I. Contracting Activity.

355th Contracting Squadron

II. Nature and/or description of the action being processed.

A one-time Firm Fixed Price (FFP) contract to include a Brand Name Justification & Approval is contemplated to procure TruLink Wireless Intercommunication Systems. The sufficient pricing data and history available permits realistic estimates of the probable cost.

III. Description of supplies/services required to meet agency needs.

IV. Statutory authority permitting Other than Full and Open Competition.

IAW FAR 6.302-1 and 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1), When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

As a result of the Air Combat Command Project 07-196R, Operational Utility Evaluation at the Air Force Reserve Test Center assessed the effectiveness and suitability of the TruLink system on A-10 aircraft. Air Force Life Cycle Management has confirmed the TruLink Wireless Intercommunication System is approved for all A-10 units per the Air National Guard and Air Force Reserve Command Test Center. TruLink will replace all equivalent existing communication cord and headset used during maintenance operations requiring interphone communications.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Market research was conducted to allow for adequate competition. The TruLink Wireless Intercommunication System is available though GSA Advantage, however, the requested part numbers are only available through the system manufacturer, Telephonics Corp. There are local businesses in Arizona who can provide this requirement, consequently creating greater competition. The local vendors include Indigenous Communication Enterprise, iT1 Federal Team Alpha, and Metis Arizona.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Offers will be evaluated by technical acceptability and price.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was conducted through EZQuery, GSA Advantage, and SBA's small business dynamic search. EZQuery

Page 3 of 3Updated: 15 Mar 16 reveals that similar requirements with the same line items have been procured recently by Dyass AFB. Although the requirement is available through GSA Advantage, a solicitation though eBuy would not obtain adequate competition. SBA's small business dynamic search revealed at least three Arizona vendors who can supply the requested items.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

X. List of sources, if any, that expressed interest in the acquisition.

Sources that are capable of meeting the requirement include: Indigenous Communication Enterprise, iT1 Federal Team Alpha, and Metis Arizona.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The goal of the 355th Contracting Squadron is to utilize the most efficient and affordable services in an effort to meet the customer's needs in a timely manner. The unit is always looking for additional vendors via the available resources and previous acquisition history research.
