I. Contracting Activity.

355 CONS

II. Nature and/or description of the action being processed.

A one-time Firm Fixed Price (FFP) contract to include a Brand Name Justification & Approval is contemplated to procure four

(4) Christie Projectors and four (4) Christie Projector Lenses. The sufficient pricing data and history available permits realistic estimates of the probable cost.

III. Description of supplies/services required to meet agency needs.

CLIN 0001 - (QTY: 4/EA) Christie Digital Systems M Series Projectors with WU12K-M/3-DLP, WUXGA, 10,500 ANSI Lumens (11550 Center), 350w dual-lamps, 1900 x 1200 resolution

CLIN 0002 - (QTY: 4 EA) Christie Digital Systems Projector Lenses, ILS 4.5-7.3SX+/4.1-6.9HD GSA Lens/ ILS 4.57-7.3SX +/4.1-6.9HD/ J Series ILS Lenses

IV. Statutory authority permitting Other than Full and Open Competition.

In accordance with FAR 6.302-1(a) - (Citation: 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1)), "When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for."

Additionally, 6.302-1(a)(2)(ii) states "Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would results in --" 6.302-1(a)(2)(ii)(A) "Substantial duplication of cost to the Government that is not expected to be recovered through competition, or" 6.302-1(a)(2)(ii)(B) "Unacceptable delays in fulfilling the agency's requirements. (See 10 U.S.C. 2304(d)(1)(B).)"

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Christie Projectors, specifically the M Series with WU12K-M/3-DLP, WUXGA, currently meet the AFSOUTH/612 ACOMS mission requirements in the Air Operations Center (AOC). The AOC is programed to be compatible with only the Christie Brand of projectors. Utilizing a different brand would require the government to spend about an extra $3K to reprogram the AOC system. Additionally, the AOC would be down for about 36-48 hours for reprogramming maintenance. This would severely limit AFSOUTH/612 ACOMS mission capabilities.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Market research was conducted to allow for adequate competition. Results identified multiple small businesses that can provide the requirement. Additionally, the J&A for other than full and open competition notification will be posted to FedBizOps to allow for other interested parties the opportunity to object and/or submit an acceptable proposal.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research included searches via available resources to include EZQuery, FPDS-NG, FAR mandatory sources and previous government acquisition history. Results returned small businesses that have the capability and interest in meeting the requirement. Specifically, seven (7) small businesses have expressed interest in meeting the requirement.

The goal of the 355th Contracting Squadron is to utilize the most efficient and affordable services and supplies in an effort to meet the customer's needs in a timely manner. The organization conducts continuous outreach to identify additional vendors via the available resources and previous acquisition history research.
