PERFORMANCE WORK STATEMENT
GROUND RETRACTABLE AUTOMOBILE BARRIER (GRAB) 300 SYSTEM
INSPECTION AND ROUTINE MAINTENANCE
Landings Housing Gate, Building 4001
12 December 2017
1. DESCRIPTION OF SERVICES The contractor shall furnish all personnel, labor, equipment, tools, materials, transportation, and supervision, and all other necessary items to fully perform quarterly inspections/routine maintenance and repair (when necessary) of the Ground Retractable Automobile Barrier (GRAB) 300 System at Landings Housing Gate, Nellis Air Force Base, NV 89191. The work shall be performed in accordance with this PWS, Federal, State, and Local laws and regulations, and industry standards that may apply.
2. INSPECTION AND ROUTINE MAINTENANCE SERVICES
2.1. The contractor shall perform the inspection and routine maintenance quarterly (four (4) times per year) on the GRAB - 300 System to ensure total and proper operation. The contractor shall provide a schedule for approval to the 99 CES/CEOES representative within ten (10) business days after contract award. The schedule may be modified due to security and or mission requirements. Changes to the schedule may be requested by either party at least 72 hours in advance. The contractor shall prepare and submit a quarterly inspection after action report within five (5) business days from completion of the inspection. The report shall include work accomplished, system condition, discrepancies, required repair with estimate, date of inspection, inspector name and signature, and any other relevant information.
2.1.1. The inspection shall be in accordance with manufacturer recommendations and shall consist of, but not limited to the following actions:
a) Test and verify that all safety detection equipment is active and working properly (i.e. loops, radar, break beam sensors)
b) Test and verify that all safety warning equipment is active and working properly (i.e. signal lights, strobe lights, horns, sirens)
c) Inspect net pads for damage, wear, and uniformity
d) Remove net pads (if necessary) to clean and remove all debris
e) Test all barrier functions (i.e. complete SOO, EFO, local, test, maintenance)
f) Check proximity switches/ proper up and down stopping points of arms
g) Inspect net for excessive wear and damage
h) Inspect NRS cables and pulleys for fraying, excessive wear and correct cable tension
i) Verify NRS guard plate in place
j) Inspect net encasements for excessive wear and damage
k) Inspect anchor stanchions excessive wear and damage
l) Inspect the stanchions and pistons for loose bolts
m) Test functions from all pushbutton stations (i.e. guard house, remote stations, electrical panel)
n) Verify net is properly tensioned
o) Check BCP fan and thermostat for proper operation
p) Inspect concrete foundation for settling and major cracks
q) Inspect all set screws, replace those missing
r) Inspect all ground anchors
s) Inspect intake fan filter and replace clogged filter as required

t) Check loop sealant for excessive cracks and peeling
u) Check loop detectors for faults and for proper frequencies
2.1.2. Routine maintenance shall be in accordance with the manufacturer’s recommendation and performed in conjunction with the quarterly inspection and shall consist of, but not limited to the following actions:
a) Apply high grade lithium grease to all fittings (motor arm shaft and turnbuckles)
b) Tighten all nuts and bolts as necessary on all equipment
c) Check for rust and touch up paint where necessary
d) Check all shear pins and replace when necessary with new shear pins and cotter pins and verify correct tension when completed
e) Inspect all electrical connections, buttons, and electrical components and tighten if necessary
3. REPAIRS
3.1. Minor repairs are defined as non-routine scheduled or unscheduled repair work of faulty system components where labor and material costs to bring the system back to full operational status is not greater than $2,500.00. Minor repairs less than $2,500.00 shall be paid for with the Government-Wide Purchase Card (GPC) and the contractor shall accept GPC as form of payment.
3.1.1. When minor repairs are identified and required during the quarterly inspection, the contractor shall prepare and submit a detailed cost estimate to 99 CES/CEOES representative that includes labor, trip charges (if applicable), and materials costs required to complete the repair. The contractor shall commence repair work only after receiving authorization from the Contracting Officer (CO). All repair work shall be in accordance with normal commercial practices using parts specified by the manufacturer or items of equal or higher quality.
3.2. Major repairs are defined as non-routine scheduled or unscheduled repair work of faulty system components where labor and material costs to bring the system back to full operational status is greater than $2,500.00. Major repairs will be invoiced using a separate line item on the contract and through the Wide Area Workflow System (WAWF). This CLIN will be utilized for repairs that exceed the micro-purchase threshold of $2,500.00.
3.2.1. When major repairs are identified and required during the quarterly inspection, the contractor shall prepare and submit a detailed cost estimate to the 99 CES/CEOES representative that includes labor, trip charges (if applicable), and materials costs required to complete the repair. The contractor shall commence repair work only after receiving authorization from CO. All repair work shall be in accordance with normal commercial practices using parts specified by the manufacturer or items of equal or higher quality.
