordinated with responsible chaplain or chapel administrative staff.

3.2.1.1. Qualifications

a. Three to five years experience as a choir director, with musical background is desirable.

b. The ability to read and direct music with emphasis in the “contemporary” worship tradition.

c. Experience in application of music in a church or chapel setting, current technical skills are required.

d. Must have a mature command of speaking, writing, and reading the English language.

3.2.1.2. Desired Experience

a. Pianist, organist, and choir experience in church or chapel setting.

b. The ability to read and transpose music.

c. Knowledge and understanding of the various forms of music used in different Protestant worship settings.

d. The ability to work with individuals from different denominational backgrounds.

3.2.1.3. Additional Responsibilities

a. Provide musical worship for the entire service, from prelude to postlude for each service. Protestant contemporary worship services are held every Sunday at 9:45 a.m. in the

b. Provide for a comprehensive choral music ministry.

c. Coordinate all musical activities with the chapel staff, utilizing proper chapel forms when necessary, and verifying that proposed activities are included in the chapel calendar.

d. Perform custodial responsibilities for musical supplies such as songbooks, sheet music, etc.

e. Total maximum sessions are 52 Sunday performances, 52 regular weekly rehearsals and 12 specials (Holy Days, rehearsals, special events/activities) for a total maximum of 116 sessions.

f. Arrive no later than thirty minutes prior to the worship service in order to meet with the chaplain in charge of the service to review the order of worship, direct the choir during warm-up, and ensure any other musical needs are met.

g. Lead all hymns and worship songs for congregational singing

h. Recruit adult choir members and participation from the parish.

i. Direct the adult choir during the worship service.

j. Direct the adult choir during choir rehearsals. Rehearsals shall be at least 1 hour in duration.

k. Prepare the adult choir for special seasonal presentations, such as Christmas cantatas and Easter programs.

l. Provide inputs for advertising of seasonal or special musical programming.

m. Maintain good care and custody of Chapel property.

n. Conform to written policies and guidance by Government personnel regarding building, real property and personnel security. The contractor shall submit written requests for any facility, equipment, or supply needs to the Chapel Non- Commissioned Officer in Charge (NCOIC), and use established Chapel procedures/forms and avenues of communication and coordination.

o. Comply with copyright laws.

3.2.1.5. Musical Selections. The Protestant Music Director shall organize all choral selections and coordinate such selections with the accompanist/s (if assigned) and provide direction to choir members. The selections chosen by the contractor shall be appropriate church music for the type of worship service being conducted, and related to the church season when possible. The chaplain responsible for the service will confirm all congregational hymns and is the approval authority for all music selections.

3.2.1.6. Rehearsals. The Protestant Music Director shall meet, at a minimum, once monthly with the Contemporary Worship Chaplain for purposes of coordinating the musical program.

Weekly rehearsals must be at least 1 hour in duration. The praise team warm-up time prior to a service is considered part of the service.

3.2.1.7. Substitutions. The contractor shall find a substitute if the Protestant Music Director cannot perform services. The substitute shall meet the qualification requirements in this PWS, and the substitute’s musical ability must be acceptable to the Wing Chaplain. The contractor shall provide at least 24-hours notice of the substitution to the Wing Chaplain or his/her designee prior to the scheduled service or function, when possible.

3.3. Appendix 3 - Position 3

3.3.1. Protestant Worship Musician Accompanist. The Protestant Worship Musician Accompanist shall perform Protestant Contemporary musical services for congregational singing, for Protestant services. Protestant contemporary worship services are held every Sunday at 9:45 a.m. in the Hope Chapel.

3.3.1.1 Qualifications

a. Ability to play keyboard, piano or organ as needed.

b. Ability to read and direct music.

c. A minimum of two years’ experience playing music and current technical skills.

d. Organist/Pianist/Choir Accompanist experience in church or chapel setting.

e. Ability to transpose music is desired, but not required.

f. Knowledge and understanding of the various forms of music used in different Protestant worship settings.

g. Ability to work with individuals from different denominational backgrounds.

h. Experience in application of music in church setting.

i. Must have a mature command of speaking, writing, and reading the English language.

3.3.1.2. Specific Tasks

a. Music worship for the entire service, from prelude to postlude for each service.

b. Provide a comprehensive choral music ministry.

c. Coordinate all musical activities with the chapel staff, utilize proper chapel forms when necessary, and verify that proposed activities are included in the chapel calendar.

d. Perform custodial responsibilities for musical supplies such as songbooks, sheet music, etc.

e. Arrive no later than thirty minutes prior to each worship service in order to meet with the Music Director, accompany the choir during warm-up, and ensure any other musical needs are met.

f. Weekly rehearsals, separate from Sunday services, which shall be at least 60 minutes in duration. The praise team warm-up time prior to a service are considered part of the service.

g. Meet regularly, with the Music Director to coordinate the musical program.

h. Maintain good care and custody of Chapel property.

i. Conform to written policies and guidance by Government personnel regarding building, real property and personnel security. The contractor shall submit written requests for any facility, equipment, or supply needs to the Protestant Chaplain or Coordinator, and use established Chapel procedures/forms and avenues of communication and coordination.

j. Comply with copyright laws, and ensure Davis-Monthan Chapel’s Christian

Copyright Licensing International (CCLI) is presented with music selections.

3.3.1.3. Musical Selections. The Protestant Worship Musician Accompanist shall organize all choral selections and coordinate such selections with the Music Director and provide direction to choir members. The selections chosen by the accompanist shall be appropriate church music for the type of worship service being conducted, and related to the church season when possible. The chaplain responsible for the service will confirm all congregational hymns and is the approval authority for all music selections.

