LIMITED SOURCES JUSTIFICATION

PURCHASE REQUEST NO. F1PT5A6006AW01

TITLE: Advanced Tactical Medical Training

I. CONTRACTING ORGANIZATION: 355 Contracting Squadron (CONS), Davis- Monthan AFB, AZ.

II. DESCRIPTION OF ACTION: Limited Source acquisition for Advanced Tactical Medical Training for 48th Rescue Squadron (RQS).

III. DESCRIPTION OF SUPPLIES/SERVICES: (3) 8-Day Advanced Tactical Medical Training Course IAW the attached PWS for the 48 RQS with an estimated value of

IV. AUTHORITY: Federal Acquisition Regulation 6.302-5(a)(2)(i) - Full and open competition need not be provided for when a statute expressly authorizes or requires that the acquisition be made through another agency or from a specified source.

V. APPLICABILITY OF AUTHORITY: The Pararescue Specialty training records CFETP1T2XX section 10.1.5.3.2 states that “Paramedic level certification from the National Registry for Emergency Medical Technicians (NREMT). After initial certification, continued certification is mandatory.” Therefore, the Government’s requirement for this specific service can only be fulfilled by those accredited from the National Registry for Emergency Medical Technicians using the list of providers located on the Continuing Education Coordinating Board for Emergency Medical Services website; CECBEMS.org.

VI. EFFORTS TO OBTAIN COMPETITION: 355 CONS will solicit to NREMT accredited vendors via Federal Business Opportunities (FBO) with no small business set-aside.

VII. FAIR AND REASONABLE COST: 355 CONS will use competitive quotes received in response to the solicitation to determine price fair and reasonable. In the event no competitive quotes are received, 355 CONS will use prior competitive contracts to determine that prices are fair and reasonable.

VIII. MARKET SURVEY: Several vendors are accredited through the NREMT, located on CECBEMS.org. Wake Forest University and Tier 1 Group LLC are two vendors that can provide this service. All of the accredited vendors are large businesses;

therefore this requirement will be solicited as full and open with no small business set-aside on FBO.

IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL

AND OPEN COMPETITION: None.

X. INTERESTED SOURCES: All NREMT accredited vendors.

XI. STEPS TO FOSTER COMPETITION: The goal of 355 CONS is to promote competition in order to receive the best prices possible. Although this requirement is limited to vendors who are accredited through NREMT, competition will be generated between these vendors.
