Performance Work Statement for

High Altitude High Open/Canopy Control Training Services

1.0. Description of Services

1.1. Basic Services. The contractor shall provide one (1) x fifteen (15) day course of instruction for a maximum of sixteen (16) x 48th Rescue Squadron personnel. The overall intent of the training is to give the 48 RQS operators the ability to understand the mechanics; methodology and Tacticts Technique Procedures (TTP) of conducting tactical High Altitude High Open (HAHO) operations on multiple unknown/unmarked drop zones as a team. The training shall encompass planning, mission preparation and execution of such operations and give a solid understanding of what is needed to conduct HAHOs in a combat environment.

1.1.1. The contractor shall provide tandem refresher training consisting of up to 4 tandem qualified students and shall occur during the academic/week #1 of training at Eloy, AZ. Ground training shall consist of classes going over: system capabilities, limitations, safety considerations, emergency procedures and TTP's associated with passenger & Military Tandem Tethered Bundle (MTTB) operations. Airborne training shall incorporate jump refresher out of a sky van at Eloy consisting of: day passenger slick, day passenger full combat equipment, day MTTB slick and day MTTB full combat equipment.

1.1.2. The contractor shall provide six (6) x Federal Aviation Association (FAA) certified riggers qualified in the Special Operations Vector (SOV) III, Military Free Fall (MFF) & Double Bag Static Line (DBSL) configurations and military tandem rigs, in/around Parker, Arizona for the duration of the flight portion of this training course, and shall remain until all parachutes are packed at the end of the course. The FAA certified riggers shall initially pack and then repack all mains and reserve (as required) parachutes, estimated four-hundred twenty (420) pack jobs, throughout the duration of the training according to the established training schedule. All parachutes shall be returned to the 48th RQS packed by the contracted FAA riggers and jump ready.

1.2. Course General Topics

a. HAHO grouping and canopy control

b. Night Vision Googles (NVG) Emergency Procedures (EP) via vertical wind tunnel

c. Advanced aerial navigation

d. Rig an electronic navigation board system for MFF/DBSL operations

e. Program an electronic navigation board system for MFF/DBSL operations

f. Compute the High Altitude Release Point (HARP) for a HAHO operation utilizing electronic navigation equipment

g. Specialized weapons and equipment rigging

h. Perform Jump Master Personel Insepction (JMPI) on an MFF/DBSL Parachutist

i. NVG Rigging and Employment

j. Perform MFF/DBSL operations with NVGs, special weapons & equipment and portable O2 system

k. Perform an MFF/DBSL HAHO parachute jump utilizing electronic navigation & combat equipment

l. Operate the electronic navigation system while under canopy

m. Maneuver ram air canopy to designated point on the drop zone utilizing electronic navigation equipment

n. Perform a blind drop for a MFF/DBSL operation

o. Jump Master (JM)/Pilot coordination

p. Rough Terrain Landing

1.3. Course Description. The contractor shall provide training that will give the 48th the ability to understand the mechanics; methodology and TTPs of conducting tactical HAHO operations on multiple unknown/unmarked drop zones as a team. The training will encompass planning, mission preparation and execution of such operations and give a solid understanding of what is needed to conduct HAHOs in a combat environment.

1.4. Special Qualifications

1.4.1. The instructors shall have extensive knowledge in Military Free Fall HAHO NVG operations. The instructors shall also be familiar with Air Force Manual (AFMAN) 11-411, Special Forces Military Free-Fall Operations, AFMAN 11-420, Static Line Parachuting Techniques and Tactics, Air Force Instruction (AFI) 13-217, Drop Zone and Landing Zone Operations and AFI 11-410 Air Combat Command Supplement, Personnel Parachute Operations.

They shall also have over 10 years of experience in special operations, and have prior experience instructing special operations forces. Additionally, instructors should hold, as a minimum, Static Line (SL) and MFF/DBSL JM rating. Instructors must be proficient and capable to utilize military parachutes such as the SOV-3 and Raider Intruder parachute systems.

