Performance Work Statement For
Airlift/Airdrop Services
1.0. DESCRIPTION OF SERVICES
1.1. Scope of Work. The contractor shall provide all equipment, tools, parts, transportation, personnel, labor, supervision, and management to perform airlift and airdrop services within a two hundred mile vicinity of Davis-Monthan AFB, AZ.
1.2. Basic Services. Provide one (1) each aircraft and aircrew for Military Free Fall (MFF) High Altitude Low Opening (HALO) High Altitude High Opening (HAHO) Staticline, Bundle and Landing Zone Operations Training on military surveyed drop/Landing zones within a two hundred mile vicinity of Davis-Monthan, AFB AZ. A total of Sixty Four (64) hours are requested based on a tentative schedule below. Period of performance is 10 June 2015 through 30 Sep 2015. Unused hours will be credited to the the Government for follow on scheduling with in the period of performance. The Government shall make every attempt to provide the contractor(s) with four (4) working days’ notice of scheduled mission/flight changes to be performed under the contract.

1.2.1. High Altitude Low Opening Parachute Technique (HALO), which will generally require the contractor to operate between a minimum altitude of 4,000 feet above ground level and a maximum altitude of 12,500 feet above ground level for para-drop operations. Para-drops from this altitude are generally free-fall style of operations, with parachute deployment triggered by the jumper or an automatic opening device, but at times the operation may require an aircraft rigged for static line/HALO para-drops.
1.2.2. Static Line Parachute Technique (SL), which generally requires the contractor to operate between 800 feet above ground level and 4,000 feet above ground level for para-drop operations. Para-drop operations from this altitude will be static line drops and require the aircraft to be rigged for static line drop operations from either a side door or a rear ramp. Some cargo drops such as Re-supply Bundle Drops require parachute rigged bundles/cargo to be dropped on a drop zone from an altitude of 500-1000 feet above ground level.
1.2.3. Landing Zone Operations (LZ), which consist of aircraft landing and taking off from various small field landing strips for the purpose of discharging and picking up both passengers and cargo for transport to other mission locations and/or for return to the designated home airfield of the operation. Small field landing strips shall be both improved dirt and hardtop, in day and night time operations. All Landing Zones will be marked for landing by Government personnel and all landing zone operations will be conducted using aircraft landing lights. Airport/field lighting requirements for aircraft carrying passengers at night for this contract are that aircraft may not take off from, or land on, an airport/field unless airport/airfield lighting meet the most stringent requirements of the following CFAR, DOD regulations/directives, Department of the Air Force, or policies, precedence, or standard operating procedures for aviation operations. The contractor shall be responsible for verification of the above established contract requirement.
1.2.4 Mission/flight iterations shall vary throughout the term of the contract. Typical mission/flight iterations are conducted in support of the Air operations and administration thereto, of Military Free Fall HALO Jumps, Parachute Field Training Exercises, Bundle Drops, Proficiency Static-Line Airborne Parachute Operations and the like, at the various drop zones designated by the Government
1.2.5. Para-drop bundles are composed of equipment packed into a container. The maximum container dimensions are 30"x 66"x 48". The bundle is dropped using a static line deployed parachute. Bundles are rigged in such a manner that when placed on the balance point of the jump platform, the parachute is on the top of the bundle or on the side of the bundle facing the center of the aircraft, based on the largest dimension. The maximum weight of each bundle is 500lbs. Aircraft scheduled for cargo and para-drop of equipment/bundles shall have cargo rollers or other internal cargo-handling device acceptable to the government point of contact, so that cargo/equipment/bundles can be easily positioned/repositioned during flight at the exit point of the aircraft for pushing out of the aircraft at the drop point.
1.2.7. An aircraft passenger (e.g., military parachutist, or other Government designee, in training or qualification jump status), rigged with a main parachute, reserve parachute, weapon, and Rucksack to parachute from an aircraft. The total average planning weight per Combat Equipped Parachutist is 350lbs.
1.2.8. In accordance with (IAW) the training objectives, the contractor shall provide a minimum flight time of (3.0) hours for each sortie with (14) Combat Equipped Parachutists. The contractor must be capable of deployment at any altitude to 17,500 feet Mean Sea Level (MSL).
1.3. Other Contract Requirements
1.3.1. Hours of Operation. Actual performance mission/flight iterations with regard to Air Operations often entail performance at night, on weekends and possibly Federal Holidays. The flight dates/times will be coordinated between the contractor and government point of contact.
