I. Contracting Activity.

99th Contracting Squadron, Nellis AFB, NV

II. Nature and/or description of the action being processed.

An firm-fixed price award is contemplated for purchase of CAS 740 Select vital sign monitors for the 99th Medical Group (99 MDG) managed Mike O'Callaghan Federal Medical Center (MOFMC). This is a Brand Name procurement of approximately 90 monitors and associated accessories to replace existing, end-of-life monitors currently in use at the MOFMC.

III. Description of supplies/services required to meet agency needs.

The MOFMC requires new vital sign monitors for patient point-of-care efforts and to ensure the continued safety of patients by enabling proper assessment, triage, and continuous monitoring of blood pressure, pulse, heart-rate, and pulse oximetry readings. This procurement will replace outdated units throughout MOFMC clinics and treatment areas. CASMED 740 monitors provide a 7" display, provide for spot-checks or continuous monitoring, and have an intuitive user interface and one touch access to alarms, controls, settings, and patient data. The unit is incorporated into the clinical work-flows and is suitable for use on patients of all ages and conditions, and provides quick, accurate vital sign readings. The Government requires a flexible device that can either be mounted or mobile, and used in bedside as well as portable, rough environments.

The Government intends to maintain the standardization of these devices across the facility. Approximately 85% percent of the installed vital sign monitors at MOFMC are CASMED. One hundred percent of enlisted biomedical equipment technicians are trained to use the CASMED system during their Air Force Technical School training. Standardization has been recognized by multiple medical accrediting governing bodies, such as The Joint Commission, as a key to improving patient safety and quality of care. The familiarization which results from standardization induces greater patient safety, and minimizes delays in care which would result from staff continually training on new and different systems during regular staff rotations. Standardization also contributes to lower costs, by limiting both the quantity and type of items required to be on hand for local maintenance, and also those stocked and inventoried for daily system use (such as hygienic covers).

Standardization also reduces hours spent preparing and conducting training for a larger variety of equipment, and maximizes limited hospital storage space by less stock and parts on hand. Finally, standardization minimizes systems downtime because equipment maintenance staff are experienced with the system and able to quickly follow standard repair or replace procedures.

IV. Statutory authority permitting other than full and open competition.

FAR 13.501(a) Sole source (including brand name) acquisitions.

FOR OFFICIAL USE ONLY

FOR OFFICIAL USE ONLY13 Sep 2017

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

This is a brand name requirement. ZOE Medical manufactures the product; however, previous acquisitions uncovered that the manufacturer has several SDVOSB distributors.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

During the previous procurement of this product (October 2017), a combined synopsis/solicitation was posted on FedBizOpps (FBO) and 12 offers were received from SDVOSB vendors.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

This procurement will be issued on a competitive basis, just as the previous procurement. The Government anticipates more than two offers and expects to obtain the best possible, fair and reasonable price.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market Research was conducted and previous purchases demonstrate that the product is available from only one manufacturer but numerous distributors, indicating a competitive award.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

Section III contains details related to the procurement of this particular brand-name monitor. The distributors include many SDVOSB vendors, allowing for competition after exclusion of sources.

X. List of any sources that expressed, in writing, an interest in the acquisition.

All 12 sources from the previous procurement expressed interest in future requirements of a similar nature.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
