I. Contracting Activity.

II. Nature and/or description of the action being processed.

A firm fixed price purchase order is anticipated to be awarded for 18 3,000 Pounds per Square Inch Gauge (PSIG) Jump Bottle/Parachutist Bailout System for Guardian Angel Weapon System (GAWS) to provide additional oxygen for High Altitude Low Opening (HALO) missions and operational jumps operating at a ceiling of 35,000 feet.

Manufactured by Carleton/Cobham Technologies "Phantom Oxygen System" B47210-1.

III. Description of supplies/services required to meet agency needs.

(FAR 6.303-2(b) (3); AFFARS MP5306.304; AFI 11-410 (4.4.1)). Parachutist rescue bottles must be self-contained, have universal compatibility, operate at 35,000 feet ceiling with temperatures of -65 to 120 F, humidity to 0-100% non-condensing and provide a capacity of 3,000 PSIG. The bottle must be a carbon fiber wrapped, aluminum lined composite, includes an automatic shutoff feature when connected to console and outlet fitting must have quick disconnect socket for both mask and console. The hose assembly should come standard with jump bottle, be 36 inches, flexible and also can connect to console and or other mask systems. Ensure the parachutist bailout system is compatible with current equipment and other accessories manufactured by Carleton Technologies.

IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.

FAR Part 13.501(a) permits for the solicitation for a brand name item that exceeds the simplified acquisition threshold. The requiring activity has documented the need for a Jump Bottle/Parachute Bailout System that must be compatible with existing rescue operation equipment. The brand Carleton/Cobham Technologies provides a system that has been tested and fielded by Air Force agencies (Air Combat Command and Air Force Space Command) in their rescue and recovery operations. This brand name acquisition of Phantom Oxygen Systems B47210-1 is on the Air Force Approve For Use List (AFUL) and is IAW Air Force Instruction (AFI) 11-410, Personnel Parachute Operations, paragraph 4.4.1.

V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with

FAR 8.404(d).

Prices will be determined fair and reasonable by market research and comparison with prices found reasonable for similar items. (FAR 13.106-3(a)(2)(i-iv)).

VI. Description of the market research conducted and the results, or explain why market research was not conducted.

Market research was conducted to allow for adequate competition. Results identified one small and other than small business that can procure the requirement. Additionally, the J&A for other than full and competition notification will be posted with the solicitation.

VII. Other facts supporting the justification.

VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.

For any future requirements, the government will post special notices requesting information to evaluate changes in market conditions and other potential sources (FAR 6.303-2(b)(11)). This item will be solicited as brand name due to AFI 11-410 directives. AFI 11-410 provides a means for vendors who wish to add equipment items to the AFUL.
