Section A: General Contract Information

Project/Program Name: BAK-14M Installation Support Services ESCO

Estimated Contract Cost (including Options): $86,750.00
Section B: Description of the Supplies/Services Required
The 820th RHS has a requirement for installation support services for the BAK-14M dual runway and Phoenix Aircraft Arresting Control System (PAACS) on the Nellis AFB airfield. The services will include seven (7) weeks of on-site representation of a technical expert to advise on proper installation of the system.
Section C: Justification for Soliciting from a Single Source or Brand Name
There are only two companies worldwide that manufacture aircraft arresting systems, Zodiac Aerospace (Parent Company of Engineered Arresting Systems Corporation (ESCO) and Scandinavian Manufacturing SCAMA AB. The aircraft arresting system previously purchased by the government that is to be installed at Nellis AFB is an ESCO system. This acquisition is for the purchase of highly specialized ESCO filed service support and installation of electric/ communications systems that will enable the 820th RHS engineers to provide a complete ESCO system that is fully certified to meet all USAF requirements. On 22 March 2017, Capt. Michael J. Christopher, 820th RHS, confirms that ESCO system is currently in place on Nellis AFB.
Section D: Efforts to Obtain Competition
Market research was conducted and there are only two companies worldwide that manufacture aircraft arresting systems, Zodiac Aerospace (Parent Company of Engineered Arresting Systems Corporation (ESCO) and Scandinavian Manufacturing SCAMA AB. The aircraft arresting system previously purchased by the government that is to be installed at Nellis AFB is an ESCO system. On 11 April 2017, via phone and email, a representative from Engineering Arresting Systems Corporation (ESCO) (Alex Delgrosso) confirmed that (ESCO) is the sole proprietor of their products and services. ESCO is registered in SAM. FAR Part 13, Simplified Acquisition Procedures, will be utilized for this effort. Recommend other than full and open competition after exclusion of sources. Section E: Steps to Preclude Future Single Source or Brand Name Awards
At the end of the life cycle of the BAK-14M the Government may have the opportunity to compete for an aircraft arresting system that may solicit more competition.

Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