1.4.2. In accordance with AFI 11-410, Paragraph 8.7.2, “US citizens not covered by the Federal Employees’ Compensation Act (FECA) must sign the hold harmless agreement contained in Attachment 4. US citizens who are not employed by the Department of Defense (DoD) must be members of the United States Parachute Association, possess a D-license, and be certified for the skill being accomplished. At no time will the scope of operations exceed the parachutist’s certifications or guidelines, as they apply to the jumper.”

1.4.3. The contractor shall provide signed copies of hold harmless agreements, United States Parachute Association (USPA) license and qualification certificates not later than 5 days prior to commencing airborne operations

1.4.4. Authorized Trainers. Reference AFMAN 11-411, “The initial train the trainer qualifications will be done by soldiers who have completed the tactical infiltration course at Yuma proving ground (completion dates inclusive from January 2010) or through members of the MFF/DBSL school tactical application detachment. Once initial training throughout the force has commenced, any current MFF/DBSL jumpmaster who has completed the approved NVG training support package may administer MFF/DBSL/NVG training.”

1.4.5. Rigger Qualifications. FAA certified rigger qualifications shall meet the special qualifications and provide the following:

a. All civilian riggers will be current FAA certified riggers with credentials verified by the Aircrew Flight Equipment (AFE) technician on site.

b. All civilian riggers will be qualified in the SOV III (MFF & DBSL configurations).

c. All civilian riggers will be familiar with and follow applicable military technical data for that parachute system in which they are repacking.

1.5. Specific Tasks And Period of Performance

1.5.1. Itinerary. The following is a detailed course itinerary: Note that some deviations from the itinerary may occur due to time, personnel, or environmental limitations.

a. Day 1-5: Introduction to rigging of weapons, equipment, oxygen and NVGs. Followed by instruction to computer and Global Positioning System (GPS) advanced navigational aids. As well as instruction on HAHO canopy control, stacking, grouping, communication and NVG Emergency Procedures. Additionally, how to perform JMPIs, pilot briefs and demonstrate NVG EPs via vertical wind tunnel. Lastly, conduct JM duties, pilot coordination and Military plan and execution with NVG MFF/DBSL HAHO operations.

b. Day 6 -10: Perform Day MFF/DBSL NVG upgrade training consisting of slick, equipment, oxygen and NVG jumps. Estimated two jumps daily, unless weather or any other unforeseen safety factors are present.

c. Day 11-15: Perform Night MFF/DBSL NVG upgrade training consisting of slick, equipment, oxygen and NVG jumps. Estimated two jumps daily, unless weather or any other unforeseen safety factors are present.

1.5.2. Period of Performance. The following is the period of performance for the course of instruction: Note that some deviations from the itinerary may occur due to time, personnel, or environmental limitations and every effort will be made to communicate all changes prior to implementation.

• Course #1: 18 March – 06 April 2016

1.6. Contractor Provided Services

1.6.1. The contractor shall provide the following services during the duration of training:

a. Reliable subject matter expert instructors that have been validated and must be willing to move throughout the training area with 48 RQS members for the duration of the training period.

b. FAA certified riggers as specified

c. Coordination with local rescue and Emergency Medical Services (EMS) system if needed should an accident occur during training iterations.

d. Suitable and appropriate instructional aides to be used by instructors for demonstration and training purposes.

e. Two (2) Army's Advanced Infiltration Course (ATIC) qualified instructors for 16 students.

f. Video equipment for de-briefs.

g. Coordination and lodging and per diem for instructors, pilots, riggers to meet training objectives.

h. A clean and serviceable aircraft with qualified aircrew

i. Insurance coverage to include parachute and HALO/HAHO/SL operations per DoD certification.

j. Necessary miscellaneous office supplies, as needed to fulfill contract.

k. The cost of the contractor's lodging and per diem shall be included in the firm fixed price.

l. The cost of transporting aircraft and aircrew to the performance site (Parker, AZ) shall be included in the firm fixed price.

