Limited Sources Justification & Approval
III. Description of supplies/services required to meet agency needs.
The 68th RQS requests airlift services to meet their ongoing training requirements. Forty-three (43) hours of interstate airlift services are required for intermittent dates defined within the Performance Work Statement (PWS) from 25 March 2018 - 28 October 2018.
IV. Statutory authority permitting Other than Full and Open Competition.
FAR Subpart 13.5 - Simplified Procedures for Certain Commercial Items
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
AFI 11-410, Personnel Parachute Operations, paragraph 8.3, Private and Commercial Aircraft, directs that active members on parachute status may perform parachute jumps in accordance with DoDI 4500.53, DoD Commercial Air Transportation Quality and Safety Review Program. These commercial operators must be inspected biannually by a Military Department (MILDEP) inspector if the department is conducting its own inspections. Only inspectors from MILDEPs that have been trained by the DoD Commercial Airlift Division or personnel trained by service-designated trainers will be used. For the DoD, these inspected and approved operators are documented on the Paratroop Commercial Operator Listing maintained by HQ AMC/A3B at Scott AFB, IL.
Per DoDI 4500.53 Enclosure 6, certified carriers approved by the Commercial Aviation Review Board (CARB) shall be used for all DoD interstate airdrop operations.
It is in the best interest of the government to utilize commercial operators, inspected and approved by the CARB and the MILDEP designated approval authority and listed on the Paratroop Commercial Operator Listing. This is required to meet DoD and Air Force regulation as well as generate competition, determine the price as fair and reasonable, and ensure the utmost safety standards are upheld for military personnel while conducting parachute operations.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
To promote competition we will be soliciting from CARB approved carriers the Paratroop Commercial Operator Listing. This ensures we receive the greatest competition while meeting the requirements of AFI 11-410 and DoDI 4500.53.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
All offers received in response to the posted solicitation will be evaluated based on technical acceptability and price. Offers will be compared against other competitive quotes received and previous government acquisition history.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research for this requirement included a review of previous acquisition history that indicated that requirements for this and other similar training had identified and utilized authorized carriers from the Paratroop Commercial Operator Listing.
IX. Any other facts supporting the use of Other Than Full and Open Competition.

Two vendors are capable of providing this service: Rampart Aviation and AAR Airlift. Both expressed interest in quoting on this requirement.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The goal of the 355th Contracting Squadron is to utilize the most efficient and affordable services in an effort to meet the customer's needs in a timely manner. The unit is always looking for additional vendors via the internet, previous acquisition history research, and known sources such as the most current approved list for Paratroop Commercial Operation.
