Section B: Description of the Supplies/Services Required

CLIN 0001 - Part Number AN/PRC-152A(V)4(C) - Radio, 152A 2 Meter, GPS - QTY 8 EA CLIN 0002 - Part Number 12041-7227-04 - Kit, PRC-152 USB/KDU, Top Exit - QTY 8 EA CLIN 0003 - Part Number RF-5853-CH102 - Two-Bay Battery Charger Hand Held Battery - QTY 4 EA

Section C: Justification for Soliciting from a Single Source or Brand Name

27th Special Operation Civil Engineering Squadron (27 SOCES) has been assigned two 4F9.113 Unit Type Codes (UTC's), these UTC's are tied to the Manpower and Equipment Force Packaging System (MEFPAK) that directly support Operational Plans (OPLANS). In order to maintain the interoperability of the system, only items on the Equipment Supply List (ESL) must be procured. In accordance with Air Force Manual (AFMAN) 32-3001 EOD Program, 26 April 2019, paragraph 4.2.1. "flights must adhere to the ESL's to standardize equipment throughout the AF EOD program". The equipment listed on the ESL is the only authorized equipment for purchase. The manufacturer has many authorized sellers of these items therefore, it is recommended this purchase be solicited as a brand name, 100% small business set-aside.

Section D: Efforts to Obtain Competition

Market research was conducted and it was discovered that the manufacturer of these items require that only authorized sellers fulfill this requirement. These items are required to be purchased as they are listed in the ESL so competition exists only between authorized sellers of these items.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In future requirements AFMAN 32-3001 will be checked to verify that equipment listed on the ESL's are, or are, not the only items authorized for purchase. Until this guidance is changed all future requirements must adhere to the ESL's.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