1.6.2. The contractor shall provide/coordinate the use of the following:

a. An area suitable for classroom discussions/training with digital media capabilities

b. 3 x Separate private debriefing rooms

c. Controlled access to all facility areas

d. Climate controlled parachute storage room

e. Special equipment and group gear as appropriate/necessary

f. Sufficient breathable compressed oxygen necessary for 48 RQS Aircrew Flight

Equipment (AFE) personnel to fill jump bottles used during high altitude operations.

g. A minimum of a 15,000 square foot climate controlled facility with direct access to aircraft and loading area.

h. 10 x Assault Zone Availability Report (AZAR) certified drop zones

i. AZAR certified Joint Precision Air-Drop (JPAD) drop zones.

j. All training locations shall be within 400 miles of Davis-Monthan AFB.

k. Airfield closed during all airborne operations

l. History of successful Notice to Airmen (NOTAMS) out beyond 20NM up to 25,000 feet

1.7. Government Provided Items

a. The 48 RQS will provide SOV-III/ (minimum of two per student and instructor)

b. Contractors will be allowed to utilize government parachute systems for all training

c. Contractors are authorized to perform jump operations and flight duties out of aircraft provided in contract

d. Altimeters

e. Oxygen Systems

f. O2 consoles

g. Night Vision Goggles

h. All required Radios

i. Required USAF Aircrew Flight Equipment supervisors (riggers)

j. All civilian packing will take place under the supervision of a qualified 48 RQS unit

AFE technician(s).

k. A qualified 48 RQS unit AFE technician will be assigned as the on-site supervisor during all civilian repack operations.

l. 48 RQS unit AFE personnel will provide a familiarization brief and a military parachute packing class with all civilian riggers prior to actual packing operations.

m. The AFE on-site supervisor and senior civilian rigger will confer and organize their personnel to allow one AFE member to supervise no more than six civilian riggers during packing operations.

n. 48 RQS unit AFE personnel will conduct all required in-process inspections during packing operations.

o. IAW AFI 11-410 Paragraph 8.7.2, the 48 RQS will coordinate “approval authority for US citizens not employed by the DoD to perform official parachute jumps from aircraft owned, leased or operated by the USAF” with the Major Military Command (MMC)/A3.

p. Contractors are provided and authorized to utilize 48th RQS (government) parachute systems and associated accessories to accomplish the specified training

q. Individual and team equipment and uniforms will be provided as needed.

r. Streamers, wind drift indicators, and deployable drop bundles as needed

s. Any oxygen equipment required by parachutists or safeties to perform HALO/HAHO operations.

1.7.1. Transportation. The 48 RQS will provide all necessary transportation to and from the training area as appropriate for attending members.

1.8. Safety Requirements. In performing work under this contract, the contractor shall comply with the following safety requirements.

a. Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.

b. Perform work in a safe manner as required by all governing military and civilian regulations.

c. Include a clause in all subcontracts to require subcontractors to comply with the safety provisions of this contract as applicable.

d. In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the contracting officer.

e. If the Government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.

f. Include a clause in each applicable subcontract requiring the subcontractor's cooperation and assistance in accident reporting and investigation.

1.9. Contractor Personnel

1.9.1. Contract Manager. The contractor shall provide a contract manager and alternate contract manager (responsible in the absence of the contract manager) who shall be responsible for the performance of the services. The names of the contract manager and alternate(s) shall be provided to the Contracting Officer in writing prior to the contract start date. The contract manager and alternate(s) must be able to read, write, speak, and understand English. The contract manager or alternate shall be available during normal duty hours to discuss problems.

After normal duty hours the manager or alternate shall be available within four (4) hours.

1.9.2. Contractor Employees. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the CO as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.

1.9.3. Contractor Appearance. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contain the company name and employee name in English.

1.9.4. Conflict of Interest. The contractor shall not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DOD 5500-7-R Joint Ethics Regulation. The contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in AFI 64- I06.

1.9.5. The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours or deployment.

Military Reservists and National Guard members may be subject to recall to active duty. The absence of these personnel could adversely affect the contractor's ability to perform; however, their absence at any time shall not constitute an excuse for nonperformance under this contract.
