Section A: General Contract Information

Contracting Activity: 355th Contracting Squadron

Project/Program Name: 12th AF DX-8 Destroyer

Purchase Request/Identification Number: F1PT2B8166AW01

Estimated Contract Cost (including Options): $92,100.00

Section B: Description of the Supplies/Services Required

IAW FAR 13.106-1(b)(1), Brand Name Justification.

The 12th AF requires the purchase of one (1) DX-8 Destroyer and one (1) LM-1 Degausser. The shredder and degausser must be on the Evaluated Products Lists (EPL) from the National Security Agency (NSA). The Shredder must fall on the ELP for Hard Disk Destruction (HDD), while the degausser must fall on the EPL for degausser.

The DX-8 Destroyer is paired with a LM-1 Degausser to fully complete a degausser system. The DX-8 Destroyer is designed for simple, quiet, and reliable operation. Within seconds, a hard drive is crushed in a waffle-like pattern which breaks and shatters media platters inside the drive. The mangled remnants drop into the waste bin for easy recycling and disposal. The DX-8 Destroyer is built to last with crushing components that resist chipping and dulling. Unlike traditional hard drive shredders, there are no parts to sharpen, oil or constantly replace. This provides uninterrupted operation, reducing down time and maintenance costs.

The LM-1 degaussing machine uses a conveyor belt system that provides rapid, continuous erasure with a throughput of up to 1,300 tapes or hard disk drives per hour. Simply turn it on and place the media on the moving belt. The tape or hard disk drive (HDD) is pulled inside the degausser where it passes a shielded permanent magnet that completely sanitizes the media and drops it into your bin for recycling or disposal.

Section C: Justification for Soliciting from a Single Source or Brand Name

The NSA has two (2) EPL's, one (1) for hard drive destruction (EPL-HHD) and one (1) degaussers (EPL- Degausser). Both the DX-8 Destroyer and LM-1 Degausser are on there EPL for authorized use. Being on these lists, states that the have met the applicable National Security Agency / Central Security Service (NSA/CSS)

Section D: Efforts to Obtain Competition

355 CONS was able to find one known vendor that can provide this requirement, this is a brand name justification document.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

All Shredders and Degaussers need to be listed on theses EPL's to be compliant with the Defense Intelligence (DIA), Department of Defense (DoD), and Air Force Manuals (AFMAN) and hence the ability to preclude future brand name awards for similar purchases are out of the control of 355 CONS.