1.3.2. Mission/Flight Iteration Cancellation/Delay. In the event the Government schedules a mission/flight and subsequently cancels the same due to an unforeseeable event such as inclement weather condition changes, cancellation shall be effected by the contractor at no additional cost to the Government, provided notice is given prior to the contractor’s flight departure. Cancellations not due to inclement wether will be made atleast 48 hours prior to departure at no cost to the Government. Any cancellation not due to weather and not made atleast 48 hours prior to departure may be subject to a cancellation fee that will be handled on a case to case basis between the contractor and contracting officer.
1.3.3. Special Qualifications. The aircrew shall be knowledgeable in current military static line and freefall tactics and procedures relating to aircrew and jumpmaster interface/coordination IAW AFMAN 11-411 (ATTP 3-18.11), Special Forces Military Freefall Operations and AFI 11-410, Personnel Parachute Operations. The vendor will be DoD/USTRANSCOM approved commercial operators to include aircraft certifications and licenses (Part 135 certificated in accordance with DoDI 4500.53).
1.3.3.1. The contractor(s) shall ensure all employees engaged in Air Operations (e.g., pilots/mechanics and other technical personnel), have current and valid professional qualifications, certifications, and licenses to satisfy all the requisite Federal Aviation Administration Federal Aviation Regulations. These qualifications shall be maintained for the term of the contract and shall be made available for inspection upon request of the Contracting Officer (CO) or other authorized Government representative. Flying operations may be required in the surrounding four corners area to include Utah, Colorado, Arizona, New Mexico and Nevada. All aircrew personnel shall be United States citizens with citizenship verifiable by provision of birth record or passport.
1.3.4. Aircraft Qualifications. With regard to the contractor’s aircraft utilized for Air Operations the contractor shall make the following data available for Government inspection: the type of aircraft maintenance program used, airframe and engine logbooks, airworthiness certificate, radio station license, registration, operator’s handbook, weight and balance records and a list of tail number(s). This is not intended to be an all-inclusive list and ALL other aviation related contractor records and reports, as may be pertinent to the performance and performance quality for Air Operations, shall be made available to the Government upon request. The type of aircraft shall possess the following features/specifications:
1.3.4.1. Certified/approved by the US Special Operations Command (USSOCOM) and US Air Mobility Command (AMC/Intrastate Paratroop Certification) to deliver US Military Freefall and Static Line Operations personnel.
1.3.4.2. At a minimum, standard VHF/AM radios are required with UHF radio preferred and, if available, Global Positioning System (GPS) Navigation.
1.3.4.3. Side mounted troop seats / side-facing seats (military style canvas/nylon seats with extended length seats) for fourteen (14) Combat parachutists.
1.3.4.4. Parachute jump lights (red/green) must be in cargo compartment for jumpmaster/aircrew coordination.
1.3.4.5. Aircraft must have a cargo compartments capable of accommodating fourteen (14) combat parachutists, instructors, safeties and portable oxygen console with a useable payload of 3,700 pounds/1680kgs.
1.3.4.6. The aircraft must be configured for over the ramp static line operations.
1.3.4.7. Aircraft must be configured for day and night Staticline/HALO/HAHO operations.
1.3.4.8. Static line cables and retrieval system - Static line cables must be permanently installed; temporary installations are not acceptable.
1.3.4.9. Aircraft must be capable of air drop operations up to 17,500’ MSL via ramp. The aircraft ramp must have a non-skid surface.
1.3.4.10. Aircraft must have a side door to enable Jumpmaster spotting practical application.
1.3.5. Suggested Training Areas. The list is meant only to provide the most frequently used areas that may require contract air support.
1.3.5.1. All Drop/Landing Zone’s within 200 Miles radius from Davis-Monthan AFB AZ
1.3.5.2. All Drop/Landing Zone’s Within the vicinity of Ft Huachuca AZ
1.3.5.3. All Drop/Landing Zone’s Within the vicinity of Florence AZ
1.3.6. The Government shall provided individual and team equipment and uniforms as needed, streamers, wind drift indicators, and deployable drop bundles as needed, and any oxygen equipment required by parachutists or safeties to perform HALO/HAHO operations.
1.4. General Information. The cost of the contractor's lodging and per diem shall be included in the firm fixed price. The cost of transporting aircraft and aircrew to the performance site shall be included in the firm fixed price.
