II. Nature and/or description of the action being processed.

Brand Name Requirement for Snap-On tools for the 924th FG.

III. Description of supplies/services required to meet agency needs.

10 U.S.C. 2304 and Federal Acquisition Regulation 6.302-1(c), Brand Name Requirements.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

IAW FAR 6.302-1, a Brand Name solicitation is needed because no other brand of replacement parts will satisfy agency requirements. The Snap-On brand of hand tools will adapt to the existing foam cutouts per tool box. There are currently no other hand tools identified that could be adapted to the existing foam cutouts per tool boxes. Therefore, purchasing any other brand would cause us to repurchase all the new foam pads, being much more expensive. We currently have 60 total tool boxes that would cost more to replace the foam than the cost of the tools.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Competition will be provided as there are at least 3 distributors of the required items: Williams Industrial Supply Inc, Midland Supply Inc, and Timber Edge Machine Inc.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

A price fair and reasonable determination will be made by comparing the competitive prices received from any authorized distributors of the Snap-On tools during this acquisition. If only one quote is received, comparison with prior acquisitions for these items will be made.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market Research has been conducted on this requirement and three businesses have confirmed capability to supply the requirement. All three companies are small businesses.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

X. List of sources, if any, that expressed interest in the acquisition.

Williams Industrial Supply Inc, Midland Supply Inc, and Timber Edge Machine Inc have been identified as sources capable of providing the required supplies. An RFQ will be posted via FedBizOps

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

It is the goal of the 355 Contracting Squadron to utilize the most efficient and affordable services in an effort to meet the customer's needs in a timely manner. As we encounter similar future requirements, the 355th Contracting Squadron will continue to pursue alternative manufacturers to procure these items