3.3. Repair reports shall be prepared and submitted to the 99 CES/CEOES representative within three (3) business days after the repair is completed. The report shall include the date and time of repair, the name and signature of the technician performing the repair, the repair performed, total repair time, and description of part(s) required for repair. All parts and repair invoices shall be submitted with supporting documents (receipts from suppliers, etc.) to the 99 CES/CEOES representative prior to submitting for payment.
4. SERVICE CALLS
4.1. REPAIR SERVICE CALLS. A repair service call is an unscheduled minor or major repair. A call of this type would suggest that there has been a GRAB - 300 Systems fault or the possibility of a failure if the issue is not corrected. Additionally, this type of call does not pose a threat to the safety of personnel, property or equipment, and do not cause work stoppage. The customer shall coordinate the repair service call with the 99 CES/CEOES representative.
4.1.2. The contractor shall respond to repair service call notifications during normal business hours and no later than four (4) business days. A repair service call may require, but is not limited to troubleshooting, testing, repair or replacement of parts, and all other work necessary to restore the system back to full operational condition. Upon arrival, the contractor shall diagnose the condition and perform required repairs in accordance with Section 3 and any applicable sections/subsections above.
4.2. EMERGENCY REPAIR SERVICE CALLS. An emergency repair service call is an unscheduled minor or major repair. A call of this type would suggest that there has been a GRAB - 300 Systems failure that presents a serious threat to the safety of personnel, property or equipment, and cause total work stoppage. The customer shall coordinate the emergency repair service call with the 99 CES/CEOES representative
4.2.1. The contractor shall provide an emergency on-call point of contact to respond to emergency repair service calls. Response to emergency repair service shall be no later than 24 hours after notification. An emergency repair service call may require, but is not limited to troubleshooting, testing, repair or replacement of parts, and all other work necessary to restore the system back to full operational condition.
Upon arrival, the contractor shall diagnose the condition and perform required repairs in accordance with Section 3 and any applicable sections/subsections above.
4.3. Payment for service calls shall be made in accordance with Section 3 above. The payment will not be approved until the repair report is received.
5. SERVICE SUMMARY (SS)
The contract service requirements are summarized in performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The SS and the contractor's quality control plan provide information on contract requirements, the expected level of contractor's performance and the expected method of government surveillance and confirmation of services provided.

Quarterly Inspection Report 2.1 Zero (0) defects. Inspection report provided within five (5) business days after completion of quarterly inspection and with required information.
Quarterly Inspection Performed 2.1.1 Zero (0) defects. Inspections completed quarterly.
Routine Maintenance Performed 2.1.2 Zero (0) defects. Routine maintenance completed quarterly.
Repair Report 3.3 One (1) defect per report. Repair report provided within three (3) business days after completion of repair and with required information.
Repair Service Call 4.1.2 One (1) defect per month. Respond no later than four (4) business days.
Emergency Repair Service Call 4.2.1 Zero (0) defects. Respond no later than 24 after notification.
6. QUALITY CONTROL PLAN
The contractor shall develop and maintain a quality control program to ensure maintenance services are performed in accordance with commonly accepted commercial practices and services identified in this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-performance of defective services does not occur. If the work is not completed in accordance with commonly accepted commercial standards or those standards defined in this contract, the contractor shall re-accomplish the work at no cost to the government. A written quality control plan shall be submitted to the CO within five (5) business days after contract award for review and acceptance.
7. QUALITY SURVEILLANCE
The 99 CES/CEOES representative will assess the contractor’s performance through inspections, and through complaints (if any) from Security Forces. Additionally, Security Forces will report any discrepancies found to the 99 CES/CEOES representative.
8. SPECIAL QUALIFICATIONS
8.1. Technicians have a minimum of three (3) years of experience in performing inspection, routine maintenance, and repair of active vehicle barriers.
8.2. Technicians must be able to read, write, speak, and understand English. The contractor shall provide the name and telephone number of the on-site contract manager and/or alternate responsible for all requirements in the PWS. The contract manager and/or alternate must also be able to read, write, speak and understand English.
9. CONTRACTOR-FURNISHED PROPERTY & SERVICES
9.1. Contractor shall furnish all consumable materials such as, but not limited to, lithium grease, touch-up paint, filters, electrical wire and minor connections, and rust prevention oil/lubricants needed to maintain total and proper operation of the system in accordance with manufacturer’s specifications at no additional cost.
10. GOVERNMENT FURNISHED PROPERTY & SERVICES
10.1. Facilities. None.
10.2. Utilities. The government will furnish electricity, water, and sewage as necessary for accomplishment of work in accordance with this contract. All facilities do not receive the same utility services. The contractor shall not change or modify any utility system or component; or connect any contractor property, equipment, or system without prior CO review and approval.
10.3. Materials. None.
10.4. Security, Fire, & Medical Services. The government will provide police and fire protection. In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available, on a cost reimbursement basis.
