Section B: Description of the Supplies/Services Required

Section C: Justification for Soliciting from a Single Source
IAW FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Summit Oxygen International Ltd. is the only manufacturer of the HASOS oxygen system (company located in the United Kingdom), and Progressive Industries Inc. is the only distributor in the U.S.A. For this requirement, IAW AFTTP 3-3 Guardian Angel, 8.5.5 Environmental Effects on Equipment and Personnel; describes the effects of high altitude operations on personnel and the dangers there within, thus justify the need for supplementary oxygen in conjunction with/without altitude medications and acclimatization times. Rescue teams are not always afforded the time to pre-medicate or acclimatize prior to operations at altitude making this requirement even more critical. IAW Pararescue medical handbook, the effects of Hypoxia and High Altitude Illnesses are described when personnel are operating at high altitudes, thus providing the medical need to treat, prevent or delay the onset by using an oxygen system. The parent Major Command (MAJCOM) originally addressed the need and provided the unit with this specific supplementary oxygen and placed the requirement within the Unit Type Code (UTC). The unit is required to have this within the mandatory UTC equipment. Although they are not listed by name within the UTC, the kit subcomponents were built off of this specific high altitude oxygen system components.
Section D: Efforts to Obtain Competition
Air Force Approved for use list from HQ USAF/A30S, was located and searched for similar oxygen items. The PHAOS and Phantom systems are similar oxygen systems from two different manufacturers for potential competition. However, they are both for Halo and airborne jumping type missions, while the HASOS is for High Altitude Mountain rescue and operations. The HASOS is the only product that meets the UTC requirement for Guardian Angel's as listed above. Additionally, the Guardian Angels are already trained on this system and already have several units procured for them by ACC. To buy any other product would not only be inconsistent with their UTC requirements, but would also require all Air Force Guardian Angels to be trained on multiple systems each time someone purchases a new system anywhere in the Air Force. This is not reasonable or practical as many of their deployment taskings are short notice.
Additionally, by keeping all Oxygen systems uniform, all Guardian Angel units can interchange parts at a moment's notice if needed.
Section E: Steps to Preclude Future Single Source Awards
It is the goal of the 355th Contracting Squadron to utilize the most efficient and affordable items in an effort to meet the customer's needs in a timely manner. Summit Oxygen International Ltd. is the only manufacturer of the HASOS oxygen system, and Progressive Industries Inc. is the only distributor in the U.S.A. If additional authorized dealers are identified and capable of supplying the requested items, contact will be made for potential competition.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