3.3.1.4. Number of Sessions. The total maximum sessions the accompanist shall provide are 52 Sunday performances, 52 regular weekly rehearsals, and 12 special sessions (Holy Days, rehearsals, special events/activities), for a total maximum of 116 sessions. Each session is considered a unit, and payment will be based on the number of units actually performed.

3.3.1.5. Substitute. The contractor shall find a substitute if the Protestant Worship Musician Accompanist cannot perform services. The substitute shall meet the qualification requirements in this PWS, and the substitute’s musical ability must be acceptable to the Wing Chaplain, or designee. The Government reserves the right to refuse any substitute candidate if the candidate does not meet all required qualifications.

3.3.1.6. Planned Absences. The accompanist shall provide a two-week notice of planned absences when possible, but no later than a 24-hours’ notice of the substitution to the Wing Chaplain, or designee, prior to the scheduled service or function.

3.4. Appendix 4 - Position 4

3.4.1. Gospel Worship Music Director. The Gospel Worship Music Director will provide services for the Protestant Gospel Community worship services, held every Sunday at 11:30 a.m., at the Hope Chapel, on DMAFB. The Music Director for the Gospel Service acts as a choir director providing the leadership, planning, instruction, and musical expertise to deliver a vibrant music experience for the congregants. The Music Director, after coordination with the assigned chaplain and accompanist, uses selections made from musical compositions which form part of the Protestant Gospel tradition, varying from traditional to contemporary, and in keeping with the norms of this tradition.

3.4.1.1 Qualifications

a. Possess the ability to sight read music and lead choral and congregational singing.

b. The ability to work in collaboration with volunteers, accompanist, and chaplain assigned to the Gospel worship service in the rehearsal and performance of music, including the solicitation of players of other musical instruments, such as strings, woodwinds, brass or percussion, as well as vocalists.

c. Possess an understanding of Gospel liturgy and see music as integral to the celebration of the rites of the Church; be able to foster participation in those rites through song; and possess good organizational and communication skills.

d. Possess and maintain a balanced repertoire (traditional to contemporary) and be well grounded in the development of Protestant Gospel worship music and liturgical rubrics.

e. Must have a mature command of speaking, writing, and reading the English language.

f. Maintain a neat, clean and well-groomed professional appearance and conduct yourself in a business-like manner.

3.4.1.2 Specific Tasks

a. Select music to be used in the worship services.

b. Order and distribute sheet music to choir members, keeping within copyright infringement laws. Music taken from the files shall be replaced properly and promptly when finished.

c. Provide a written list of music selections to the assigned chaplain of the

Protestant Gospel worship service, or designee, at least one month in advance.

All selections are subject to the approval of the Wing Chaplain, or designee.

d. Recruit, train, and rehearse all current and new choir members.

e. Meet regularly with the assigned chaplain and Protestant Parish Coordinator for general planning and leadership of the music program.

f. Weekly rehearsals, separate from Sunday services, and an estimated 12 additional services to be determined by the liturgical year of the Church and special holidays.

Warm up time prior to a service is considered part of the service and not a separate rehearsal.

g. Strive to attend all parish advisory council meetings and all other choir related meetings. The contractor shall notify the Protestant Parish Coordinator if unable to attend.

h. Attend a formal training session on the Sound System, become familiar with the chapel(s) sound systems, and be able to operate and turn on/off the sound system(s).

i. Maintain professional proficiency. Any personal practice time is at no additional cost to the Government.

j. Performance – services will include a 15 to 30-minute warm up session before the worship service, and performance for the Gospel worship service itself of generally one, but no more than two hours.

k. Weekly rehearsals, separate from Sunday services, will be conducted with the

Gospel Worship Accompanist and the choir, lasting at least 60 minutes in duration. The choir warm-up time prior to a worship service is considered part of the service.

The substitute shall meet the qualification requirements in this PWS, and the substitute’s musical ability must be acceptable to the Wing Chaplain, or the Gospel Worship Service Chaplain. The contractor shall provide at least 24-hours notice of the substitution to the Gospel Worship Service Chaplain, or designee, prior to the scheduled service or function, when possible.

a. Ability to read music and current technical skills.

b. A minimum of two years experience as a piano/organ accompanist, with musical background is desirable.

c. Must have a mature command of speaking, writing, and reading the English language

3.5.1.2 Desired Experience

a. Pianist, organist, and choir accompanist experience in church or chapel setting.

b. Ability to transpose music.

c. Knowledge and understanding of the various forms of music used in a Gospel worship setting.

d. Ability to work with individuals from different denominational backgrounds, experience in application of music in a church setting.

3.5.1.3 Specific Tasks

a. Musical worship performance for the entire worship service, from prelude to postlude for the Gospel worship services. Arrive no later than thirty minutes prior to worship services.

b. Collaborate with the Gospel Worship Music Coordinator and/or the Gospel Service

Chaplain to ensure that all musical needs are met.

c. Weekly rehearsals, separate from Sunday services, will be conducted with the Gospel Worship Music Coordinator and the choir lasting at least 60 minutes in duration. The choir warm-up time prior to a worship service is considered part of the service.

d. Rehearse with the choir for special seasonal presentations, such as Christmas cantatas and Easter programs

e. Maintain good care and custody of Chapel property, and conforming to written policies and verbal direction by military authorities regarding building, real property and personnel security. Any facility, equipment, or supply faults or needs will be submitted in written form using established Chapel procedures/forms and avenues of communication and coordination.

f. Work closely with the Gospel Service Music Coordinator and/or Chaplain to support off-base engagements as needed.

g. Comply with copyright laws.
