LIMITED SOURCES JUSTIFICATION
PURCHASE REQUEST NO. F1PTR45177AW01
TITLE: Airlift Support Services for 306th RQS I. CONTRACTING ORGANIZATION: 355th Contracting Squadron (CONS), Davis-Monthan AFB, AZ.
II. DESCRIPTION OF ACTION: Limited Source acquisition under the authority of the DOD Directive 4500.53 for the airlift services for 306th Rescue Squadron. Requirement will be awarded as a firm-fixed price service contract.
III. DESCRIPTION OF SUPPLIES/SERVICES: Airlift Services in support of military free fall course in the estimated amount of $199,125.00.
IV. AUTHORITY: 10 U.S.C. 2304 (c) (1) or 41 U.S.C. 253 (c) (1), and Federal Acquisition Regulation 6.302-1(a)(2) “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
V. APPLICABILITY OF AUTHORITY: The Government’s requirement for this specific service can only be fulfilled by those authorized by DOD Directive 4500.53, DOD Commercial Air Transportation Quality and Safety Review Program, and applicable Under Secretary of Defense for Acquisition, Technology, and Logistics Memorandums. Therefore, it has been determined that the purchase must be made in accordance with the authority cited.
VI. EFFORTS TO OBTAIN COMPETITION: 355 CONS will solicit to the approved vendors via Federal Business Opportunities (FedBizOpps).
VII. FAIR AND REASONABLE COST: 355 CONS will use quotes received in response to the solicitation in order to determine the price as fair and reasonable.
VIII. MARKET SURVEY: All DOD approved vendors are on the Paratroop Air Carrier Listing controlled by HQ AMC/A3B, Scott AFB, IL.
IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION: None.
X. INTERESTED SOURCES: A combined synopsis/solicitation will be posted to FedBizOpps to generate quotes from approved vendors.
XI. STEPS TO FOSTER COMPETITION: The goal of the 355 CONS is to promote competition in order to receive the best prices possible. Although this requirement is limited to vendors that are on the Paratroop Air Carrier Listing, competition is generated by those vendors.
