Canopy Control Tactical Infiltration Course

48TH

RQS

PERFORMANCE WORK STATEMENT

09 FEBRUARY TO 27 FEBRUARY 2015

SECTION I.

DESCRIPTION OF SERVICES

1.1. BASIC SERVICES

Contractor shall provide a 15 day course from February 09, 2015 to February 27, 2015 for a maximum of 15 48th Rescue Squadron personnel. The overall intent of the training is to give the 48 RQS operators the ability to understand the mechanics; methodology and TTPs of conducting tactical HAHO operations on multiple Unknown/Unmarked drop zones as a team. The training will encompass planning, mission prep and execution of such operations and give a solid understanding of what is needed to conduct HAHOs in a combat environment. The training will consist of the following:

A. COURSE GENERAL TOPICS:

HAHO Grouping and Canopy Control

Advanced Aerial Navigation

Rig an Electronic Navigation Board System for MFF Operations

Program and Electronic Navigation Board System for MFF Operations

Compute the HARP for a HAHO Operation Utilizing Electronic Navigation Equipment

Specialized Weapons and Equipment Rigging

Perform JMPI on an MFF Parachutist

NVG Rigging and Employment

Perform MFF Operations with NVGs, Special Weapons & Equipment and Portable O2 System

Perform an MFF HAHO Parachute Jump Utilizing Electronic Navigation & Combat Equipment

Operate the Electronic Navigation System while Under Canopy

Maneuver Ram Air Canopy to Designated Point on the Drop Zone Utilizing Electronic Navigation Equipment

Perform a Blind Drop for an MFF Operation

JM/Pilot Coordination and VWT Training.

Rough Terrain Landing

B. COURSE DESCRIPTION:

The course needs to provide training that will give the 48th the ability to understand the mechanics; methodology and TTPs of conducting tactical HAHO operations on multiple Unknown/Unmarked drop zones as a team. The training will encompass planning, mission prep and execution of such operations and give a solid understanding of what is needed to conduct HAHOs in a combat environment.

1.2. SPECIAL QUALIFICATIONS

The instructors shall have extensive knowledge in Military Free Fall HAHO NVG operations.

The instructors shall be familiar with AFMAN 11-411/11-420, AFI 13-217 and AFI 11- 410 ACC Sup. These document can be accessed the the Air Force e-Publishing site (http://www.e-publishing.af.mil).

They shall have over 10 years of experience in special operations, and have prior experience instructing special operations forces. Additionally, instructors should hold, as a minimum, SL and MFF JM rating.

Instructors must be proficient and capable to utilize military parachutes such as the SOV- 3/Raider Intruder.

Authorized Trainers - Ref. AFMAN 11-411 o “The initial train the trainer qualifications will be done by Soldiers who have completed the Tactical Infiltration course at Yuma Proving Ground (completion dates inclusive from January 2010) or through members of the MFF School Tactical Application Detachment. Once initial training throughout the force has commenced, any current MFF Jumpmaster who has completed the approved NVG training support package may administer MFF/NVG training.”

1.3. SPECIFIC TASKS

The following is a suggested detailed course itinerary. In addition, if the contractor believes that the course needs to be completed in a different order please submit that schedule with your quote. Note that some deviations from the itinerary may be necessary during performance of the contract due to time, personnel, or environmental limitations.

a) Day 1-5: Introduction to rigging of weapons, equipment, oxygen and NVGs. Followed by instruction to computer and GPS advanced navigational aids. As well as instruction on HAHO canopy control, stacking, grouping, communication and NVG Emergency

Procedures. Additionally, how to perform JMPIs, pilot briefs and demonstrate NVG EPs via vertical wind tunnel. Lastly, conduct JM duties, pilot coordination and Military plan and execution with NVG MFF HAHO operations.

b) Day 6 -10: Perform Day MFF NVG upgrade training consisting of slick, equipment, oxygen and NVG jumps. Minimum of two jumps daily, unless weather or any other unforeseen safety factors are present.

c) Day 11-15: Perform Night MFF NVG upgrade training consisting of slick, equipment, oxygen and NVG jumps. Minimum of two jumps daily, unless weather or any other unforeseen safety factors are present.

1.4. CONTRACTOR SHALL PROVIDE THE FOLLOWING SERVICES DURING THE DURATION OF

TRAINING:

a) Contractor will provide reliable subject matter expert instructors that have been validated and must be willing to move throughout the training area with 48 RQS members for the duration of the training period.

b) Contractor must provide coordination with local rescue and EMS system if needed should an accident occur during training iterations.

c) Contractor must provide suitable and appropriate instructional aides to be used by instructors for demonstration and training purposes.

d) Contractor must provide at least three instructors for 15 students.

e) Contractor must provide Video equipment for De-Briefs.

1.5. CONTRACTOR SHALL PROVIDE/COORDINATE THE USE OF THE FOLLOWING:

a) Area suitable for classroom discussions/training with digital media capabilities

b) Special equipment and group gear as appropriate/necessary

c) Contractor must provide a minimum of a 10,000 square foot facility with direct access to aircraft and loading area.

d) Contractor will provide adequate compressed O2 to support all high altitude requirements.

e) Contractor must provide multiple Drop Zones that are current and listed on the ZAR.

f) Contractor will be located within 50 miles of a JPADs Drop Zone.

g) All training locations will be within 400 miles of Davis-Monthan AFB.

2. GOVERNMENT FURNISHED PROPERTY AND SERVICES

2.1. The 48 RQS will provide:

a) RA-1 Parachutes (minimum of two per student and instructor)

b) Altimeters

c) Oxygen Systems (minus compressed O2 supplied by contractor)

d) O2 Consoles

e) Night Vision Goggles

f) All Required Radios

g) USAF Riggers

2.2. TRANSPORTATION

a) The 48 RQS will provide all necessary transportation to and from the training area as appropriate for attending members.

b) The 48 RQS will provide the required air support (Lift capability) to conduct all sorties for the jump operations portion of the class.

3. GENERAL INFORMATION.

3.1 SAFETY REQUIREMENTS.

In performing work under this contract, the contractor shall:

a) Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.

b) Perform work in a safe manner as required by all governing military and civilian regulations.

c) Include a clause in all subcontracts to require subcontractors to comply with the safety provisions of this contract as applicable.

d) In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the contracting officer.

e) If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.

f) Include a clause in each applicable subcontract requiring the subcontractor's cooperation and assistance in accident reporting and investigation.

3.2. CONTRACTOR PERSONNEL

a) Contract Manager: the contractor shall provide a contract manager and alternate contract manager (responsible in the absence of the contract manager) who shall be responsible for the performance of the services. The names of the contract manager and alternate(s) shall be provided to the Commanding Officer (CO) in writing prior to the beginning of the first performance period. The contract manager and alternate(s) must be able to read, write, speak, and understand English.

b) The contract manager or alternate shall be available during normal duty hours to discuss problems. After normal duty hours the manager or alternate shall be available within four

(4) hours.

c) Contractor Employees: the contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the CO as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.

d) Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contain the company name and employee name in English.

e) The contractor shall not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DOD 5500-7-R Joint Ethics Regulation. The contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in AFI 64- I06.

f) The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours or deployment.

g) Military Reservists and National Guard members may be subject to recall to active duty.

The absence of these personnel could adversely affect the contractor's ability to perform;

however, their absence at any time shall not constitute an excuse for nonperformance under this contract.