10.5. Telephone. None.
10.6. Solid Waste Collection & Disposal. None.
11. GENERAL INFORMATION
11.1. DAMAGES TO GOVERNMENT PROPERTY. The contractor assumes full responsibility for any and all government property damaged in whole or part from negligent acts or omissions by the contractor, subcontractor or any employee, agent or representative of the contractor. The contractor shall repair or reimburse the government for any and all damage of whatever kind to any and all government property associated with the performance of this contract.
11.2. ENVIRONMENTAL REQUIREMENTS. In addition to all applicable Federal, State, and local environmental codes and regulations, the following specific guidance is provided:
11.2.1. HAZARDOUS MATERIAL MANAGEMENT. The contractor shall have approval from the Base Bioenvironmental and HAZMAT sections prior to purchasing, handling, using and storing any chemicals, solvents, lubricants and other products that require a Material Safety Data Sheet (MSDS). The contractor shall identify these materials and products on Air Force Form 3952, Chemical/Hazardous Material Authorization Request, Process Identification Form and Shop Disposal Form. The contractor shall provide one copy of the MSDS for each item to Bioenvironmental and HAZMAT sections for review prior to any chemicals being brought onto Nellis AFB. The contractor shall maintain one (1) copy of the MSDS for each hazardous material line item. The contractor shall maintain spill control material on hand at all times sufficient to contain a worse case spill, both volume and hazard level.
11.3. HOURS OF OPERATIONS. Due to Landings Gate’s high vehicular traffic usage, the contractor shall work during the low use hours of the gate or during gate closure. The date and time schedule for servicing the GRAB - 300 System shall be determined by Security Forces and agreed upon by both parties (government and contractor).
11.4. RECOGNIZED HOLIDAYS. The contractor is not required to provide service on federal holidays, except in emergency situations; the holidays are:

If these holidays fall on Saturday, the proceeding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the contractor will be responsible for rescheduling services for the first day post the holiday observance.
11.5. SECURITY REQUIREMENTS. The contractor shall request employee and vehicle base passes through the base contracting office at the time of the contract award. The contractor shall comply with base access REAL ID Act requirements IAW Public Law 109-13, 49 U.S.C., section 30301 and the Code of Federal Regulations (CFR) Title 6, Part 37. Contractor employees will be required to display identification badges and/or passes at all times. Anticipate delays in getting commercial vehicles on base and allow time for vehicle inspection, and drive using designated routes at posted speed limits throughout the base. Procedures for commercial vehicle access to the base are subject to change without prior notice.
11.6. CONTRACTOR PERSONNEL. The contractor shall provide a designated work site manager who shall be responsible for the performance of the work and act for the contractor on all matters relating to the operations of this contract, and shall be available to meet on the job site with government personnel to discuss issues or concerns. The work site manager must be able to read, write, speak and understand English. The contractor shall ensure that employees are properly equipped and trained to accomplish the work.
11.7. IDENTIFICATION OF CONTRACT EMPLOYEES. Contractor personnel shall present a neat and professional appearance, and shall be easily recognizable while on the installation in conjunction with this contract. This shall be accomplished through the wear of distinctive clothing or badges.
11.8. INTERFACES. Do not unduly interfere with regularly scheduled government operational activities in the performance of contract requirements. In the event a government employee requests temporarily cease work in the area, report the instructions given and the name of the government employee involved to the 99 CES/CEOES representative immediately. Also notify the 99 CES/CEOES representative of disputes with customers or other base contractors.
11.9. SAFETY REQUIREMENTS & REPORTS. The contractor shall perform work in a safe manner as required by the Occupational Safety and Health Administration (OSHA) safety and health requirements.
Provide a verbal report to the 99 CES/CEOES representative as soon as possible of each occurrence of damage to government property, or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required Accident Investigation Reports to the 99 CES/CEOES representative within five (5) calendar days of each occurrence.
11.10. SIGNS. Security Forces will provide all traffic control measures during inspections, routine maintenance, and repair of the GRAB - 3000 System.
11.11. CLEAN-UP. The contractor shall remove construction debris and clean-up the work area after each performance.
11.12. WASTE MATERIALS. The contractor shall dispose of all waste material/debris including but not limited to old parts, used rags, containers, wrappings, and boxes generated by this contract at an off-base Clark County approved waste disposal site. All waste materials generated by any work under this contract shall be handled, transported, stored and disposed of by the contractor at any time, shall be in accordance with all applicable federal, state or local laws, ordinance, regulations or other types of rulings.
11.13. WARRANTY. The contractor shall perform work in accordance with manufacturer’s instruction and shall warranty repair work against defects due to faulty parts and workmanship for a period of 90 calendar days.
12. MANPOWER REPORTING REQUIREMENTS.
12.1. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Department of the Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/.
12.1.1. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.
