STATEMENT OF WORK
Catholic Music Director and Musician
Cannon AFB Chapel
1. Contract Position Title. Catholic Music Director and Musician
2. Scope of Responsibilities. Lead the Cannon AFB Catholic community choir in providing music prior to and during the Catholic Mass to enhance the worship atmosphere. Also responsible for leading the choir at rehearsals and recruitment of additional choir members and musicians.
3. Education and Experience. The Contractor:
3.1. Must have experience as a musician, as a vocalist, and either as a pianist (preferred) or acoustic guitarist.
3.2. Must demonstrate proficiency in musical skills through an audition/interview prior to the awarding of the contract.
3.3. Must possess the ability to tailor music to meet the worship needs of the service and the chaplain assigned to lead the worship service.
3.4. Must be able to obtain required child care criminal history background checks as required by the Air Force and the Department of Defense.
3.5. Must furnish a resume and references validating education and experience requirements listed above.
4. Duties and Responsibilities. The contractor will:
4.1. Be responsible for the vocals and musical accompaniment for the Catholic Mass and/or Catholic worship services as mutually agreed upon with the chaplain.
4.2. Provide music for the service to include but not specifically limited to developing, implementing, coordinating and evaluating the music program for the service.
4.3. Comply with all applicable Air Force and local instructions for financial management and accounting, facility use, maintenance and security, etc., all of which are available upon request.
4.4. Provide services to include one mass per week on Sunday at the Catholic Mass and, when necessary, a Saturday evening Mass as a substitute or services for additional mass observances as required in the liturgical calendar.
4.5. Perform at least one (1) rehearsal per service per week. Rehearsals will be held at the Cannon AFB Chapel (Bldg. 58). All dates and times for rehearsals will be coordinated with the chaplain assigned to the service, including special and holiday event services.
4.6. Furnish a yearly budget for music, folders, and other supplies each April, or upon request, to the chaplain assigned to the service.
4.7. Submit requests for music supplies in writing to the chaplain responsible for the service in a timely manner, generally at least 60 days prior to items being needed.
4.8. Coordinate the use of microphone stands, music stands, microphones, and all other music equipment necessary to conduct the service with other worship service musicians and directors.
4.9. Arrive at least sixty (60) minutes prior to the start of each service to oversee setup, and depart after all service clean-up has be accomplished.
4.10. Conduct special services to include services and rehearsals for days of special religious significance or memorial/funeral services. Contractor will be given a minimum 18 hours notice prior to special services such as funerals/memorial services. Possible engagements include:
Advent Retreat (Nov/Dec) Lenten Retreat (Feb/April) Christmas Eve (Dec 24) Ash Wednesday (Feb/March) Christmas Day (Dec 25) Holy Thursday (March/April) Sol. Mary Mother of God (Dec 31, Jan 1) Good Friday (March/April) Assumption of BVM (Aug 15) Easter Vigil (March/April) All Saints Day (Nov 1) Immaculate Conception (Dec 8)
Other specials to be arranged as required by the chaplain.
4.11. Recruit individuals for the choir and special musicians (when required).
4.12. Leave/Absences:
4.12.1. The Contract Officer Representative should be notified at least 14 days before any leave of absence that would prevent the contractor from performing the services.
4.12.2. As needed, the contractor shall provide a list of substitute contract personnel. Names of substitutes and credentials shall be provided no later than 30 calendar days prior to the sub-contractor fulfilling the contract. Subcontractors must meet or exceed the education and experience requirements listed in this statement of work as well as comply with all required regulations.
4.12.3. The Contract Officer Representative reserves the right to refuse the services of such a substitute if he/she is deemed unqualified.
4.13. Safety and Security.
4.13.1. Contractor will need to be familiar with and implement fire and safety practices in accordance with AFI 91-301, to prevent accidents and preserve the life and health of him/herself and any personnel performing or in any way affected by the performance of this contract.
4.13.2. Contractor will be familiar with and comply with all security procedures to include ensuring all chapel facilities are properly secured, doors and windows locked, and lights turned off when leaving the building when no other chapel personnel are present.
4.14. Key Control.
4.14.1. The contractor will ensure that all facilities used are properly secured, doors and windows locked upon departure when a chapel staff member is not present.
4.14.2. Contractor shall be responsible for keys provided and keys shall not be duplicated.
4.14.3. All keys will be returned on revocation of this contract.
4.14.4. Contractor shall report any duplicated, lost or misplaced keys upon discovery of the occurrence.
4.15. Background Checks. Contractor shall submit completed personnel background check applications within twenty (20) working days after award date to the Chapel Security Manager for processing. It is mandatory that all contractors working with children under the age of eighteen (18) have a background investigation. This is in compliance with Public Law 101-64, Section 231 (Crime Control Act of 1990 and Department of Defense Instruction (DoDI) 1402.05, Background Checks on Individuals in DoD Child Care Service Programs, 11 Sep 16, Incorporating Change 1, Effective July 14, 2016). An adverse finding from this investigation at any time will result in termination of services.
4.16. Payment for Services.
4.16.1. The contractor is being hired as an “independent contractor” and is accountable for the paying of any social security taxes, federal or local income taxes, and state unemployment insurance premiums for themselves, as well as any individual employed or subcontracted by them to provide services under this contract.
4.17. Government-owned equipment will not be removed from the Chapel without written authorization from the Wing Chaplain.
4.18. The contractor must arrange for facility use, equipment and supply needs in accordance with local policy and procedures; ensure coordination and security for facilities, equipment and/or materials used in the program.
5. The Wing Chaplain Will:
5.1. Provide equipment and supplies required to complete the contract to include:
5.1.1. Music Equipment: Electronic Piano, Electronic Drum, Acoustic Guitar, Electric Bass Guitar
5.1.2. Sound System Equipment: Microphones (Wireless and Corded), Music Stands, Microphone Stands
5.1.3. Music: All hymnals, sheet music and missals.
5.2. Coordinate with the Chapel Security Manager to process all necessary security checks required for the contractor to work with children.
6. The Contract Officer Representative. The Contract Officer Representative will monitor and inspect the contractor's performance. The contractor will be notified in writing of all noncompliance work, and given an opportunity to correct nonconforming work. The contractor will be given an opportunity to respond in writing to any notice of noncompliance.
