Section A: General Contract Information
Contracting Activity: 99th Contracting Squadron
Project/Program Name: Harris Radio Maintenance Workbench (Test Set) and Training
Purchase Request/Identification Number: F3G5FB8198AW01

Section B: Description of the Supplies/Services Required
The 12 CTS has a requirement for a Harris Radio Maintenance Workbench in order to perform maintenance on their Harris radios. The specific items include: one (1) Test Set, one (1) Test Station PRC-117G, one (1) Test Station PRC-152A RF-7801-TE114, one (1) Test Station PRC 152A RF-7801-TE115 and four (4) class enrollments for equipment training.
Section C: Justification for Soliciting from a Single Source or Brand Name The Harris Test Set (RF-7801) is the only product that meets the Technical Orders, AN/PRC-152A and AN/PRC-117G e-PUB series, specifications required to maintain the Harris Radios already owned by the unit. The training that is needed to learn how to operate this Test Set is only offered through Harris Corporation. Due to the unit currently utilizing Harris radios, it is a financial benefit to the Government to sole source this requirement compared to purchasing another brand of radios and their maintenance workbench and training. Harris Corporation is the only company that provides the hardware that meets the 12th CTS's mission critical criteria.
Section D: Efforts to Obtain Competition
Harris Corporation was contacted by the contract administrator to clarify that they do not have any authorized resellers or distributors of their products. Bobby Elliott, Harris Corporation USAF Classified Sales Support, confirmed that they do not have any authorized resellers or distributors. Although Harris Corporation would consider selling their products to reputable businesses to resell, the training that is part of this requirement is hosted at the Harris Corporation facility in Rochester, NY, and must be purchased through Harris Corporation.
The following direct competitors were contacted to see if their products can meet the required specifications needed to repair the units radios: L3 and Motorola
All competitors affirmed that they do not produce hardware that can provide all of the capabilities needed for this specific requirement.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
In the future, market research will be conducted to see if any competitors have acquired the rights and technology needed to meet the requirements. Market research will also be conducted to see if Harris Corporation has acquired any authorized dealers or resellers to promote competition.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
